Tianjin Unveils Major Plan: Targeting 20 Billion Yuan in Core Output by 2028

The Municipal Bureau of Industry and Information Technology, along with the Municipal Development and Reform Commission and the Municipal Science and Technology Bureau, jointly released the "Tianjin Smart Robot Industry Innovation and Development Action Plan (2026–2028)" today. This plan aims for the city's core output value of the smart robot industry to surpass 20 billion yuan by the end of 2028, with an average annual growth rate exceeding 15%. The regional supporting rate for the Beijing-Tianjin-Hebei area is targeted to rise above 60%, creating a "R&D—Manufacturing—Application—Service" ecosystem across the entire chain, encompassing "Decision-making and Control—Main Body—Core Components—Integrated Services".



By that time, the city will have established one smart robot innovation consortium, and strive to create one or two national-level innovation platforms. The plan focuses on overcoming core technologies in smart robot main control chips, operating systems, reducers, and servo motors, resulting in the development of 20 technology products. It aims to cultivate over three enterprises with an output value exceeding 1 billion yuan and 20 national-level specialized "Little Giant" firms. A Tianjin Smart Robot Innovation Center and a Tianjin Smart Robot Agile Manufacturing Center will be built, along with several display and experience centers. At least 20 real-world simulation training spaces will be constructed, and over 100 demonstration application scenarios will be rolled out in fields such as industrial manufacturing, special operations, and livelihood services.



Implementing Six Key Actions to Build a Dual-Engine Model



The plan outlines six key actions focused on core technology breakthroughs, product spectrum enhancement, enterprise strengthening and chain cluster building, common platform enablement, Beijing-Tianjin-Hebei coordinated acceleration, and application scenario demonstrations. By the end of 2028, the city's smart robot industry will form a new "Technological Innovation + Scenario-Driven" dual-engine development pattern. In core technology, efforts will target end-cloud collaborative chips and operating systems, enhancing the performance and quality of drive-control integrated controllers, lightweight high-load bionic body structures, and highly integrated joint components. The plan also calls for iterative optimization of innovative algorithm models and strengthening the supply of high-quality datasets, aiming to develop no fewer than 200 industrial-specific models and create no fewer than 100 high-quality datasets.



In product spectrum enhancement, the plan specifies strengthening industrial robots, optimizing special-purpose robots, refining service robots, and differentiating the layout of humanoid and bionic robots. Industrial robots will focus on intelligent transformation needs of pillar industries like green petrochemicals, automotive, high-end equipment, new-generation information technology, new energy, and new materials, targeting mainstream applications such as welding, parallel processing, precision assembly, heavy-duty handling, and high-precision inspection. Special-purpose robots will consolidate "Sea-Land-Air" advantages, concentrating on deep-sea exploration, underwater operations, port intelligent loading, power inspection, and fire rescue. Service robots will address demands in medical care, elderly care, education, culture, government services, and community governance, developing safe and advanced products like rehabilitation aids, ward inspection robots, and digital human teaching assistants to enhance the intelligence of public services.



For Beijing-Tianjin-Hebei coordination, Tianjin will actively connect with high-quality resources in Beijing, seek national strategic science and technology deployments, and integrate into the Beijing (Beijing-Tianjin-Hebei) International Science and Technology Innovation Center. The city will accelerate the Beijing-Tianjin-Hebei humanoid robot industry chain collaborative project, aligning regional robot industry plans and innovation systems to facilitate more results being transformed in Tianjin. It will deepen collaborative links with science and technology innovation resources, expanding cooperation with national and local shared innovation centers for embodied intelligent robots and the Zhongguancun Robot Industry Innovation Center. This will establish industry-academia-research cooperation channels for joint technological breakthroughs, product iterations, and scenario-based pilot applications, leveraging Beijing's scientific and technological innovation strengths to overcome core industrial bottlenecks. The plan also promotes regional resource sharing, working with Beijing and Hebei provinces to improve the industrial foundation for smart robotics, focusing on upstream and downstream industries like basic materials, core component processing, and precision manufacturing, to address regional supply chain gaps and build a clearly divided, complementary, and efficient industrial development pattern.



Strengthening Safeguards and Optimizing the Industrial Ecosystem



The plan outlines six safeguard measures: financial empowerment, talent cultivation, exploring new business models, utilizing supportive policies, fostering a favorable environment, and safety supervision. It proposes studying the establishment of a municipal-level robot industry special fund and exploring modern technology leasing services like renting with purchase options, delegated leasing, and leveraged leasing for smart robots. It supports the creation of interdisciplinary robotics courses at universities and the co-building of training bases. The plan encourages the construction of "Robot 6S Stores" as new business models, supports cross-border e-commerce marketing centers, and aims to build a headquarters base for smart robot exports. Over the next three years, Tianjin will leverage platforms like the World Intelligence Industry Expo and the Tianjin Robot Conference to host thematic exchanges, exhibitions, and frontier forums, enhancing the city's robot industry image and its regional influence. The plan also includes building a "Robot Town" in the "117 Project" area, establishing a "Foundational IT Base + Manufacturing Pilot + Scenario Validation" industrial advantage, and creating a "Self-Reliant and Trustworthy Robot Industrial Ecosystem" as a source of innovation and a pilot zone for smart robotics in Tianjin. A "Tianjin Smart Robot Application Display and Experience Center" will be set up in the core area of the Tiankai Higher Education Innovation Park to facilitate product displays and resource matching. To ensure healthy industry development, the city will strengthen industrial safety supervision, enhance research on safety technologies and ethical governance for smart robot products, participate in national standard and specification development, and regulate data collection, storage, and usage to prevent data abuse and leakage risks.
