The opening ceremony of the 2026 Financial Street Forum Annual Meeting was held in Beijing this afternoon. Ding Xiangqun, Director of the National Financial Regulatory Administration, said that at present, China's banking and insurance industries are operating steadily on the whole, large institutions are operating prudently, the reform and risk resolution of small and medium-sized institutions are being advanced in an orderly manner, and risks are generally controllable.
Ding Xiangqun stated that efforts should focus on key areas and take the initiative in defusing risks. The disposal mechanism should be improved, resources for risk resolution should be enriched, and methods such as mergers and acquisitions and market exit should be comprehensively used to steadily handle high-risk institutions and promote the continued convergence of risks.
Coordination and linkage should be strengthened to eliminate regulatory gaps. The National Financial Regulatory Administration, together with all relevant parties, will severely crack down on illegal financial activities, strengthen supervision of cross-regional and cross-departmental financial activities as well as those involving new business forms and new products, and bring all financial activities under supervision in accordance with the law, striving to achieve full coverage with no exceptions.
Ding Xiangqun said that in recent years, China's financial rule of law has entered a fast track, major progress has been made in the legislation and amendment of the Financial Law, the Banking Supervision Law, and the Insurance Law, and the regulatory system is also being improved at a faster pace.
On the one hand, in response to the needs of different types of institutions for risk prevention and stronger supervision, as well as new situations and new problems such as cooperation between institutions and third parties and cybersecurity, shortcomings are being addressed more quickly to build a solid institutional firewall.
On the other hand, key individuals, key matters, and key behaviors that cause major financial risks are being seriously investigated and dealt with, rigid constraints are being strengthened, and deterrence is being enhanced, so that the regulatory system truly becomes a "live high-voltage line."
