After one-on-one training from volunteers, Aunt Li excitedly showcased a "moving photo" she had just created on her phone, feeling a great sense of accomplishment. This vivid scene is a microcosm of Guangxi's regular efforts to cultivate digital literacy and enhance the digital skills of different population groups through tiered approaches. As the wave of the digital era sweeps across, digital literacy and skills have become essential competencies for citizens to adapt to changing times and seize development opportunities. Aligned with the requirements of the new era, Guangxi adheres to a people-centered approach, focusing on the core goal of improving digital literacy and skills for all. It implements tiered strategies and targeted education for different groups, establishing a comprehensive, multi-form, and practical cultivation and popularization system. The region emphasizes leading by example among officials to drive digital literacy. Guangxi coordinates various forces to organize nine special training sessions on artificial intelligence for cadres managed by the Autonomous Region Party Committee, covering top leaders from cities, counties, and district-level units as well as heads of regional departments. Focusing on key areas such as foundational AI capabilities and application development, the training features an integrated "learning and practice, training and application" curriculum. Participants visit renowned enterprises and innovation platforms for on-site observations, forming a training system that combines "outbound study" with "broad coverage" of public literacy. This bridges top-level design with grassroots practice, promoting the implementation of outcomes through multi-dimensional courses on technology, industry, and governance. Focusing on cultivating students and teachers, the region strengthens the digital growth foundation for the younger generation. Training sessions on the deep integration of "AI-empowered education" are held, along with specialized in-depth training on AI applications in education, comprehensively covering primary and secondary school teachers across the region. Emphasis is placed on practical skills such as using AI teaching tools and designing smart classrooms. A series of activities to enhance AI literacy among teachers and students have been conducted 1,869 times, reaching over 500,000 participants. Additionally, 25,618 digital teaching resources have been made available, comprehensively improving the overall digital literacy of the new generation of youth. Special attention is given to the elderly to bridge the digital divide. Addressing practical challenges like reluctance, inability, or difficulty in using smart devices among older adults, the "Silver Age Crossing the Digital Divide" science popularization campaign has been launched. Hands-on teaching and immersive science activities focus on high-frequency daily scenarios such as bill payments, online medical consultations, travel inquiries, and convenient smartphone operations, effectively addressing pain points in the digital lives of the elderly. Concurrently, publicity and experience activities for age-friendly and barrier-free bus travel are promoted, optimizing digital service accessibility for special groups. This enables the elderly to keep pace with the "fast era" at a "slower rhythm," enjoying the convenience and warmth brought by digital development. Serving the working population, digital skills are leveraged to empower career growth. The Guangxi Women Entrepreneurs "Her Power, New Momentum" High-Quality Development Training Program was held, creating a learning and exchange platform focused on corporate digital transformation and AI technology applications. Training sessions to enhance digital literacy among women are also conducted, helping female entrepreneurs and business owners bridge digital skill gaps and strengthen their momentum for digital development. Across the regional trade union system, positive-themed activities are widely carried out, guiding workers to use digital tools, new media creation, and smart applications to document life and improve skills. This enables continuous refinement of digital competencies and enhancement of digital civilization literacy in daily work and life. Deepening public science popularization and inclusivity makes digital technology tangible, understandable, and usable. Multi-level and broadly覆盖 digital literacy science activities are conducted for the entire society, including AI health science events to familiarize the public with smart healthcare and wellness applications. Large-scale AI science exhibitions are organized, and regular youth AI and robotics competitions are held, providing a platform for the public, especially young people, to engage with technology, practice innovation, and showcase their abilities. Multi-dimensional efforts and region-wide coordination effectively enhance digital literacy and skills for all. The 2025 Guangxi全民数字素养与技能提升月 (全民 Digital Literacy and Skills Enhancement Month)活动 covered all 14 prefecture-level cities in the region, cumulatively hosting over 9,400特色活动, reaching tens of millions of people. Various departments,结合地域特色 and population characteristics, organized diverse,通俗易懂, and贴近生活的 digital science, skill training, and safety awareness activities.
