According to information from the Ministry of Industry and Information Technology, the Notice on Carrying Out the Construction of Specialized and Innovative Empowerment Centers was officially issued today (October 21). During the 15th Five-Year Plan period, China will build around 30 specialized and innovative empowerment centers, establish a nationwide service network, and provide strong support for the innovative development of small and medium-sized enterprises.
A specialized and innovative empowerment center, simply put, is a service institution dedicated to serving technological innovation at small and medium-sized enterprises. It is required to focus on segmented industries, deliver high-level technical services, and serve as an "innovation partner" for small and medium-sized enterprises.
According to the requirements of the notice, construction will follow a promotion model of joint ministry-province development, with pilot projects first and wider rollout afterward. It will closely align with enterprises' technological innovation needs and integrate various innovation factors such as laboratories, scientific research platforms, talent, and finance. This will not only help enterprises tackle bottleneck technologies and promote the industrialization of scientific and technological achievements, but also support enterprises in participating in standard formulation and forming innovation consortia. At the same time, it will support digital-intelligent and green transformation, organize supply-demand matching along industrial chains, and help enterprises expand into domestic and international markets.
In terms of the application process, local authorities will prepare construction plans and submit them to the Ministry of Industry and Information Technology. After expert review, work will first begin under preparation status, with the preparation period in principle lasting one year. After passing acceptance inspection, official authorization will be granted, and services will be provided nationwide. An annual performance evaluation system will be established. Those whose services fail to meet standards must complete rectification within a specified period, and those that fail for two consecutive years will be removed.
Next, the Ministry of Industry and Information Technology will coordinate the construction of a nationwide specialized and innovative empowerment network, promote the coordinated linkage of innovation resources, shore up shortcomings in technological innovation services for small and medium-sized enterprises, and continue cultivating more specialized and innovative "little giant" enterprises, providing solid support for developing new quality productive forces and building a modern industrial system.
