[Focus] Creating the "Luyang Model" for a Quality-Strong District – Luyang District in Hefei, Anhui Province, achieves significant results in driving quality district construction through a cluster of major science infrastructures. Quality is the foundation of a strong nation, the key to transformation, and the essence of people's livelihoods. Leveraging the Hefei Future Major Science City as an anchor, Luyang District, Anhui Province, capitalizes on its scientific and technological advantages from hosting nine national key facilities, including the Comprehensive Research Facility for Fusion Technology (CRAFT) and the Compact Fusion Energy Experimental Device (BEST). By focusing on cultivating new quality productive forces, the district transforms scientific research potential into kinetic energy for high-quality regional development, exploring the "Luyang Model" where "pinnacle technology" drives a high-quality regional leap forward.
Luyang District has established an overall layout of "one city leading the way, multiple points exerting force, and full-area coordination," using the main thread of quality and standardization to connect the service support for major science infrastructures, the transformation of scientific and technological achievements, and urban organic renewal. The district implements a working mechanism of "party and government leadership, departmental linkage, and social participation," led by the District Quality Development Committee, coordinated by the District Science and Technology Innovation Committee, with 29 departments collaborating, and participation from volunteer alliances, industry associations, and other parties. It has issued the "Three-Year Action Plan for Building a Quality-Strong District," clarifying 13 key tasks and 45 quantified measures. The district constructs business service standardization to optimize the industrial development ecosystem, introducing a standardized service list for optimizing the business environment, which standardizes and makes transparent 66 enterprise service scenarios to solve development challenges and quality demands. Focusing on the demand for extreme precision measurement from major science infrastructures, Luyang District has significantly elevated the regional industrial technology level. The construction of the Hefei Future Major Science City achieved high standards in engineering precision, construction efficiency, and environmental control: the installation hole position accuracy deviation for the BEST device does not exceed ±2 millimeters, and the component target plate adjacency error for the CRAFT facility is less than 1 millimeter. Main roads were connected in 138 days, and core unit pouring was guaranteed with 24-hour support over 21 days. The district formulated environmental control norms for areas surrounding major science infrastructures, creating a "zero-interference" environment for cutting-edge experiments. The district systematically built a quality infrastructure system covering the entire chain. With Fusion New Energy (Anhui) Co., Ltd., which has a registered capital of 14.5 billion yuan, as the chain leader, it established the Anhui Provincial Fusion Industry Association to promote unified quality management standards and shared quality technology resources among member units. Through targeted "one enterprise, one policy" assistance, the district has served over 150 enterprises cumulatively, solving more than 120 technical challenges. Relying on precision metrology and testing services, the Experimental Advanced Superconducting Tokamak (EAST) set a new world record for steady-state operation of high-confinement mode plasma at 100 million degrees Celsius for 1,066 seconds, providing core data support for fusion physics research. Using the Scientific Instrument Industrial Park as a core carrier, the district focuses on high-end scientific instruments and quantum precision measurement, building a characteristic industrial cluster centered on precision scientific instruments. To date, Luyang District has cumulatively established 6 national-level standardization pilot projects and 13 provincial-level pilot projects, promoting the transformation of scientific research advantages into standardization advantages.
In fully leveraging the supportive and enabling role of quality infrastructure, Luyang District innovatively implemented a "spinoff along the way" mechanism, ensuring that technologies derived from major science infrastructures are efficiently and high-quality transformed into real productive forces. The district actively collaborates with institutions like the Hefei Institutes of Physical Science, Chinese Academy of Sciences, introducing quality elements such as metrology, standards, and inspection testing to provide full-chain quality technical services like performance verification and reliability testing for scientific and technological achievements. It simultaneously lays out intellectual property and standard formulation during the transformation process, achieving a transaction value of technical contracts exceeding 5.5 billion yuan. The transformation of scientific and technological achievements led to the establishment of 24 new companies, the addition of 149 high-value invention patents, the completion of 3 national key laboratories, and 5 provincial engineering technology research centers. It has overcome more than 10 world-class challenges in fields like superconducting magnets and deep-space exploration payloads.
Luyang District treats quality talent and quality technology platforms as core elements for building a regional innovation ecosystem, systematically promoting the deep integration of talent, platforms, and quality capabilities to provide solid support for high-quality regional development. In talent introduction and cultivation, the district newly recognized 1,166 high-level talents in 2025 and has 13 provincial postdoctoral research工作站, reserving high-quality talent teams for enterprises participating in supporting R&D for the facilities. An increasing number of high-level talents with professional backgrounds in quality engineering and precision measurement are gathering in Luyang, injecting sustained momentum into regional quality innovation. In platform construction, the district actively promotes the optimization and reorganization of the National Key Laboratory for Rare Earth Permanent Magnet Materials, and high-standardly constructs high-energy platforms like the China Jiliang University (Hefei) Sensor Research Institute. To continuously advance the construction of a quality-strong district, Luyang District further deepens innovation in quality service mechanisms. It has formed a fund ecosystem led by the "Luzhou No.1" mother fund, with a total scale exceeding 33 billion yuan, precisely investing in technology projects derived from major science infrastructures and sci-tech SMEs. This has cumulatively facilitated the landing of 70 facility-related achievement transformations, with technology contract transaction value exceeding 11 billion yuan.
