On the evening of October 9, Henan Shuanghui Investment & Development Co., Ltd. (referred to as "Shuanghui Development," 000895.SZ) announced that the company, its controlling subsidiary Wangkui Shuanghui Beidahuang Food Co., Ltd. (referred to as "Wangkui Shuanghui"), and relevant directors and senior management personnel had recently received multiple administrative penalty decisions from the Luohe Animal Husbandry Bureau, the Wangkui County Agriculture and Rural Affairs Bureau, and the Luohe Market Supervision Administration. Shuanghui Development and Wangkui Shuanghui were collectively fined and had illegal gains confiscated totaling 72.5021 million yuan, while four directors and senior executives were separately fined 56.3628 million yuan, bringing the total administrative penalty in the case to approximately 129 million yuan.

In addition, the announcement simultaneously disclosed six rectification measures and estimated that the aforementioned penalties would reduce the company's net profit attributable to shareholders of the listed company for the 2026 fiscal year by 63.8066 million yuan.

According to the administrative penalty decisions disclosed by Shuanghui Development, the Wangkui County Agriculture and Rural Affairs Bureau imposed two penalties on Wangkui Shuanghui. First, for selling agricultural products with excessive veterinary drug residues, insufficient numbers of certified meat quality inspectors, and production sites and facilities used in production activities failing to comply with national quality and safety regulations, it ordered the cessation of sales of non-compliant products, confiscated illegal gains of 1.6539 million yuan, and imposed a fine of 33.0779 million yuan. Second, it determined that the company failed to implement the required pre-slaughter fasting and resting system, with the fasting and resting period not reaching 12 hours, and issued a warning along with a fine of 50,000 yuan.

Regarding the above penalties, Shuanghui Development stated in the announcement: "This incident has exposed serious oversights in our company's management and betrayed the trust of consumers and the public. We feel deeply guilty and solemnly extend our most sincere apologies to consumers and the public!" The company also promised to sincerely accept the administrative penalties from relevant authorities and resolutely and comprehensively implement rectification requirements.

The announcement also published six rectification measures. In terms of source control, the company will improve its pig supplier audit system, establish a "one household, one file, dynamic review" management mechanism, strengthen verification of medication records and compliance with withdrawal period regulations, actively promote the "company + farmer (farm)" breeding model, and uniformly supply breeding pigs, feed, and veterinary drugs. In terms of upgrading testing capabilities, it will strengthen the allocation of testing equipment and personnel, increase sampling and inspection of risk monitoring items such as lincomycin, engage in deep cooperation with third-party professional testing institutions, and enhance testing technology levels. Furthermore, the company will conduct comprehensive rectification in production process control, professional staffing, construction of a full-chain safety system, and all-employee training.

Shuanghui Development explicitly stated in the announcement that the above penalties will reduce the company's net profit attributable to shareholders of the listed company for the 2026 fiscal year by 63.8066 million yuan, but will not cause the company to trigger the mandatory delisting scenario for major violations. As of the disclosure date of the announcement, the company's various production and operation activities are proceeding normally.

From a business fundamentals perspective, Shuanghui Development achieved revenue of 28.086 billion yuan in the first half of 2026, a slight year-on-year decrease of 1.16%; net profit attributable to the parent company was 2.306 billion yuan, a slight year-on-year decrease of 0.76%; and net profit attributable to the parent company after deducting non-recurring gains and losses was 2.286 billion yuan, a year-on-year increase of 3.22%. Total external sales volume of meat products approached 1.8 million tons, a year-on-year increase of 14.9%, setting a historical high.

However, the impact of the food safety incident has already been reflected in the stock price. As of the close on October 10, 2026, Shuanghui Development was trading at 23.79 yuan per share. Industry insiders said that as a leading enterprise in China's meat products industry, the penalties not only bring direct financial losses to Shuanghui Development but also have a profound impact on brand reputation. Whether the company can use this rectification as an opportunity to truly establish a full-chain food safety control system from breeding sources to sales terminals will be the focus of continued market attention.
