Because the review could take 70 days -- or longer -- to complete and would be followed by the DEA then having to finalize the reclassification, it would push the timeline for that to happen until after the election, according to Ed Groshans, senior policy and research analyst at Compass Point Research & Trading. He sees the prospect of the DEA being able to finalize the rescheduling rule before the election at just 20%. \"If Biden wins reelection, the rule will get finalized and marijuana will get placed on Schedule III subject to the outcome of likely litigation,\" Groshans said. \"If Trump wins, we do not expect a DEA final marijuana rescheduling rule to see the light of day.\" \"In short, yesterday's news was negative for marijuana rescheduling because an OMB review will extend the rulemaking process,\" he added.
