The Chinese tech giant is the only funder of a research contest which has awarded millions of dollars since it started in 2022. The competition has wooed hundreds of proposals from scientists globally, including from top U.S. universities, which have banned their researchers from working with the company, the report added, citing documents and people with knowledge of the matter. The contest is overseen by the Optica Foundation, part of the nonprofit professional society Optica. Research at Optica focuses on the science of light, such as communications, biomedical diagnostics and lasers, the report noted. The foundation \"shall not be required to designate Huawei as the funding source or program sponsor\" of the contest, the report added, citing a non-public document. The content of the agreement and the relationship between the parties should also be considered confidential information, as per the document. Optica's CEO Liz Rogan said that Huawei's donation was reviewed by outside legal counsel and had received approval from the foundation's board, according to the report. Huawei's name was kept private to keep the contest from being seen as promotional and that there was no ill intent, said a Huawei spokesperson as per the report. Applicants, university officials, and one of the contest's judges contacted by the media house noted that they were not aware of Huawei's role in funding the competition. Optica Foundation's 2023 annual report mentions Huawei under the list of donors who have contributed over $1M since the time the organization was founded. Meanwhile, Alphabet's (GOOG) (GOOGL) unit Google and Meta Platforms (META) are among those which have given over $200,000. The foundation's funding arrangement probably does not violate U.S. Commerce Department rules blocking people and companies from sharing technology with Huawei. However, if Huawei was subject to the Treasury Department's restrictions, the activity could be illegal, the report added, citing Kevin Wolf, a partner at Akin, which specializes in export controls. Huawei has seen a resurgence despite U.S. sanctions. On Wednesday, the company reported first quarter net profit, which rose 564% year-over-year. The profit rose for the fourth consecutive quarter, as the company continues to claw back the smartphone market share from Apple (NASDAQ:AAPL) in China. Huawei was once in competition with Apple and Samsung (OTCPK:SSNLF) to be the world's biggest handset maker until U.S. restrictions, starting in 2019, began to curb its access to chip manufacturing tools needed to produce its most advanced models. Recently, Apple has seen its smartphone market share dip in China. The U.S. company slipped to the third spot in China's smartphone market as local rivals Honor and Huawei were tied for the first place in the first quarter of 2024, according to research firm International Data Corporation.
