However, the officials noted that U.S. policies would not be up for negotiation and the discussions would be on mitigating risks from the technology, the report added. The U.S. government is seeking to engage China on several issues to reduce miscommunication between the two nations. U.S. Secretary of State Antony Blinken and China's Foreign Minister Wang Yi discussed AI in April in Beijing, where they agreed to establish their first formal bilateral discussions on the topic. \"To be very clear, talks with Beijing are not focused on promoting any form of technical collaboration or cooperating on frontier research in any matter. And our technology protection policies are not up for negotiation,\" said a senior administration official, according to the report. It would the first meeting of its kind, so they expect to have a discussion on a range of risks, but would not prejudge any specifics at this stage, the official added when asked if the U.S. would prioritize the nuclear weapons issue. The official noted that China's deployment of AI capabilities in civilian, military and national security sectors often undermined the security of the U.S. and its allies. The discussions would allow the U.S. to directly communicate its concerns. The discussions will be spearheaded by U.S. National Security Council official Tarun Chhabra and Seth Center, the State Department's acting special envoy for critical and emerging technology, along with officials from China's Foreign Ministry and state planner the National Development and Reform Commission. Last week, it was reported that, the Biden administration is preliminarily discussing limiting China's access to advanced AI models amid safety and security reasons. The initiative could seek to limit the export of closed source AI models, such as those that run OpenAI's ChatGPT, Google's (GOOG) (GOOGL) Gemini and Anthropic's Claude. OpenAI is backed by billions of dollars from Microsoft (MSFT), while Anthropic is backed by Amazon, Google and several other tech companies. The U.S., China, the EU, South Korea and Japan are among countries and regions which have stepped up efforts to boost domestic chip manufacturing and research to stay ahead in the AI race. In March, it was reported that China was planning to raise over $27B for its largest chip fund yet. China's push for self-sufficiency comes on the heels of U.S. and allies including the Netherlands, Germany, South Korea and Japan tightening curbs on the Asian country's access to advanced semiconductor technology. Generative AI services have become the talk of the town since the launch of ChatGPT in 2022. Globally, companies have launched their own large language models, or LLMs, which can provide services such as content, image, video and voice generation, to name a few. Meta Platforms' (META) Emu Video, Emu Edit, AudioCraft, SeamlessM4T, and Llama 2, Alibaba's (BABA) Tongyi Qianwen 2.0 and Tongyi Wanxiang, Baidu's (BIDU) Ernie Bot, OpenAI's text-to-image tool DALL·E 3, Google's Gemini, Samsung's (OTCPK:SSNLF) Gauss, and Getty Images' (GETY) model called Generative AI by Getty Images, are some of the LLMs, among the many, being developed.
