The Cass Index report highlighted that goods demand continues to grow slowly, but private fleet capacity additions are slowing, which appears to be reducing the pressure on for-hire shipments. The expenditures component of the Cass Freight Index, which measures the total amount spent on freight, rose 0.7% month-over-month in July. The 6.2% year-over-year decline narrowed from a 9.4% drop in June. The Cass report also indicated that the bounce in the Cass Freight Index coincided with lower Class 8 sales. It was noted that private fleet capacity additions, insourcing, and increased spot activity have been dragging out the for-hire downturn for at least a year. \"We’ve been surprised at the magnitude of prebuying over the past year, and our U.S. Class 8 tractor forecasts don’t suggest much capacity tightening, but it appears equipment supply is moderating,\" updated the firm. ACT Research has adjusted its 2025 expectations for medium-duty and heavy-duty trucks downward, even as 2024 forecasts rise. The primary driver of the forecast changes for Classes 5-7 and Class 8 trucks is strong build relative to retail sales, which is leading to significant inventory gains, according to the latest release of the North American Commercial Vehicle Outlook. \"With elections and possible Fed rate cuts on the horizon, corporate decision-making is likely to be increasingly defensive into the fall season,\" stated ACT President Kenny Vieth.
