Capitulation is an extreme panic signal after massive asset outflows. The healthcare (XLV)/biotech (XBI) dedicated funds saw $8.6B of continued outflows in the 32 of the 41 weeks year-to-date. In 2023 net outflows were about $16B. During the week ending Oct. 9, healthcare/biotech funds had $280M of net outflows, with assets down about 0.25%. This was the seventh consecutive week of outflows. In addition, the breadth ratio – the number of funds receiving inflows divided by the number of funds receiving outflows – has gone below the 0.3 line, marking “a slow, steady downward trend towards capitulation territory,” wrote Christopher Raymond, senior research analyst at Piper Sandler, in a note. He said this could ensure a biotech (XBI) rally, since it rallies on average about 16% six months after capitulation. This happened in November 2023 and biotech (XBI) moved up 35% in two months. On the six months after capitulation, the Nasdaq biotechnology (IBBQ) also rallied about 12% on average.
