Phillips 66's 293,532 b/d Sweeny refinery is undergoing a planned startup, and Marathon Petroleum's 665,000 b/d Galveston Bay refinery reported an emissions event on Tuesday, the companies told the Texas Commission on Environmental Quality.
In a Tuesday TCEQ filing, Phillips 66 said its Sweeny refinery in West Texas has been performing a planned startup at the refinery's Unit 3 that started on Sunday and is expected to last until Thursday.
In addition, Marathon said there was a release of toluene from a leaking pressure relief device at the Galveston Bay refinery's aromatic unit No. 2 emission point on Monday. The emissions lasted for about 3.5 hours, and water spray was used to suppress vapors, the company said in the filing.
Toluene is an aromatic organic compound that is a clear, colorless liquid with a sweet, pungent odor, commonly used as a solvent and to improve the octane rating of gasoline.
