Powell Says FOMC Dissent Stems From Tension in Dual-Mandate Goals -- WSJ

The Federal Reserve voted 9-3 for to lower rates by a quarter point, the first time in six years that three officials cast dissents. According to Fed Chair Jerome Powell, "across the committee people see the picture pretty similarly but see the risks quite differently."

According to the Fed chair, "our two goals are a bit in tension," with inflation above target and the labor market softening . Ultimately, it comes down to central bankers judging where the bigger risk is. "It's very unusual to have persistent tension between the two parts of the mandate, and when you do, this is what you see," according to Powell.
