美国参议院提出期待已久的加密货币监管法案，有望明确市场规则

路透1月13日 - 美国参议院周一晚公布了一项立法草案，旨在建立加密货币监管框架，若获立法，将明确金融监管机构在这一快速发展领域中的管辖权，可能推动数字资产的采用。

该法案将界定加密代币在什么时候可纳入证券、商品或其他类别，为行业提供期待已久的法律明确性，并将监管现货加密市场的权力赋予美国商品期货交易委员会（CFTC），而非美国证券交易委员会（SEC）。

法案还回应银行业诉求，关闭去年稳定币立法中被认为允许中介支付利息的漏洞。银行称此举可防止存款流失，维护金融稳定；加密企业则反驳称，禁止支付利息将损害竞争。

根据草案，加密公司不得仅因消费者持有稳定币而支付利息，但可因支付或参与忠诚计划等活动提供奖励。SEC和CFTC将被要求联合制定规则，明确奖励披露。

参议院银行委员会将于周四讨论该法案，农业委员会也在起草自己的版本。行业团体称，看到立法进程推进“令人鼓舞”，并表示将继续参与改进文本。
