Trump's Sanctuary City Attacks Face Legal Headwinds -- WSJ

The Trump administration has had little success withholding funds from cities and states it defines as sanctuary jurisdictions that refuse to cooperate with federal immigration authorities. Federal courts have blocked the Trump administration from attempts to pull funding, in both his first term in office and his second.

Minneapolis was part of a coalition of cities and counties that sued over executive orders in 2025 threatening to cut off their federal funding. A federal judge in California granted a preliminary injunction that barred the federal government from withholding all federal funds to the coalition members while the case plays out. U.S. District Judge William Orrick found that the cities and counties were likely to succeed on their claims that the orders "were unconstitutional violations of the separation of powers and spending clause doctrines and violated the Fifth Amendment, Tenth Amendment and Administrative Procedure Act."
