--Quebec has also proposed legislative changes that would give Glencore more time to reach tougher emissions targets, the report says.
--"While awaiting regulatory certainty, we are open to evaluating other mechanisms, particularly financial ones, for sharing risks," Glencore said to Bloomberg. Meanwhile, a government spokesperson said the smelter was a strategic asset.
