The Fed's policy framework, which under Powell was updated in 2020 and 2025, is a north star that guides precisely how Fed policymakers think about balancing their two goals, price stability and maximum employment, over time.
Questions about Fed communications include whether and how often the Fed chair should give press conferences, and the Fed's practice of publishing forward-looking policy guidance. These practices have changed dramatically over the past 15 years under previous Fed chairs, and Warsh would have significant sway over all of these details as the Fed's leader.
