Energy sits at the heart of that challenge. The question for advanced economies is not only how much digital infrastructure to build, but how to power it sustainably while working within real land and carbon constraints.\nSingapore has navigated this kind of challenge before. Despite having no oil or gas reserves, Jurong Island became one of the world's most significant industrial clusters by engineering around constraints rather than waiting for them to resolve. Shared energy systems and integrated infrastructure became the foundation on which the island's competitive position was built. Today, it is home to more than 100 global companies, generates more than $90 billion in value annually and accounts for a quarter of Singapore's manufacturing output.\nThat same approach is now being applied to the digital-industrial era. In October 2025, Singapore earmarked close to 300 hectares on Jurong Island for new energy systems and roughly 20 hectares for the country's largest low-carbon, AI-ready data centre park, projected to host up to 700 megawatts of compute.\nIn our research \"Towards 2050: Singapore's Digital-Industrial Future\", we explored what Jurong Island's next chapter could look like. The report identifies three mutually reinforcing pillars, circularity, data stewardship and national capability, that together offer a framework for the future of digital infrastructure.\nShared systems that do more with less\nThe first pillar is circularity which starts with a simple idea. How a single infrastructure system should deliver multiple outcomes.\n\nLNG cold energy, low-carbon fuels and shared thermal systems can support data centre cooling, industrial operations and emissions reduction simultaneously, rather than treating each as a separate infrastructure challenge. New energy pathways, including hydrogen, ammonia and biomethane, demonstrate how AI-scale compute can be powered without relying on carbon-intensive legacy systems, providing firm and dispatchable power as the energy transition deepens.\nCircularity extends beyond energy. Recovering, refurbishing, and recirculating end-of-life IT assets create new economic value, reduce waste, and strengthen regional supply chains. As the world's leading economies generate increasing volumes of decommissioned digital equipment, the infrastructure to manage that lifecycle responsibly is a significant economic opportunity. Asia Pacific represents a US$30 billion ($38.7 billion) opportunity in IT asset lifecycle management, and Jurong Island is well positioned to anchor that ecosystem for the region.\nInfrastructure built for confidence, not just performance\nThe second pillar addresses something that receives less attention in infrastructure planning: the difference between building for speed and building for long-term confidence. As AI becomes more deeply embedded in enterprise operations, the cost of data loss or infrastructure failure rises accordingly. A 2024 Sophos survey found that 94% of organisations hit by ransomware reported attempts to compromise their backups. In an AI-driven economy, that exposure threatens not just data assets but the entire foundation on which analytics, automation and innovation depend.\nBuilding that confidence requires three operational principles. Preservation keeps historical data, both physical and digital, durable and usable as systems evolve, serving an economic function as much as a technical one. Persistence shifts the focus from preventing disruption to guaranteeing recovery, treating continuity as a built-in capability rather than a contingency plan. Protection embeds security into the physical and architectural character of infrastructure itself, so that resilience is structural and durable rather than reactive. Taken together, these principles describe infrastructure built not for peak performance alone, but for confidence over decades.\nThe multiplier effect\nJurong Island's significance extends beyond energy and infrastructure. Systems designed for trust and resilience also attract the skills, expertise and economic activity that grow around them. Governance-intensive workflows, compliance functions and regional decision-making roles tend to locate where institutional confidence and operational assurance are strongest. Professional services and specialist expertise follow that credibility, and over time the proximity of data, compute and enterprise demand creates conditions for broader data-driven innovation. Each role embedded in the island's digital fabric generates several more, producing a multiplier effect that extends well beyond the original infrastructure investment.\nThe wider regional picture\nAccording to IDC's December 2025 forecast, the Asia Pacific data centre market (excluding Japan) is on track for a 22% CAGR through to 2029, with total installed IT power capacity expected to reach 142,600 MW. Markets such as Malaysia, Indonesia and Thailand are attracting significant new investment as hyperscalers and cloud providers expand their regional footprint.\nWhat these markets are discovering is that attracting investment is only the beginning. Building infrastructure that operates cleanly, withstands disruption and anchors high-value economic activity over decades requires more than a site plan and a power agreement. It requires a framework that treats land, energy, carbon and data as a single integrated system, with clean energy as the connective thread.\nThat is what the Jurong Island model sets out to demonstrate. Shared clean energy flows and circular resource systems work together to make the framework economically coherent as well as environmentally credible. For economies across the region making significant infrastructure decisions now, it offers a practical reference point.\nThe next industrial era will reward those who treat energy, land, carbon, and data as an integrated system rather than competing priorities.
