With e-commerce platform subsidies and retailer promotions much lower than during the promotional season that ended in mid-June, tissue retail sales fell in July, weighing on demand for finished products, according to multiple sources.\nFinished-product manufacturers cut offers in early and mid-July to boost sales and ease inventory pressure, further squeezing already thin margins. Multiple tissue producers and converters said finished-product prices were near cash costs, with some sales even loss-making.\nEven some large suppliers reported thin margins and weak trading in July and early August, despite having stronger retail sales channels and higher retail prices than smaller producers.\nSources said export business remained healthy. But high export shipping costs continued to erode Chinese tissue manufacturers’ cost advantage in overseas markets, curtailing growth in export demand.\nThe latest China Containerized Freight Index (CCFI), published by the Shanghai Shipping Exchange, was 1,857.04 on July 31, up by 8.57% from 1,710.47 on June 26.\nAccording to China Customs, tissue exports totaled 162,727 tonnes in June 2026, down by 9,012 tonnes, or 5.25%, from May. It was the first monthly decline since February this year.\nIn addition to weak sales, lower pulp prices dampened market confidence, prompting suppliers to cut jumbo roll prices.\nMost tissue jumbo roll mills in China buy market pulp for production, with fiber costs accounting for a large share of total tissue costs. As a result, market wood pulp prices, especially for bleached hardwood kraft (BHK) pulp, are widely regarded as a key indicator of tissue jumbo roll production costs and help shape market participants’ outlook.\nFastmarkets’ price assessment for pulp, eucalyptus (domestic, net price), exw China, yuan per tonne was 4,338 yuan per tonne on August 7, down by 62 yuan per tonne from 4,400 yuan per tonne on July 3.\nFastmarkets’ bi-weekly assessment for pulp, bleached hardwood kraft eucalyptus imports from South America (net price), cif China was $560-570 per tonne on August 7, down by $20 per tonne from a month earlier.\n“Competition in jumbo roll sales is intense, and producers – especially small and medium-sized companies without their own established brands – are struggling to balance margins and sales volumes. We had to lower jumbo roll prices to support sales, while falling feedstock pulp prices created room for reductions,” a tissue producer source said.\nDuring the reporting period, a small number of tissue producers reduced operating rates. But market participants said the supply cuts were limited and did not change the market’s oversupply situation.\n“We would rather maintain normal tissue production rates, even with negative margins, than cut output, because protecting market share and long-term customer relationships is more important,” another tissue manufacturer said.\nMarket participants expected demand to improve after mid-August, supported by back-to-school restocking ahead of September, upcoming holidays and large-scale online and offline promotions in the fourth quarter.\n“We would welcome an increase in pulp prices as the peak season approaches, because this could strengthen market confidence and support jumbo roll prices and sales, although it would also increase our production costs,” a third tissue producer said.\nDownstream converters in China closely monitor pulp prices because jumbo roll prices typically move in line with pulp costs. Over the past several months, declines in imported and resale BHK pulp prices have prompted converters to seek lower jumbo roll prices.
