Among the 28.5% that have started, only 3.8% have integrated AI into their core business processes. Many organisations are still experimenting with AI rather than redesigning work around it.\nSoftware delivery offers one of the clearest examples. Over the past year, the industry's AI conversation has shifted from whether AI can write useful code to what happens when code generation is no longer the primary constraint. CircleCI's analysis of 28 million software delivery workflows found that while AI is accelerating code production, software reaching production is not increasing at the same pace. Engineering leaders at Agoda and Zendesk have reached similar conclusions: coding was never the true bottleneck. AI has simply made that visible.\nFaster code does not automatically create faster software delivery. Productivity gained at the individual level can be lost at the system level when organisations do not redesign how work is delegated, reviewed, governed and owned. The emerging constraint is organisational, and success comes down to whether engineering managers are equipped to supervise a delivery system where some contributors are no longer human.\nWhy AI teammates create a different management challenge\nFor most of the modern software era, engineering managers operated on the simple assumption that humans produced the work. Managers coordinated people, allocated workload, protected quality and ensured delivery standards were met.\nAn AI teammate breaks that assumption, creating a different management challenge. It can accept a task, write and test code, troubleshoot issues and return completed work for review. Managers are no longer supervising only people. They are supervising a system that combines human and AI execution.\nThat shift creates a different set of questions: Which tasks should be delegated to AI? What review standards should apply to AI-generated outputs? How should accountability be assigned when outcomes emerge from a combination of human and AI effort?\nThese are management questions before they are technology questions.\nThe engineering manager's role is becoming more strategic\nIn many cases, the technology performs as intended, but organisations still struggle to capture the full benefit. Accountability becomes unclear, review processes become overwhelmed, and teams generate more output than delivery systems can absorb.\nMore tools will not fix that. Redesigning the manager's role around a different kind of team will.\nAs AI expands execution capacity, managers spend less time allocating scarce resources and more time deciding where capacity should be applied. Their role shifts from deciding what cannot be done to directing what should be - whether that's prioritising modernisation efforts, addressing technical debt or pursuing previously constrained initiatives.\nThis is especially relevant in Singapore, where the national discussion around AI has consistently balanced productivity with workforce adaptation. MOM's study found limited evidence of widespread workforce displacement among AI-adopting firms: only 6.2% reported reduced headcount, while 18.9% redesigned job roles and 13.9% created new AI-related roles. At the same time, 70.7% reported improvements in worker productivity.\nAI adoption changes the work. In software engineering, that means greater emphasis on judgment, review, architecture, orchestration and system direction.\nWhat organisations need to redesign now\nIf engineering managers are becoming supervisors of human-AI delivery systems, three responsibilities become increasingly important.\nThe first is defining delegation boundaries. Managers need clear frameworks for determining which work can be assigned to AI, under what conditions and with what level of oversight. Success will depend on effectively allocating work across both human and AI contributors.\nThe second is designing review systems. As output volume increases, traditional review processes can become bottlenecks. Managers need validation frameworks that maintain quality while allowing teams to benefit from greater throughput.\nThe third is building accountability structures for mixed human-AI teams. As AI teammates take on more execution work, ownership must remain clear regardless of whether the work originated from a human engineer or an AI teammate.\nTogether, these responsibilities represent a shift from supervising individual contributors to supervising an end-to-end delivery system. The organisations getting the most from AI are already treating management as a system-design function, deciding how humans and AI work side by side, how quality is maintained, and where accountability sits.\nIf the software industry has spent the past two years investing in making AI a better software engineer, the next challenge may be making organisations better at managing AI-assisted teams. The companies that recognise early that managing AI teammates requires a different approach to leadership, accountability and organisational design will be best placed to turn AI pilots into practical productivity.
