Singapore's private residential market saw a pickup in leasing activity in 2Q2026, but stronger demand failed to translate into broad-based rent growth.\nA total of 22,290 rental contracts commenced during the quarter, up 5.1% q-o-q and 3% y-o-y, according to Savills Singapore. The increase marks the second quarter of growth in leasing volume, following a 5.7% q-o-q increase in 1Q2026.\nAccording to Savills, non-landed private residential accounted for the bulk of the growth, with overall rental transaction volume in this segment rising 5.4% q-o-q in 2Q2026 to 21,193 contracts. Leasing volumes increased across all three regions, with the Core Central Region (CCR) and Rest of Central Region (RCR) each registering 5.7% q-o-q growth, while transactions in the Outside Central Region (OCR) rose 4.8%.\nOn a y-o-y basis, non-landed leasing volume rose 3.2%, marking the ninth consecutive quarter of growth.\n\nDuring the quarter, Treasure at Tampines was the most actively leased non-landed private residential development, with 168 rental transactions.\nThis was followed by Normanton Park with 160 transactions, Tembusu Grand with 154 transactions, Marina One Residence with 144 transactions and The Sail @ Marina Bay with 143 transactions.\nBased on Savills' data, Treasure at Tampines recorded a median rent of $5.16 psf, while Normanton Park recorded a median rent of $6.07 psf. Meanwhile, Tembusu Grand's median rent was $6.36 psf, followed by Marina One Residences at $6.67 psf and The Sail @ Marina Bay at $6.93 psf.\nRealion Group (OrangeTee & ETC) attributes the increase to expatriate inflow that coincides with multinational companies establishing or expanding their regional presence in Singapore. \"Rental prices have also shown signs of stabilisation, which may have prompted tenants to sign their leases,\" according Realion's research analysts led by Christine Sun, chief researcher and strategist.\nHowever, the stronger leasing demand did not translate into broad-based rent growth, says Savills, with rental performance diverging across the CCR, RCR and OCR.\nThe Urban Redevelopment Authority's (URA) rental index for non-landed private residential properties islandwide extended its growth momentum in 2Q2026, rising 0.4% q-o-q in 2Q2026, unchanged from the growth recorded in the preceding quarter.\nDespite that, rent growth has remained below 1% for the third straight quarter, adds Realion. \nLeasing volume, rent growth disconnect \nThe performance was not consistent across all regions. According to the research team led by Alan Cheong, executive director, research and consultancy at Savills Singapore, CCR rents of private apartments and condominium units rose 1.2% q-o-q in 2Q2026, up from the 0.5% growth in 1Q2026.\n\nMeanwhile, RCR rents were unchanged q-o-q in 2Q2026, though this reversed the 0.2% q-o-q decline recorded in 1Q2026. Rents in the OCR declined by 0.3% q-o-q in 2Q2026, reversing from the 1% increase in the preceding quarter.\nBy unit type, Savills says the stronger rental performance in the CCR was likely supported by \"robust leasing demand\" for smaller-sized apartments. Leasing transactions for one-and two-bedroom units rose 10.1% and 15.6% q-o-q, respectively, while median rents increased by 0.7% and 3.3%, respectively.\nIn contrast, rent growth remained weaker in the RCR and OCR for smaller apartments. In the RCR, median rent for one- and two-bedroom units declined 0.2% and 1.1% q-o-q, respectively.\nIn the OCR, median rent for one-bedroom units fell 1% q-o-q, while two-bedroom rent inched up 0.4%.\nSavills points to several factors behind the disconnect between leasing volume and rent growth, including the expiry of one-year leases signed during the post-pandemic recovery period, which may have brought more tenants back into the market in 2026 amid a wider selection of newly completed projects.\nForeign students enrolled in master's programmes at Singapore's major universities who were unable to secure on-campus accommodation also contributed to the rental demand. However, Savills says their budget constraints are \"unlikely to exert significant upward pressure on rents\".\n\nMeanwhile, at the higher end of the market, Savills says there has been an increase in senior expatriate executives from North Asia excluding China seeking rental properties with monthly rents above $10,000. Rents for four- and five-bedroom non-landed private residential units in the CCR rose 2% q-o-q in 2Q2026, which supported the stronger performance of the prime market. \nTight supply steadies occupancy \nDespite the modest rent growth, the occupancy rate for the overall private residential rental market remained relatively healthy at 93.6% in 2Q2026. The relatively resilient occupancy rate is underpinned by limited new supply, notes Realion.\n\nOnly 700 private residential units, excluding executive condominiums, were completed in 2Q2026, 23.2% below the 911 units completed in 1Q2026. For the whole of 1H2026, 1,611 private residential units were completed, considerably below the 2,329 units in 1H2025 and 2,123 units in 1H2024.\nHowever, supply is expected to increase in 2H2026, with around 5,012 private residential units expected to be completed in the period. Realion says the additional supply could \"alleviate some demand pressures\".\nLooking ahead, Realion expects the private residential rental index to increase by 2% to 3% for the whole of 2026, with between 82,000 and 87,000 homes potentially leased during the year.\nThe research team notes that expats have also been \"adjusting their housing arrangements following job changes or corporate restructuring\", particularly in sectors affected by automation and artificial intelligence.\nMeanwhile, Savills is more cautious and maintains its view that private residential rents will remain broadly flat in 2026. \"While Singapore's economic growth is expected to outperform the official 2% to 4% forecast this year, the benefits to the residential leasing market may be limited,\" says Savills' Cheong.\nHe adds: \"Mixed free cash flow trends among multinational corporations could restrain expatriate deployment overseas, while the removal of the 15-month wait-out period for private homeowners moving to HDB flats may reduce domestic leasing demand.
