political narrative around industrial decarbonization may have shifted amid economic weakness, heightened geopolitical tensions and a renewed focus on competitiveness, but the International Copper Association (ICA) told Fastmarkets in an interview that its members remain committed to reducing emissions.\nWhile climate issues may no longer dominate industry discussions in the same way they did several years ago, copper producers continue to pursue long-term decarbonization strategies and climate targets.\n“From all members’ perspectives, it’s still very much embedded within their corporate strategies,” Louise Assem, vice president for science and regulatory affairs at the ICA, told Fastmarkets.\n“They still have climate targets that they’ve not rolled back from. They still have those in place and they’re still taking steps to address those.”\n“The drivers are still there, but maybe they’re just not being talked about as much.”\nThe comments come as the copper industry faces the twin challenge of increasing supply to support the energy transition while simultaneously reducing emissions throughout mining, smelting and refining operations.\nRegulation remains ambitious\nEurope‧s political focus may have shifted from the Green Deal toward competitiveness and industrial resilience, but the underlying regulatory framework remains largely unchanged, according to the ICA.\nAnna-Maria Karjalainen, ICA’s head of EU and regulatory affairs and deputy director general, said recent headlines risk creating the impression that climate policy has been diluted more than is actually the case.\n“Even if the narrative has changed, when it comes to the legislation and the requirements that are there, the direction of travel certainly hasn’t changed,” she said.\n“Sometimes, reading some of the headlines, it could sound like there’s been a massive watering down of the regulatory framework. We certainly don’t see that when it comes to the actual legislative requirements that apply to our members’ sites.”\nShe pointed to upcoming revisions to the Emissions Trading System (ETS), as well as emerging sustainability and environmental-footprint requirements, as evidence that climate-related regulation will continue to shape the sector.\nFor copper producers operating in Europe, the challenge increasingly lies in balancing decarbonization requirements with international competitiveness.\nTransparency versus carbon numbers\nOne of the central debates in the low-carbon copper market concerns how carbon footprints should be measured, reported and compared.\nWhile product carbon footprints are becoming increasingly important for customers and regulators, the ICA argues that a single number rarely tells the full story.\nProducers operate under different geological, technological and energy conditions, meaning that emissions footprints can vary substantially between sites and regions.\n“For us, it’s more about transparency and context for numbers along the supply chain,” Assem said.\n“The context and the decarbonisation plans that a company has to sit alongside whatever the number is for the carbon footprint of that particular product is, in our minds, more valuable than just having a number that’s below a threshold or above a threshold.”\nThe association has been closely involved in discussions around lifecycle assessment methodologies and emerging carbon-accounting systems. But Assem cautioned that reporting frameworks alone will not reduce emissions.\n“There’s a lot of emphasis on accounting and there’s just got to be more emphasis on getting the technologies in place and actually into the mine and making that decarbonisation happen,” she said.\n“For us, it’s about what really does drive additional decarbonization.”\nThe ICA argues that carbon reporting has a role to play, but only if it ultimately supports investment decisions that reduce real-world emissions.\nThe debate has gained commercial significance as low-carbon copper pricing begins to emerge. Fastmarkets launched its copper Grade A cathode low-carbon combined premium, FCA Europe, in August 2026, assessing cathode produced with a maximum carbon footprint of 1.5 tonnes of CO₂e per tonne of copper across Scopes 1, 2 and 3. \nThe monthly price was assessed at $315-411 per tonne FCA Europe on August 18. This was compared with $250-300 per tonne for the Fastmarkets weekly copper grade A cathode delivered Germany assessnent on September 8. \nAs carbon footprints increasingly become part of procurement decisions, questions around methodology, transparency and comparability are becoming more important for both buyers and producers.\nMore carrots, fewer sticks\nWhile regulation has helped drive progress, the association believes policymakers need to place greater focus on enabling decarbonization rather than simply imposing additional requirements.\nAccess to affordable low-carbon electricity remains one of the most important factors influencing emissions reduction across the copper value chain.\n“One thing I would hope to have more focus on in terms of the EU regulatory front is moving a little bit away from the stick to the carrot,” Karjalainen said.\n“There’s a lot more that could be done simply to support making it happen on the ground, so things like providing support for the industry to have easier access to competitively priced low-carbon electricity, which is really the key driver for our sector to decarbonise.”\nThis issue is particularly important in Europe, where producers continue to face higher energy costs than before the energy crisis triggered by Russia’s invasion of Ukraine.\nAccording to the ICA, the long-term competitiveness of European copper production will depend in part on how future carbon costs are implemented relative to competing regions.\n“If the industry is going to have to fully pay for its carbon emissions at some point during the next decade, while that may not be happening in other regions, then that’s going to be a huge cost burden on the European operators,” Karjalainen said.\nTechnology remains a key constraint\nThe association also cautions against overestimating the speed at which mining and smelting operations can decarbonize.\nWhile electric mining vehicles and other lower-carbon technologies are advancing, deployment remains costly and operationally challenging.\nPilot programs require significant investment, infrastructure and workforce training before they can be rolled out on a larger scale.\n“To implement that at the scale that’s needed is going to take decades, and it’s expensive,” Assem said.\n“Running a pilot is very expensive. There’s a lot that goes into it in terms of training personnel and getting the charging infrastructure in place.”\nTechnology limitations also remain. Some of the largest mining operations still lack commercially available lower-emissions alternatives for key equipment.\n“There are some really big trucks for these super pits. There isn’t one available yet,” she said.\n“Those huge super pits are producing so much copper, but they aren’t able to decarbonise yet because there isn’t the technology available.”\nFor the ICA, this illustrates why decarbonization pathways cannot be assessed solely through emissions reporting. Technology availability, infrastructure and local energy systems all influence what can realistically be achieved.\nBridging the disconnect\nPerhaps the industry’s biggest challenge lies in the gap between what customers want, what producers can deliver and what policymakers expect.\nDownstream customers increasingly expect lower-carbon materials and greater transparency, but producers argue that these expectations do not always reflect the realities of copper production.\n“The biggest hurdle is the disconnect between what the downstream users of copper want and are willing to pay for, and what the upstream producers can deliver,” Assem said.\n“The downstream want something that doesn’t really exist in the way they think it does in a simple way, but they’re not really willing to pay for it. And then the producers struggle to demonstrate their sustainable production or their responsible production in a way that the downstream values.”\nThe same disconnect can emerge in policy discussions.\nCopper production processes cannot always adapt in the ways regulators expect, particularly when it comes to electricity consumption and recycled-material availability.\n“You can’t run your operations, you can’t interrupt your operations and be flexible with your demand, just because of the way that the production processes work,” Karjalainen said.\nShe also warned against assumptions that greater demand for recycled material automatically creates additional supply.\n“There’s sometimes this idea from the policymaker side that if you just increase demand, then the material will appear. But that’s not really how it works.”\nFor the ICA, the industry’s challenge is no longer about whether decarbonization will happen. Climate targets remain in place, regulations continue to tighten and customers are demanding greater transparency. The question is increasingly whether policy frameworks, technology development and market incentives can evolve quickly enough to support the transition.\nAs Assem argued, carbon accounting alone is unlikely to deliver the emissions reductions required.
