Officials said at the time that platforms without proper anti-money laundering and Know Your Customer controls were being used for activities including fraud and drug trafficking.\nAnti-Fraud Center will connect with crypto monitoring\nThe National Cryptocurrency Analytics Center will work alongside infrastructure that the National Bank has operated since August 2024.\nThe Anti-Fraud Center was launched with law enforcement agencies and financial market participants to help organizations detect and block fraudulent transactions. Its system lets participating institutions exchange information in real time and maintains a centralized database of activity linked to suspected fraud.\nParticipation has expanded since its launch. More than 200 organizations, including banks, microfinance companies, telecom operators and government agencies, had connected to the platform by July 2025.\nThe National Bank has since increased the center’s analytical capabilities. As of Jan. 1, 2026, the system had registered 80,871 incidents involving transactions with signs of fraud and roughly 19,810 incidents connected to drug trafficking, illegal gambling and financial pyramid schemes.\nAuthorities had blocked 2.8 billion tenge through the system by that point, while more than 500 million tenge had been returned to people affected by fraud.\nWork during 2025 expanded links between the Anti-Fraud Center, the Prosecutor General’s Office, the Interior Ministry and telecom operators. The central bank has been developing artificial intelligence tools for behavioral analysis and early detection of suspicious customer activity.\nA pilot project on session-based analysis was planned to examine user behavior inside financial applications, identify anomalies and test predictive fraud detection. The National Bank said the work would include safeguards covering personal data and the technical handling of behavioral information.\nConnecting the cryptocurrency analytics center to this infrastructure will give participating banks, licensed digital asset providers and law enforcement bodies access to verification tools covering both conventional and crypto transactions.\nKazakhstan has expanded regulated crypto services\nThe monitoring project follows a series of measures that have brought more cryptocurrency activity under regulated financial infrastructure.\nBybit Kazakhstan launched the country’s first regulated P2P platform in November 2025 under an Astana Financial Services Authority license. The system requires users to complete identity checks, while fiat payments are routed through corporate bank accounts belonging to licensed financial institutions instead of personal accounts.\nTransactions on the platform are supervised by Bybit Kazakhstan and participating financial institutions. During its initial rollout, users made fiat transfers through verified Halyk Bank cards, with checks covering names, individual identification numbers and banking information.\nKazakhstan has separately experimented with using stablecoins inside regulated financial services. The Astana Financial Services Authority began a pilot in September 2025 allowing eligible firms to pay regulatory fees using U.S. dollar-pegged stablecoins through approved agents.\nThe National Bank has pursued state investment in digital assets at the same time. Kazakhstan plans to use cryptocurrencies confiscated in criminal cases as one source of assets for a national crypto reserve.\nThe National Investment Corporation, the central bank’s investment arm, said earlier this year that it had earmarked $350 million from foreign currency and gold reserves for crypto-related investments. The corporation planned to gain exposure through hedge funds instead of directly purchasing cryptocurrencies and had shortlisted five funds for the program, according to reserve plans disclosed in January.\nState crypto plans extend to mining and payments\nKazakhstan has continued developing the reserve through its domestic mining industry.\nUnder rules approved this year, licensed Bitcoin miners can receive additional electricity capacity when they contribute part of their mined cryptocurrency to the state reserve. The framework links electricity access with participation in the government-backed reserve program.\nKazakhstan remains one of the world’s largest Bitcoin mining jurisdictions following the migration of miners from China after its 2021 crackdown. The Cambridge Digital Mining Industry Report ranked the country fifth globally by Bitcoin mining activity in April 2025.\nRegulated cryptocurrency payments have been tested alongside the reserve program. Alatau City Bank partnered with Binance Kazakhstan in July to introduce Crypto Pay, allowing customers to make purchases using cryptocurrency through QR codes and point-of-sale terminals connected to the bank’s acquiring network.\nThe country’s enforcement policy has continued alongside those programs.
