It first produced hot metal in 2025 and is being advanced to industrial scale.\nOPA is also positioned to support “a fully integrated aluminum ecosystem” at the Port of Inola, according to the study.\nThe facility is expected to “attract further industrial development and accelerate regional infrastructure buildout, strengthening the port, power, and utility backbone of northeastern Oklahoma for decades,” the study said.\nBecoming an aluminium hub is “certainly an objective of ours,” John Budd, chief executive officer of the Oklahoma Department of Commerce, told Fastmarkets. \n“We anticipate being able to recruit metals manufacturers to use the aluminium being produced. We see aluminium as a core part of our economic strategy for years to come, and as a magnet to bring additional businesses to the state.”\n“It’s the rebirth of this industry with modern technology and a larger scale,” Aboud said. “It will be larger than all of the other US aluminium production today.”\nStill, Aboud said, “we haven’t built a smelter in the US in nearly 50 years, and there’s a reason: it’s very challenging.”\nEnergy is a challenge that Oklahoma feels poised to meet\nPower cost and availability have been a core consideration since the earliest days of the project, when Century and EGA were separately exploring opportunities for a new US smelter.\nOf the many aspects that need to be locked in to proceed with a smelter project, electricity is number one, Aboud said.\n“The project can’t go forward without a power contract, but we’re getting close,” he said. “We’re very advanced with PSO, the utility for that part of Oklahoma. I’m working with all of the stakeholders to try to find a good resolution to everything.”\nElectricity was a key factor in choosing eastern Oklahoma.\n“We have abundant power and are a net energy exporter,” Budd said.\n“It’s also some of the lowest-cost power in the country,” Budd added. “We are an oil and gas state, but our primary power sources are around 50% renewables, which accounts for the low cost.”\nAccording to Public Service Company of Oklahoma (PSO) data from 2025, the resource mix includes 35% natural gas, 1% solar and 14% wind power. An additional 41% comes from purchased power, some of which is also derived from renewable resources.\nThe energy requirements are also roughly one-third less than the last time a US smelter was built, Budd said.\nEnvironmental studies are underway\nThe project will operate under strict oversight from both the Oklahoma Department of Environmental Quality (ODEQ) and the US Environmental Protection Agency (EPA), according to a press release accompanying the economic impact study.\nDiscussions and research are ongoing to address environmental concerns and obtain permitting.\n“There are certainly some folks with concerns about environmental impacts, and we’re working through that with the EPA,” Budd said. “The company has also come down on the required emissions estimates.”\nOPA is going through environmental permitting and working closely with ODEQ, according to Aboud. The company has submitted a draft application that is under review at the time of publication, and there are additional studies underway.\n“We’re bringing the leading technology in this space, so any past looks at smelters in the US aren’t particularly relevant,” he added. “They’re all at least 50 years old, so you have to look internationally for an analogue.”\nThe modern technology will mean the facility has the lowest fluoride emissions intensity units of any US primary aluminium plant, according to the release.\nPermitting will dictate the timeline\nThe timeline laid out in the study reflects groundbreaking in Q2 2027, primary construction then taking 42 months (ending in Q3 2030), with first hot metal in Q3 2030 and ramping up to full production capacity by Q3 2031.\nOPA remains optimistic about this time frame, but cannot break ground until it completes all required permitting and consultations, Aboud said.\nIn addition to the ongoing environmental discussions and additional studies, “finance-wise, it is a multi-billion-dollar project, so good secure financing is of course very important,” Aboud said.\n“And of course there are legal issues that we are addressing individually, one by one. There are lots of challenges, but from where we sit, we’re very committed,” he added.\nDespite decades of decline in American manufacturing jobs, OPA and Oklahoma Commerce feel confident in the local labor pool for recruiting both phased and permanent workers.\n“We feel good about where we are from a workforce perspective,” Budd said. “We have major universities producing engineers and a great career tech education system that’s adaptable to the needs of the employer.
