Construction is on track to start next month and is scheduled to finish by mid-2028, if not earlier, the company’s chief executive Hady Seyeda told Fastmarkets in an interview on October 16.\nThe investment, approved by parent company Mitsubishi Materials Corporation (MMC) on July 30, will make the tungsten products manufacturer largely independent of the increasingly challenging situation for primary raw material supply.\nThe new facility has been described as Europe’s largest tungsten recovery plant and will enable H.C. Starck’s Goslar operation to meet nearly all of its tungsten requirements with recycled material. The site produces a range of products, including tungsten chemicals such as ammonium paratungstate (APT), tungsten oxide and sodium tungstate, as well as tungsten metal powders and tungsten carbide.\nAccording to Seyeda, the Goslar plant currently uses scrap for 70% of its feedstock, compared with a global ratio of around one third recycled and two thirds primary tungsten input.\nRecycling emerges as fastest route to reduce China exposure\nChina’s decision to introduce export controls on various forms of tungsten in February 2025 has upended supply chains, increasing market uncertainty and volatility. The Asian giant accounts for roughly 80% of global tungsten mine output and controls over 85% of global APT refining and chemical conversion capacity.\nBeijing’s policy shift has brought security of supply and risk management to the top of the agenda, particularly in the West. Market participants have seen APT oxide (WO3) prices surge over 600% since the restrictions were implemented.\nFastmarkets’ price assessment for tungsten APT 88.5% WO3 min cif Rotterdam and Baltimore duty-free was $2,500-2,900 per metric tonne unit (mtu) WO3 on Friday October 16, up from $342.50 per mtu WO3 at the midpoint on January 31, 2025, the last published quotation before the export controls were announced.\nUnlike new mining capacity, which can take five to 10 years to come online, recycling infrastructure can be scaled more quickly using material already circulating in Western economies, making it one of the few near-term tools available to reduce reliance on China.\nRecycling offers the resilience needed to meet the “healthy demand growth” expected over the coming years, primarily driven by defense, infrastructure, electronics and AI-related applications, said Seyeda.\nSupply resilience needs policy support\nThe current international tungsten market is “completely out of balance,” the CEO said, pointing to a sharp divergence between Chinese domestic prices and international levels. “The need for speed is absolutely key.”\n“Either our industry will collapse by Chinese competition, or we have to decouple from China, or the politicians need to do something to protect ourselves,” he said.\nSeyeda stopped short of calling for full decoupling, instead framing the goal as building enough flexibility into supply chains to prevent China’s tungsten dominance being used as leverage.\n“You need to have flexibility, then you can be resilient. You do not need to really decouple. You need to make sure that it can’t be used as a political weapon. Then you can go back to normal trade,” he said.\nAlongside recycling, the executive highlighted the need for new primary tungsten capacity outside China, noting ongoing projects in the US, Brazil, Australia, Spain, England and Canada. Government support, he argued, will be essential to keep such projects commercially viable.\nAsked whether European policy is moving fast enough to enable greater supply diversity and resilience, Seyeda said Europe is moving slowly compared with major Western countries.\n“We are slower than the rest of the world. US is much faster. Japan is longer in that business and therefore much faster. And we are still in Europe lagging behind. So we need to speed up,” he said.\n“The industry needs a level playing field to be economic competitive. The rest is then for the industry to make sure it has the better products, the cheaper production ways and so on. But without a level playing field, the industry cannot fix such issues. That needs to come from the politicians.”\nThe Goslar expansion addresses the production side of that challenge.
