Historically, the second stage of bull market (which will last 9 months to 2 years) is the most difficult stage to earn money during the entire bull market cycle. This is because it is a flat market and thus the stategy is to buy at the support and sell at resistance. Of course many other factors eg. market sentiment need to be considered when making the buy sell desision. I personally will only start buying gradually when the index is down around 15%.
