I think the most likely candidates are $Microsoft(MSFT)$ and ORCL. Both have a large need for more infrastructure. Both can afford it and both have a history of doing so.
Government wouldn't do it directly. Google and AWS are both ruled out, and CoreWeave as a competitor, plus Chris's public statements, pretty much rules them out too — they also really can't afford it safely.
XAI is an... x factor, since it's not impossible, but Elon already has a pretty sizeable infrastructure and expansion plan, so I think they're out too.
With all that, I lean towards Microsoft. There's a mighty need for Azure GCCH infrastructure expansion with looming CMMC requirements, and Azure is already GPU starved. Combined with Microsoft's long history of this type of deal, it makes me really want to bet on Microsoft.
