no need to waste money to buy to round up, just apply excess rights to round up ?

  The problem with tiger is they dont support excess application and dont allow people to round up by buying up. Selling your odd lots is the only option.

You can subscribe your odd lots. That will mean you will have odd SMM shares and will have difficulty selling. Usually, most to try to keep their final holdings round to the hundreds.
