Mr. Musk is all bluster and hot air, he used Twitter to get some time in the spotlight and likely tried to see what leverage he could get out of the company stocks on hand (for his own purposes and maybe his ego).
I'll be shocked if he buys Twitter. If he buys, be extremely careful though... The price might go up at the start, but with his lack of experience and his callous attitude, I doubt good times will last. He'll likely want to cut staff number (like the wonderful Tesla email he sent) and say it is for boosting productivity etc. Which will drive the engineers and staff out of the company.
