$Alibaba(BABA)$Why did BABA REGISTER $1 billion new ADSs?

All kinds of rumours and accusations of Dilution effects was flying around. Reuters reported this fact with no explanation and it did cause some panic. If I was shorting, I would have welcome this knee jerk 3% drop to cover before the impending Q3 so as not to be caught out like shorts of AMZN.

Registering The ADSs is an Admin task. I believe it is due to the demand from HK because of earlier delisting scare. Conversion from US ADR to HK shares created a demand of BABA HK shares. The number of shares in the end is a zero sum game. This is a phenomenon of Dual listing.

In the latest report by CSRC, they have stated that dialogue with the SEC is going well and they are optimistic about a decision by June 2022. That will put the Delisting issue torest.

That is just my understanding and research. There is a scenario of an extremely Bull case for the registration of ADSs, which I hope for but at this moment unlikely.
