PHOTO: MARK FELIX FOR THE WALL STREET JOURNAL</span></p><p>Tesla Inc. is trying to tap into public funding to build electric-vehicle chargers, as it moves to open some of its U.S. Supercharger network to EVs made by other manufacturers.</p><p>The EV-market leader is bidding for a portion of billions in federal and state dollars that are up for grabs in coming years as the Biden administration, auto makers and many states try to accelerate a fast-charger build-out along highways to reassure drivers that they can travel without fear of losing power.</p><p>Tesla already has a national network of fast chargers for its own drivers, but they aren’t available to other types of vehicles in the U.S. For a year, the company has said it plans to open its U.S. network to others, though details about timing and whether it would open existing stations or new ones have been sparse. Recent regulatory filings and other documents indicate that the company is applying for public funding that, if granted, would require access by other makers of EVs to the network.</p><p>In June, California’s energy-agency staff proposed awarding Tesla $6.4 million toward building chargers in rural areas, according to grant documents. The company also applied for charging grants in Texas last November, though it didn’t win funding there, which was given to the first companies that applied, other documents show.</p><p>According to a White House fact sheet in late June, Tesla will by year-end “begin production of new Supercharger equipment that will enable non-Tesla EV drivers in North America to use Tesla Superchargers.”</p><p>Tesla didn’t respond to a request for comment. Chief Executive Elon Musk tweeted last year that the move would happen over time globally. Senior Vice President Andrew Baglino said in April that the company was still working toward that goal in the U.S. It launched a pilot program last year that allows non-Tesla drivers in parts of Europe to use its charging network.</p><p>The moves come as the Biden administration prepares to give states $7.5 billion for charging stations, money included in the $1 trillion infrastructure bill passed by Congress last year, and as states ready plans for how to build out their slice of a national charging network.</p><p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/cd874b428c899ae4c57198748569385c\" tg-width=\"700\" tg-height=\"467\" width=\"100%\" height=\"auto\"/><span>Tesla has 1,440 Supercharger sites with around 14,600 chargers for its drivers.</span></p><p>Most EV owners charge at home over a period of several hours; fast chargers can repower EVs in around 30 minutes. They can be hard to find, though. The U.S. has fewer than 5,000 locations with 10,000 individual fast chargers that anyone can use, according to government data.</p><p>Tesla has been building its Supercharger network for several years and has a system popular with drivers that is considered easy to use. So far it has 1,440 sites with around 14,600 chargers for its drivers, who can also access other sites available to all kinds of EVs. The company doesn’t detail the cost of building its charging network or its revenue from charging in financial reports.</p><p>European EVs use a standard charging connector, but there are three types for fast charging in the U.S., including Tesla’s. In the U.S., Tesla would have to offer adapters to allow other kinds of cars to connect to its chargers; its drivers already can access other charging stations by using adapters.</p><p>“They’re going from a walled garden where they have complete control over the environment to when they start serving the general public, it’s 50 models,” saidNick Nigroof Atlas Public Policy, a Washington, D.C., research firm that tracks the EV market. “But they are well-positioned to be a really big provider of this service if they see that as a good business opportunity. They are really good at building charging infrastructure.”</p><p>Advocates for greater EV adoption say Tesla opening some of its new charging sites to other drivers won’t move the needle right away, but the need for public charging is overwhelming as states look to fill in big blank spots on the map of stations.</p><p>“Michigan will need about 10,000 fast chargers by 2030 to meet the state’s goal of 2 million electric vehicles,” saidSarah Nielsen, executive director of electric transportation at Michigan utility Consumers Energy Co. “So pretty much every little bit helps right now.” The state has around 225 fast chargers available to all drivers, according to federal data.</p><p>While federal infrastructure dollars won’t start to become available until later this year, Tesla sites in Willows, Barstow, Coalinga and Baker are among 17 likely winners of a California grant to help build public chargers. The California Energy Commission would have to approve the funding, possibly at an October meeting of the five commissioners, according to the agency.</p><p>Tesla was shut out of a Texas grant program last November that doled out $21 million on a first-come, first-served basis for highway fast chargers. The company’s applications had requested about $1.8 million but arrived too late—about three minutes after the grant opened, while winners scooped up the money in the opening minute, according to an open records request.</p><p>In Europe, Tesla charges a higher rate to non-Tesla drivers, though people can pay for a subscription that lowers the cost. The company would be able to do the same in the U.S., where different pricing levels already are prevalent because of charging-company memberships and loyalty programs. Recent regulatory filings and other documents indicate that the company is applying for public funding that, if granted, would require access by other makers of EVs to the network.In June, California’s energy-agency staff proposed awarding Tesla $6.4 million toward building chargers in rural areas, according to grant documents. The company also applied for charging grants in Texas last November, though it didn’t win funding there, which was given to the first companies that applied, other documents show.According to a White House fact sheet in late June, Tesla will by year-end “begin production of new Supercharger equipment that will enable non-Tesla EV drivers in North America to use Tesla Superchargers.”Tesla didn’t respond to a request for comment. Chief Executive Elon Musk tweeted last year that the move would happen over time globally. Senior Vice President Andrew Baglino said in April that the company was still working toward that goal in the U.S. It launched a pilot program last year that allows non-Tesla drivers in parts of Europe to use its charging network.The moves come as the Biden administration prepares to give states $7.5 billion for charging stations, money included in the $1 trillion infrastructure bill passed by Congress last year, and as states ready plans for how to build out their slice of a national charging network.Tesla has 1,440 Supercharger sites with around 14,600 chargers for its drivers.Most EV owners charge at home over a period of several hours; fast chargers can repower EVs in around 30 minutes. They can be hard to find, though. Meta was a $900 billion company when earnings came out; you rarely see stocks this big make such a dramatic move.</p><p>But the earnings report sent a clear message that the business is changing. Is change good? The market's reaction doesn't seem to think so, but things might not be what they seem. Here are three major takeaways from the quarter that could clue investors in on whether Meta is a buy or not.</p><h2>1. Privacy changes are hurting the ad business</h2><p>In the spring,<b> Apple</b> launched changes to its iOS platform to limit how digital advertisers tracked and targeted iPhone users. If you have an iPhone, you have probably seen this; apps will ask you to opt into being tracked. Users can opt out of being tracked, making Meta's advertising platform less effective. The company began to feel its impact in its 2021 Q3, but management revealed the full scope of its effect in Q4.</p><p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/3e07a486c276f95b96e005fbc7043357\" tg-width=\"700\" tg-height=\"401\" width=\"100%\" height=\"auto\"/><span>Image source: Getty Images.</span></p><p>CFO David Wehner revealed 2022 Q1 revenue guidance that called for growth of just 3% to 11% year over year, a potentially shockingly low guide considering the company's revenue just grew 20% year over year in 2021 Q4.</p><p>While management mentioned competition from apps like TikTok, Apple's iOS changes are a big culprit for the low guidance. The changes weren't yet in place for the first half of 2021, creating tough comparables for the first two quarters of 2022. Wehner estimated that iOS would cost Meta roughly $10 billion in ad revenue this year.</p><p>Meta spends a ton of money on research and development, so I wouldn't be surprised to see the company eventually find a workaround for the iOS challenges. However, it's having a significant impact on Meta's short-term operations.</p><h2>2. Meta is stepping up investments in the metaverse</h2><p>This quarter was the first under Meta's new reporting structure, where it pulled its social media platforms and metaverse segments apart, showing how they each stand on their own. The metaverse segment, or "Reality Labs," which contains Oculus, showed significant operating losses.</p><p>Reality Labs segment revenue grew to $877 million, a 22% year-over-year increase, but lost $3.3 billion; the division is receiving heavy investments and probably won't be profitable for a while. Expenses increased due to higher R&D spending, which Mark Zuckerberg made clear was coming when he announced the company's name change to Meta.</p><p>Meta is intentionally moving beyond being a social media company, so owning the stock means that you are buying into the company's metaverse plans. The company generated $12.5 billion in free cash flow in Q4 2021, a 35% year-over-year increase, even with the additional spending. As the chart shows, Meta is spending a lot of that on buying back shares, which only becomes more effective at a lower share price, because the same amount of money can take more shares off the market, helping boost earnings per share.</p><p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/e172e42ccf29031cb7894a7ed463cd2d\" tg-width=\"720\" tg-height=\"449\" width=\"100%\" height=\"auto\"/><span>FB Stock Buybacks (TTM) data by YCharts</span></p><h2>3. Has Facebook peaked?</h2><p>Facebook's daily active user count declined for the first time in 2021 Q4, although slightly, falling to 1.929 billion from 1.930 billion the prior quarter. The social media platforms are Meta's cash cow, so the thought of a potential decline could alarm investors. But it's also important to consider that Meta collectively has 2.82 billion daily active users across its family of apps like Facebook, Instagram, and WhatsApp, and 3.59 billion people use the apps monthly.</p><p>There are 7.9 billion people in the world, so it seems fair that Meta's networks have become so large that it will become harder to pick up new users at some point. Generating more revenue per user seems like a more critical metric now, and the average revenue per Facebook user grew to $11.57 in Q4 2021, a 14% increase from Q4 2020. Privacy changes are hurting the ad businessIn the spring, Apple launched changes to its iOS platform to limit how digital advertisers tracked and targeted iPhone users. If you have an iPhone, you have probably seen this; apps will ask you to opt into being tracked. Users can opt out of being tracked, making Meta's advertising platform less effective. The changes weren't yet in place for the first half of 2021, creating tough comparables for the first two quarters of 2022. Wehner estimated that iOS would cost Meta roughly $10 billion in ad revenue this year.Meta spends a ton of money on research and development, so I wouldn't be surprised to see the company eventually find a workaround for the iOS challenges. However, it's having a significant impact on Meta's short-term operations.2. Meta is stepping up investments in the metaverseThis quarter was the first under Meta's new reporting structure, where it pulled its social media platforms and metaverse segments apart, showing how they each stand on their own. The metaverse segment, or \"Reality Labs,\" which contains Oculus, showed significant operating losses.Reality Labs segment revenue grew to $877 million, a 22% year-over-year increase, but lost $3.3 billion; the division is receiving heavy investments and probably won't be profitable for a while. Expenses increased due to higher R&D spending, which Mark Zuckerberg made clear was coming when he announced the company's name change to Meta.Meta is intentionally moving beyond being a social media company, so owning the stock means that you are buying into the company's metaverse plans. The company generated $12.5 billion in free cash flow in Q4 2021, a 35% year-over-year increase, even with the additional spending. Generating more revenue per user seems like a more critical metric now, and the average revenue per Facebook user grew to $11.57 in Q4 2021, a 14% increase from Q4 2020. For example the idea that the Fed is taking away the punch bowl may be enough to trump most the other factors -- although historically (and contrary to popular opinion) equities have generally done reasonably well when tightening is under way," Ruskin wrote.</p><p>As noted by MarketWatch's Mark DeCambre, data compiled by Dow Jones Market Data going back to 1989 shows the average return for the Dow Jones Industrial Average during hiking cycles is nearly 55%, while the S&P 500 has seen an average rise of 62.9% and the Nasdaq Composite has averaged a positive return of 102.7%.</p><p>The Fed, at the conclusion of its two-day meeting on Wednesday, issued a statement that laid the groundwork for a widely expected March rate increase. Stocks initially extended gains following the policy statement, then erased their advance during Federal Reserve Chairman Jerome Powell's news conference, ending mostly lower.</p><p>Traders have priced in an aggressive round of rate hikes in 2022. Some have even penciled in the possibility of a 50 basis point, or 0.5 percentage point, rise in March rather than the more widely expected, and usual, 25-basis-point rise.
