The Ministry of Industry and Information Technology has recently issued the "Action Plan for Promoting the High-Quality Development of Industrial Internet Platforms (2026-2028)". The plan outlines the goal that by 2028, significant progress will be made in the high-quality development of Industrial Internet platforms, with the number of influential platforms exceeding 450. The plan specifies that by 2028, the data value-added capabilities, model accumulation, and AI development and application capacities of key platforms will be significantly enhanced, with the number of connected industrial devices surpassing 120 million units (sets). Industrial Internet platforms serve as critical carriers for aggregating massive data, accumulating models, and developing applications, acting as important hubs for the ubiquitous connection, elastic supply, and efficient allocation of industrial resource elements. In recent years, China has achieved positive results in the construction and promotion of Industrial Internet platforms, with the number of influential platforms exceeding 340 and key platforms connecting over 100 million devices. Simultaneously, platform development still faces deep-seated challenges such as insufficient differentiation in development, lack of application depth, and weak ecological synergy. The action plan deploys a series of measures centered on platform cultivation and excellence, platform data aggregation and intelligence enhancement, large-scale platform application, and platform ecological support. These include establishing a cultivation mechanism with "basic, growth, leading, and ecological" tiers; implementing an integrated enabling action for Industrial Internet and artificial intelligence; supporting platform enterprises in promoting service models like "use first, pay later" and "subscription services"; and promoting the construction of open-source communities for Industrial Internet platforms. A relevant official from the Ministry's Information Technology Development Department stated that relevant parties must improve working mechanisms, refine implementation measures based on local conditions, and intensify efforts. They are encouraged to innovate support methods for funding, taxation, and talent where conditions permit, treat private enterprises and small and medium-sized enterprises equally, enhance the level of public service supply, strengthen publicity and guidance, and create a favorable atmosphere for the high-quality development of platforms.
