Bearish under current Government  term.  But when the next election is near ( maybe 3 years from now) , Tesla will turn bullish.. 

I believe Elon musk has very high chances be the next American President. He is super rich, he has a lot of resources to support his election campaign. 

He have millions of supporters. He can or has the ability to make America great again.
