Mean AMD will be charge 100% since they did not commit any investment in the US. They say they build their cpu chip in TSMC which is the low cost chip. In right sense is TSMC giving job and profit to US and not AMD at all. Only apple, google, Nvidia and some other tech committed the investment. AMD is just using another co name to commit but not directly committing money at all
