He won't step down. An egoist at heart will never be able to let it go (either state that there is no suitable candidate or he is still finding/interviewing eligible ones). The only way Tesla can recover is to vote him out. 

Rather place my bets on upcoming China EVs. They will swiftly dominate the EV market in years to come, while Tesla is still fighting its internal struggles.

      He has vested in too much - 45B into twitter acquisition. He doesn't want a CEO to replace him, more like someone who can do his bidding while he helms in the dark. I see this vote a last ditch attempt to reel in investors but yesterday just proved its not working when most tech stocks recovered.
