Link</a>\n\n</div>\n\n\n</article>\n</div>\n</body>\n</html>\n","type":0,"thumbnail":"https://static.tigerbbs.com/21af2f02570d42dc9041ea7b0639c603","relate_stocks":{"399001":"深证成指","399006":"创业板指","000001.SH":"上证指数"},"is_english":false,"share_image_url":"https://static.laohu8.com/e9f99090a1c2ed51c021029395664489","article_id":"2149338393","content_text":"学区房的时代可能要过去了,这个周末,西城落地史上“最狠”学区房政策,家长们都崩溃了。“学区房永远涨,一房解千愁”的局面恐怕要彻底改变了。\n北京西城区\n放出了学区房的终极大招\n近日,北京市西城区明确,2020年7月31日后购房家庭,不再对应登记入学划片学校,全部以多校划片方式在学区或相邻学区内入学。\n\n从7月2日开始,不少北京西城幼升小的学生家长,陆续接到了调剂电话。特别是为了孩子入学,在去年7月31日后斥资买下德胜、月坛和金融街片区学区房的家长们,他们按照要求登录西城区教育考试中心官网,在登记意向学校时,却意外发现原本可以进的“牛小”(优质小学),基本都没有了学位,只能选择其他片区的普通小学。\n有消息称,德胜的育翔小学,四老房本的很多都被调剂了,有调到本区“西师附小”的;也有调到新街口学区“志成小学”和“第二实验小学玉桃园分校”的;还有调到什刹海学区“雷锋小学”和“鸦儿胡同小学”的。\n金融街宏庙小学,四代房本很多调剂到了本区的“华嘉小学”、“实验二小涭水河分校”\n731之后的房本雷更大,房本或者户籍是731之后的,要去网上填报志愿,限时两天时间。填报系统显示不管你买的是哪个学校的学区房,基本只有渣校可选。德胜、月坛这两个最均衡的学区,本区内学校全部不能选,直接派到相邻学区。\n\n结论就是西城房本是731之后的,全部去比较一般的学校。可以说这学区房算是白买了!\n731政策,是指去年西城区公布的一条新政策,规定自2020年7月31日后法定监护人在西城区取得房屋所有权证书的家庭,适龄儿童申请入小学时,不再对应登记入学划片学校,全部以多校划片方式在学区或相邻学区内入学;此外,自2020年7月31日后户籍从本市其他区迁入西城区的个人居民户籍适龄儿童申请入小学时,不再对应登记入学划片学校,全部以多校划片方式在学区或相邻学区内入学。\n多校划片是指一个小区对应多个学校。多校划片会将热点小学、初中分散至每个片区,确保各片区之间大致均衡。在具体操作中,实行多校划片将通过随机派位方式分配热点学校招生名额。派位未能进入热点学校的学生,仍应就近安排至其他学校入学。\n此前是一套住房对应一个学校,多校划片后,一套住房对应多个学校。\n也就是说,即使你买了学区房,也会和学校周边的居民(非学区房)共享机会。\n通俗点说,之前高价买入的学区房,由于多校划片极有可能分到普通学校。\n在个别片区,凡是去年7月之后购买学区房的,全部被分配到邻近片区,不只是“多校划片”,更是“不分片区多校划片”。\n至于分配到哪个学校,没有规律、不能干预,公平摇号。\n花的溢价高价钱白花了,特别是赌学区房升值的投资客。\n有大V“房世子”在微博分析称,东城区给的办法是,纯随机。你买了房,家附近肯定不止一所学校吧,就近入学,又没说按最近入学。我就给你随机分到其中一所学校去。这个办法的作用是啥呢?打乱你的价格体系,原来一百分的学校对应的房子卖100万,80分的房子卖80万,现在给你随机分,你说你房子应该卖多少万?\n西城这边呢,用的方法则是—打龙头。对于月坛和德胜这两个涨比较猛的学区,我直接全给你调剂出去,你虽然买了这里的房子,但是对不起,你得去旁边的学区上学。这招釜底抽薪太狠了,你买了10万一平的房子,给你拉到5万一平的房子那边上学!\n\n此前西城区的学区房房价有多高?\n此前,西城从未严格执行过多校政策。使得新入手学区房的家庭抱有侥幸心理,不怕多校划片,认为自己会赌赢,孩子因此能上好学校。但西城此次的决心和力度,可谓给他们当头一棒,高房价到头来只换取了一个渣校的名额。\n为火热的学区房降温,西城做的属实惊艳。\n近年来,受学区政策的影响,学区房市场火热,价格屡创新高。德胜已飙升至约17万/㎡,金融街更是在20万/㎡以上。今年开年后,西城德胜等学区房,有的房子一夜之间涨了40万元。而据数据显示,在今年的2-4月,北京二手房市场成交约52585套,成交量环比增速在30%以上,西城学区房成为主力。\n由于疫情及其他原因,很多家长意识到,短期内无法将孩子送往国外读书,于是转向国内的优质学区,同样增加了对学区房的需求。近期一些国际学校的生源增多,同样也是源自该部分的需求。\n而在2019年的双十一,在某拍卖网上,位于北京市西城区烂缦胡同的一套5.6平方米的“破旧小”学区房经过多轮拼杀,以总价127.55万元成交,吸引了近5万人次围观。而这套房源原本的估价为65.76万元。\n这意味着,这套胡同房每平方米价值约23万元左右。而同地段房源一般仅需9万~13万/㎡。\n不是别墅,不是精装修,不是无敌视野海景房,仅仅是一1室0厅0层”的“破旧小平房”。\n\n房产经纪人提醒道:西城区基本都是学区房,网红法拍房的面积和价位平时基本是不可能有的。十平米的房源其实非常少,就算有,可能也是有人为孩子买了一套,占住学位再卖出去。因此,不少小户型的房源基本已经没有学位了。\n而在2016年,在北京市西城区的文昌胡同深处,一间小小的、不起眼的、甚至杂草丛生,可以说有点破败的房子,刚刚卖出了相当于20公斤黄金的价格。确切地说,这处仅仅11.4平米的房产,卖出了530万元人民币的天价,每平米房价达到46万元人民币。卖出如此高价的原因,就因为它是北京最著名的小学之一实验二小的学区房。46万的单价,也创造了北京最贵学区房的记录。\n\n易居研究院智库中心研究总监严跃进分析指出,去年西城区731政策出来后,他曾表示,过去为了获得较好的入学名额,一些购房者会选择购买小户型的学区房,这也造成了这类学区房出现了价格炒作的乱象。而这次西城区的入学政策也体现了当前学区改革的重要导向,通过限制学位和随机分配学区的方式,客观上为学区房降温。\n整治以学区房等名义炒作房价\n4月30日,中共中央政治局召开会议强调,要坚持房子是用来住的、不是用来炒的定位,增加保障性租赁住房和共有产权住房供给,防止以学区房等名义炒作房价。\n两个月来,广州市、成都市、石家庄市、南京市等多地展开行动治理房地产领域虚假违法广告,其中,以学区房的名义违规宣传和炒作房价成为整治重点。\n石家庄市已于2021年5月10日、11日下午,对全市133家房地产开发企业、中介机构、广告经营单位等共计290人分期分批进行集中行政指导和相关法律培训。\n据悉,本次培训针对房地产企业广告违法行为频发的现象,对房地产、中介机构、媒体等广告活动市场主体进行集中约谈指导和广告相关法律法规培训学习,重点解决涉及学区房、投资升值等虚假违法广告宣传问题,减少房地产虚假违法广告频发乱象,规范石家庄市房地产广告市场经营行为。\n5月17日,南京市房产局会同市教育局等部门,对全市房地产经纪机构开展专项检查。各区累计检查了房地产经纪机构191家,检查组随机抽查了17家房地产经纪机构门店,重点检查是否存在以学区房名义宣传推广房源、是否存在以学区房名义炒作房价等问题。\n5月19日,成都市教育局联合成都市住房和城乡建设局、成都市市场监督管理局印发了《关于开展学区房等虚假违法广告专项整治工作的通知》(以下简称《通知》),明确2021年5-6月,全市开展学区房等虚假违法广告专项整治工作。\n《通知》指出,专项整治的主要范围包括从事商品房销售及二手房买卖的房地产开发企业、房地产中介机构、房源信息发布平台、网络媒体等市场主体的以下三种行为:以广告或其他形式的宣传明示或者暗示购买者可以签约入读、划片入读特定中小学的;在广告或其他形式的宣传中使用学位房、学区房、学府房、名校配套等引发购房者对特定中小学入学资格产生误解的;以书面或口头形式承诺特定中小学入学资格的。\n5月24日,广州市教育局等五部门联合印发了《关于规范房地产配套教育设施广告宣传的意见》的通知,对教育资源无中生有、夸大事实、信息不完整、告知缺位等宣传现象进行依法查处,并提出规划阶段、建设过程、销售合同、销售过程等多方面监管,指出要依法依规对违法违规行为予以惩处,加强“守信激励”和“失信惩戒”,强化综合治理。","news_type":1},"isVote":1,"tweetType":1,"viewCount":425,"authorTweetTopStatus":1,"verified":2,"comments":[],"imageCount":0,"langContent":"EN","totalScore":0},{"id":345793461,"gmtCreate":1618350046053,"gmtModify":1704709419522,"author":{"id":"3563903608428184","authorId":"3563903608428184","name":"招财猫附身","avatar":"https://static.tigerbbs.com/39c7e61f6eb9bbb6755b7f58a1999024","crmLevel":3,"crmLevelSwitch":0,"followedFlag":false,"idStr":"3563903608428184","authorIdStr":"3563903608428184"},"themes":[],"htmlText":"<a
