Treasury yields sank, with the 10-year yield tumbling to below 1.55%.The Labor Department said nonfarm payrolls increased by just 266,000 in April, far less than the 1 million total economists were expecting, according to Dow Jones. The unemployment rate rose to 6.1% last month amid an escalating shortage of available workers, higher than an expectation of 5.8%. The company has raised its dividend for 36 consecutive years and currently has a yield of 6.64%.</p><p>Revenue was a reported $43.9 billion in the first quarter of 2021, up 2.7% year over year. Net income grew to $7.9 billion, up 60% over the same period in 2020, and the company's free cash flow was listed as $5.9 billion, up 51% year over year. The dividend payout is safe, with a ratio of 63.5%.</p><p>All three segments of the company's business have seen growth. In communications, the company had 64.8 million postpaid phone subscribers, up 0.76% sequentially. Revenue was $28.1 billion, up 5.2% year over year. The WarnerMedia segment had revenue of $8.5 billion, up 9.8% year over year. The company's Latin America segment had $1.3 billion in revenue compared to $1.28 billion in the same quarter of 2020.</p><p>The biggest concern about AT&amp;T is its debt. It has $160.6 billion in long-term debt, up 4% sequentially. Its annualized net debt-to-adjusted EBITDA is 3.13, compared to 2.63 last year. On the first-quarter earnings call, CFO Pascal Desroches said that the company plans to focus on paying down that debt this year.</p><h2><b>2. W.P. Carey: A raise every quarter</b></h2><p>W.P. Carey has seen its stock rise more than 24% over the past 12 months and more than 7% this year. The company's dividend offers a yield of 5.6%, with a twist: The company has raised its dividend for 79 consecutive quarters, including a bump from $1.046 to $1.048 per share in March. The diversified real estate investment trust (REIT) has 1,274 properties across 25 countries, including industrial, warehouse, retail, office, and self-storage properties.</p><p>The company has seen growth in adjusted funds from operations (AFFO) the past three quarters, though its fourth-quarter AFFO of $212.6 million is down 4% year over year. Its AFFO in 2020 was $4.74 per diluted share, down 5.2% from 2019. The company was pretty much unfazed by the pandemic -- its low came when it received 96% of contractual rent in May, but in the fourth quarter, that number was back up to 99%, followed by 98% in January.</p><p>It has not only raised its quarterly dividend for 23 consecutive years, but its AFFO payout ratio (trailing 12 months) is 88.19, conservative for a REIT.</p><p><img src=\"https://static.tigerbbs.com/b9522ac8783b80e9beb8eb160a591309\" tg-width=\"720\" tg-height=\"486\" referrerpolicy=\"no-referrer\">Data by YCharts.</p><h2><b>3. Sabra Healthcare: A growing trend that's hard to ignore</b></h2><p>Sabra Healthcare, a REIT that specializes in medical facilities, cut its dividend last year from $0.45 to $0.30, and has yet to raise it again. But even with that trim, the yield on the company's dividend it 6.6%. The pandemic made for a challenging year for REITs that focus on nursing homes, and Sabra -- which owns nursing homes, senior living facilities, and specialty hospitals -- is continuing to deal with the headwinds. Many people are still reluctant to live in nursing homes, and in the fourth quarter, total occupancy&nbsp;dropped to 80.2%, down 8.6% year over year.</p><p>Other discouraging numbers: The company's AFFO per share for the year was $1.74, down from $2.08 the year before. And for the fourth quarter, the company issued bleak guidance of $0.38-$0.39 of AFFO per share, compared to $0.42 in the fourth quarter of 2020.</p><p>So why is Sabra worth watching? I think the paltry 4% rise in the company's stock this year presents an opportunity because the company's fundamentals are still strong. Sabra collected 99% of its rents from the beginning of the pandemic through February of 2021. As for the dividend, it is well covered with a payout ratio of 73% of normalized AFFO per share. The company also did a good job of lowering its debt, knocking down its net debt-to-adjusted EBITDA ratio from 5.7 to 4.9.</p><p>The long-term prognosis for nursing homes is still a growth trend, as our population continues to age. The pandemic reversed the growth of occupancy for nursing homes, but not forever. In the meantime, the company's dividend is a nice reward for waiting for a turnaround.</p><h2><b>4. Williams Companies: A boon to investors</b></h2><p>Williams Companies' stock is up more than 31% over the past 12 months, and more than 21% this year. The company's dividend, which offers a current yield of 6.73% is enticing. The company has raised its dividend the past five years.</p><p>The company delivers 30% of the country's natural gas through its more than 30,000 miles of pipelines. Last year was a difficult <a href=\"https://laohu8.com/S/AONE\">one</a> for oil and gas companies, with oil and natural gas prices down, but Williams Companies still improved its numbers over 2019 by reducing capital expenditures. Its adjusted EBITDA of $5.1 million was up 2% year over year, while its adjusted funds from operations of $3.6 million were up 1% year over year. The company's cash dividend payout ratio, while still precariously high at 87.39%, is down from where it was in 2019.</p><p>The company raised its quarterly dividend 5.3% last year to $0.40 per share, and has already raised it 2.5% this year to $0.41 per share.</p><h2><b>5: TFS Financial: Dividends you can bank on</b></h2><p>TFS Financial, based in Cleveland, is a holding company whose subsidiaries make most of their money from offering mortgage loans, though they also have savings and checking accounts. The company's shares are up more than 10% this year and more than 37% over the past 12 months. Its dividend yields 5.73% with a cash dividend payout ratio (TTM) of 45.9%.</p><p>In 2020, TFS Financial reported annual revenue of $509 million, up only 1.9% year over year, but marking the sixth consecutive year it grew revenue. It also reported annual net income last year of $83 million, up 3.8% over 2019.</p><p>The company has stressed its commitment to its dividend, which has climbed 300% over the past 10 years.</p><h2><b>Making the best of a good situation</b></h2><p>All five of these stocks are worth watching because of their dividend growth and high yields. However, of the quintet, W.P. The president addresses a joint session of Congress Wednesday evening.It’s a huge week for earnings with about a third of the S&P 500 reporting, including Big Tech names, such as Apple,Microsoft,Alphabet and Amazon.As many have already done, firms like Boeing, Ford,Caterpillar and McDonald’s, are likely to detail cost pressures they are facing from rising materials and transportation costs and supply chain disruptions.At the same time, the Fed is expected to defend its policy of letting inflation run hot, while assuring markets it sees the pick-up in prices as only temporary. The central bank meets on Tuesday and Wednesday.The central bank takes the main stage“I think the Fed would like not to be a feature next week, but the Fed will be forced from the background because of concerns about inflation,” said Diane Swonk, chief economist at Grant Thornton.The central bank is not expected to make any policy moves, but Fed Chairman Jerome Powell’s press briefing following the meeting Wednesday will be closely watched.So far, the barrage of earnings news has been positive, with 86% of companies reporting earnings beats. Corporate profits are expected to be up about 33.9% for the first quarter, based on estimates and actual reports, according to Refinitiv. Revenues are about 9.9% higher.There is important inflation data Friday when the Fed’s preferred inflation gauge is reported.The personal consumption expenditure report is expected to show a 1.8% rise in core inflation, still below the Fed’s target of 2%. Other data releases include the first-quarter gross domestic product on Thursday, which is expected to have grown by 6.5%, according to Dow Jones.“I think the Fed has no urgency to shift monetary policy at this point,” said Ian Lyngen, head of U.S. rates strategy at BMO. “The Fed needs to acknowledge that the data is improving. We had a strong first quarter.”“The Fed needs to acknowledge that but at the same time they’re keeping extremely accommodative policy in place, so they’ll have to make a note to the fact that the easy policy is warranted,” he said.Lyngen said the Fed will likely point to continued concerns about the pandemic globally as a potential risk to the economic recovery.Powell is also expected to once more explain that the Fed will let inflation rise above its 2% target for a period of time before it raises rates so that the economy can have more time to heal. “It’s going to be a challenge for the Fed,” said Swonk.The base effects for the next several months will make inflation appear to have jumped sharply because of the comparison to a weak period last year. The consumer price index for April could be above 3%, compared to 2.6% last month, Swonk added.“The Fed is trying to let a lot more people get out onto the dance floor before it calls ‘last call,’” she said. “Really what Powell has been saying since day one is if we take care of people on the margins and bring them back into the labor force, the rest will take care of itself.”Stocks were slightly lower in the past week, and Treasury yields held at lower levels. The 10-year yield,which moves opposite price, was at 1.55% Friday.The S&P 500was down 0.1%, ending the week at 4,180, while Nasdaq Composite was down nearly 0.3% at 14,016. The Dow was off just shy of 0.5% at 34,043.Tax hike prospectsStocks were hit hard on Thursday when after a news report said that Biden is expected to propose a capital gains tax rate of 39.6% for people earning more than $1 million a year.Combined with the 3.8% net investment income tax, the new levy would more than double the long term capital gains rate of 20% or the richest Americans.Strategists said Biden is expected to propose raising the income tax rate for those earning more than $400,000.“I think a lot of people are starting to price in the risk there going to be a significant increase in both corporate and capital gains taxes,” said Lyngen.So far, companies have not provided much in the way of commentary on the proposed hike in corporate taxes to 28% from 21% but they have been talking about other costs.David Bianco, chief investment strategist for the Americas at DWS, said he expects larger companies will do better dealing with supply chain constraints than smaller ones. Big Tech is also likely to fare better during the semiconductor shortage than auto makers, which have already announced production shutdowns, he said.“Next week is tech week. I think we’re going to get down on our knees and just be in awe of their business models and their ability to grow at a behemoth scale,” Bianco said.He said he’s not in favor of Wall Street’s popular trade into cyclicals and out of growth. He still favors growth.“We’re overweight equities really because we’re concerned about rising interest rates,” Bianco said. “I’m not bullish in that I expect the market to rise that much from here.”“We stuck with growth and dug deeper into bond substitutes, utilities, staples, real estate,” he said, adding he is underweight industrials, energy and materials. “Energy is doomed. It’s being nationalized via regulation. I do like industrials, they are well-run companies, but I do think infrastructure spending expectations for classic infrastructure are too high.”He also said industrials are good businesses, but the stocks have become overvalued.Bianco said he likes big box stores, but smaller retailers are facing big challenges that were already impacting them prior to Covid. He also finds small biotech firms attractive.“I like healthcare stocks. Those valuations are reasonable. People have been paranoid about politicians beating on them since 1992. The proposal targets a provision that long-term investors have taken advantage of for decades: the favorable&nbsp;tax rate on capital gains, the profits they realize when they sell stocks or other investments.</p><p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/eeff2a6b63b58cdea2311005593d3979\" tg-width=\"2000\" tg-height=\"1332\" referrerpolicy=\"no-referrer\"><span>IMAGE SOURCE: GETTY IMAGES.</span></p><p><b>What taxes could go up, and on whom?</b></p><p>The proposal, as reported, would affect the way long-term capital gains get taxed for those with incomes above $1 million. Currently, investors pay the same tax rates on short-term capital gains on investments held for a year or less as they do on most other forms of income, such as wages and salaries or interest. However, if an investor holds onto an investment for longer than a year and then sells it, long-term capital-gains tax treatment applies.</p><p>Although the brackets aren't exactly aligned, in general, those who pay 10% or 12% in tax on ordinary income pay 0% on their long-term capital gains. Those paying 22% to 35% typically pay a 15% long-term capital-gains tax, while top-bracket taxpayers whose ordinary income tax rate is 37% have a 20% maximum rate on their investment gains for assets held long term.</p><p>Under the proposed new rules, favorable tax treatment for long-term capital gains would remain completely in place for everyone in the first two groups and even for many in the third group. However, for taxpayers with incomes above $1 million, the lower long-term capital-gains tax rates would go away and they'd instead have to pay ordinary income tax rates on those gains, as well.</p><p><b>Why investors shouldn't be surprised</b></p><p>The reported proposal isn't a new one. Biden&nbsp;discussed it during the 2020 presidential campaign&nbsp;as one of the aspects of his broader tax plan. It's likely that the final version of any actual bill introduced in Congress would also include an increase in the top tax bracket to 39.6%, which was the level in effect immediately before tax-reform efforts made major changes to tax laws for the 2018 tax year.</p><p>Moreover, the legislation is far from a done deal. Even with Democrats having control of both houses of Congress and the White House, the margins are razor-thin. Already, some Democratic lawmakers have balked at tax-policy proposals, and in the Senate, the loss of even a single vote would be sufficient to prevent a tax bill from becoming law.</p><p><b>Is a stock market crash imminent?</b></p><p>It's understandable that investors would worry that a capital-gains tax hike might cause the stock market to drop. If investors sell their stocks now to lock in current lower rates, it could create short-term selling pressure. In the long run, though, the fundamentals of underlying businesses should still control share-price movements.</p><p>Moreover, this wouldn't be the first time capital-gains taxes have risen. In 2012, maximum capital-gains rates rose from 15% to 20%. Yet that didn't stop U.S. stocks from continuing what would eventually become a decade-long bull market.</p><p>Tax-law changes require some planning, but investors shouldn't change their entire investing strategy because of taxes. The proposal targets a provision that long-term investors have taken advantage of for decades: the favorable tax rate on capital gains, the profits they realize when they sell stocks or other investments.IMAGE SOURCE: GETTY IMAGES.What taxes could go up, and on whom?The proposal, as reported, would affect the way long-term capital gains get taxed for those with incomes above $1 million. Currently, investors pay the same tax rates on short-term capital gains on investments held for a year or less as they do on most other forms of income, such as wages and salaries or interest. However, if an investor holds onto an investment for longer than a year and then sells it, long-term capital-gains tax treatment applies.Although the brackets aren't exactly aligned, in general, those who pay 10% or 12% in tax on ordinary income pay 0% on their long-term capital gains. Those paying 22% to 35% typically pay a 15% long-term capital-gains tax, while top-bracket taxpayers whose ordinary income tax rate is 37% have a 20% maximum rate on their investment gains for assets held long term.Under the proposed new rules, favorable tax treatment for long-term capital gains would remain completely in place for everyone in the first two groups and even for many in the third group. However, for taxpayers with incomes above $1 million, the lower long-term capital-gains tax rates would go away and they'd instead have to pay ordinary income tax rates on those gains, as well.Why investors shouldn't be surprisedThe reported proposal isn't a new one. Biden discussed it during the 2020 presidential campaign as one of the aspects of his broader tax plan. It's likely that the final version of any actual bill introduced in Congress would also include an increase in the top tax bracket to 39.6%, which was the level in effect immediately before tax-reform efforts made major changes to tax laws for the 2018 tax year.Moreover, the legislation is far from a done deal. Even with Democrats having control of both houses of Congress and the White House, the margins are razor-thin. Already, some Democratic lawmakers have balked at tax-policy proposals, and in the Senate, the loss of even a single vote would be sufficient to prevent a tax bill from becoming law.Is a stock market crash imminent?It's understandable that investors would worry that a capital-gains tax hike might cause the stock market to drop. If investors sell their stocks now to lock in current lower rates, it could create short-term selling pressure. In the long run, though, the fundamentals of underlying businesses should still control share-price movements.Moreover, this wouldn't be the first time capital-gains taxes have risen. In 2012, maximum capital-gains rates rose from 15% to 20%. Yet that didn't stop U.S. stocks from continuing what would eventually become a decade-long bull market.Tax-law changes require some planning, but investors shouldn't change their entire investing strategy because of taxes. AT&amp;T: High dividends are calling</b></h2><p>AT&amp;T is a Dividend Aristocrat that has been a bargain this year, but it may not stay that way for long. The telecommunications giant has lagged the <b>S&amp;P 500</b> index and is up a little more than 5% over the past 12 months, but up more than 9% in 2021. The company has raised its dividend for 36 consecutive years and currently has a yield of 6.64%.</p><p>Revenue was a reported $43.9 billion in the first quarter of 2021, up 2.7% year over year. Net income grew to $7.9 billion, up 60% over the same period in 2020, and the company's free cash flow was listed as $5.9 billion, up 51% year over year. The dividend payout is safe, with a ratio of 63.5%.</p><p>All three segments of the company's business have seen growth. In communications, the company had 64.8 million postpaid phone subscribers, up 0.76% sequentially. Revenue was $28.1 billion, up 5.2% year over year. The WarnerMedia segment had revenue of $8.5 billion, up 9.8% year over year. The company's Latin America segment had $1.3 billion in revenue compared to $1.28 billion in the same quarter of 2020.</p><p>The biggest concern about AT&amp;T is its debt. It has $160.6 billion in long-term debt, up 4% sequentially. Its annualized net debt-to-adjusted EBITDA is 3.13, compared to 2.63 last year. On the first-quarter earnings call, CFO Pascal Desroches said that the company plans to focus on paying down that debt this year.</p><h2><b>2. W.P. Carey: A raise every quarter</b></h2><p>W.P. Carey has seen its stock rise more than 24% over the past 12 months and more than 7% this year. The company's dividend offers a yield of 5.6%, with a twist: The company has raised its dividend for 79 consecutive quarters, including a bump from $1.046 to $1.048 per share in March. The diversified real estate investment trust (REIT) has 1,274 properties across 25 countries, including industrial, warehouse, retail, office, and self-storage properties.</p><p>The company has seen growth in adjusted funds from operations (AFFO) the past three quarters, though its fourth-quarter AFFO of $212.6 million is down 4% year over year. Its AFFO in 2020 was $4.74 per diluted share, down 5.2% from 2019. The company was pretty much unfazed by the pandemic -- its low came when it received 96% of contractual rent in May, but in the fourth quarter, that number was back up to 99%, followed by 98% in January.</p><p>It has not only raised its quarterly dividend for 23 consecutive years, but its AFFO payout ratio (trailing 12 months) is 88.19, conservative for a REIT.</p><p><img src=\"https://static.tigerbbs.com/b9522ac8783b80e9beb8eb160a591309\" tg-width=\"720\" tg-height=\"486\" referrerpolicy=\"no-referrer\">Data by YCharts.</p><h2><b>3. Sabra Healthcare: A growing trend that's hard to ignore</b></h2><p>Sabra Healthcare, a REIT that specializes in medical facilities, cut its dividend last year from $0.45 to $0.30, and has yet to raise it again. But even with that trim, the yield on the company's dividend it 6.6%. The pandemic made for a challenging year for REITs that focus on nursing homes, and Sabra -- which owns nursing homes, senior living facilities, and specialty hospitals -- is continuing to deal with the headwinds. Many people are still reluctant to live in nursing homes, and in the fourth quarter, total occupancy&nbsp;dropped to 80.2%, down 8.6% year over year.</p><p>Other discouraging numbers: The company's AFFO per share for the year was $1.74, down from $2.08 the year before. And for the fourth quarter, the company issued bleak guidance of $0.38-$0.39 of AFFO per share, compared to $0.42 in the fourth quarter of 2020.</p><p>So why is Sabra worth watching? I think the paltry 4% rise in the company's stock this year presents an opportunity because the company's fundamentals are still strong. Sabra collected 99% of its rents from the beginning of the pandemic through February of 2021. As for the dividend, it is well covered with a payout ratio of 73% of normalized AFFO per share. The company also did a good job of lowering its debt, knocking down its net debt-to-adjusted EBITDA ratio from 5.7 to 4.9.</p><p>The long-term prognosis for nursing homes is still a growth trend, as our population continues to age. The pandemic reversed the growth of occupancy for nursing homes, but not forever. In the meantime, the company's dividend is a nice reward for waiting for a turnaround.</p><h2><b>4. Williams Companies: A boon to investors</b></h2><p>Williams Companies' stock is up more than 31% over the past 12 months, and more than 21% this year. The company's dividend, which offers a current yield of 6.73% is enticing. The company has raised its dividend the past five years.</p><p>The company delivers 30% of the country's natural gas through its more than 30,000 miles of pipelines. Last year was a difficult <a href=\"https://laohu8.com/S/AONE\">one</a> for oil and gas companies, with oil and natural gas prices down, but Williams Companies still improved its numbers over 2019 by reducing capital expenditures. Its adjusted EBITDA of $5.1 million was up 2% year over year, while its adjusted funds from operations of $3.6 million were up 1% year over year. The company's cash dividend payout ratio, while still precariously high at 87.39%, is down from where it was in 2019.</p><p>The company raised its quarterly dividend 5.3% last year to $0.40 per share, and has already raised it 2.5% this year to $0.41 per share.</p><h2><b>5: TFS Financial: Dividends you can bank on</b></h2><p>TFS Financial, based in Cleveland, is a holding company whose subsidiaries make most of their money from offering mortgage loans, though they also have savings and checking accounts. The company's shares are up more than 10% this year and more than 37% over the past 12 months. Its dividend yields 5.73% with a cash dividend payout ratio (TTM) of 45.9%.</p><p>In 2020, TFS Financial reported annual revenue of $509 million, up only 1.9% year over year, but marking the sixth consecutive year it grew revenue. It also reported annual net income last year of $83 million, up 3.8% over 2019.</p><p>The company has stressed its commitment to its dividend, which has climbed 300% over the past 10 years.</p><h2><b>Making the best of a good situation</b></h2><p>All five of these stocks are worth watching because of their dividend growth and high yields. However, of the quintet, W.P. Sabra Healthcare: A growing trend that's hard to ignoreSabra Healthcare, a REIT that specializes in medical facilities, cut its dividend last year from $0.45 to $0.30, and has yet to raise it again. But even with that trim, the yield on the company's dividend it 6.6%. The pandemic made for a challenging year for REITs that focus on nursing homes, and Sabra -- which owns nursing homes, senior living facilities, and specialty hospitals -- is continuing to deal with the headwinds. Many people are still reluctant to live in nursing homes, and in the fourth quarter, total occupancy dropped to 80.2%, down 8.6% year over year.Other discouraging numbers: The company's AFFO per share for the year was $1.74, down from $2.08 the year before. And for the fourth quarter, the company issued bleak guidance of $0.38-$0.39 of AFFO per share, compared to $0.42 in the fourth quarter of 2020.So why is Sabra worth watching? I think the paltry 4% rise in the company's stock this year presents an opportunity because the company's fundamentals are still strong. Sabra collected 99% of its rents from the beginning of the pandemic through February of 2021. As for the dividend, it is well covered with a payout ratio of 73% of normalized AFFO per share. The company also did a good job of lowering its debt, knocking down its net debt-to-adjusted EBITDA ratio from 5.7 to 4.9.The long-term prognosis for nursing homes is still a growth trend, as our population continues to age. The pandemic reversed the growth of occupancy for nursing homes, but not forever. In the meantime, the company's dividend is a nice reward for waiting for a turnaround.4. Williams Companies: A boon to investorsWilliams Companies' stock is up more than 31% over the past 12 months, and more than 21% this year. The company's dividend, which offers a current yield of 6.73% is enticing. The company has raised its dividend the past five years.The company delivers 30% of the country's natural gas through its more than 30,000 miles of pipelines. Last year was a difficult one for oil and gas companies, with oil and natural gas prices down, but Williams Companies still improved its numbers over 2019 by reducing capital expenditures. Its adjusted EBITDA of $5.1 million was up 2% year over year, while its adjusted funds from operations of $3.6 million were up 1% year over year. The company's cash dividend payout ratio, while still precariously high at 87.39%, is down from where it was in 2019.The company raised its quarterly dividend 5.3% last year to $0.40 per share, and has already raised it 2.5% this year to $0.41 per share.5: TFS Financial: Dividends you can bank onTFS Financial, based in Cleveland, is a holding company whose subsidiaries make most of their money from offering mortgage loans, though they also have savings and checking accounts. The company's shares are up more than 10% this year and more than 37% over the past 12 months. Its dividend yields 5.73% with a cash dividend payout ratio (TTM) of 45.9%.In 2020, TFS Financial reported annual revenue of $509 million, up only 1.9% year over year, but marking the sixth consecutive year it grew revenue. It also reported annual net income last year of $83 million, up 3.8% over 2019.The company has stressed its commitment to its dividend, which has climbed 300% over the past 10 years.Making the best of a good situationAll five of these stocks are worth watching because of their dividend growth and high yields. It would also nearly double taxes on capital gains to 39.6% for people earning more than $1 million.</p><p>That would be the highest tax rate on investment gains, which are mostly paid by the wealthiest Americans, since the 1920s. The rate has not exceeded 33.8% in the post-World War Two era.</p><p>News of the proposal- which was a staple of Biden’s presidential campaign platform - triggered sharp declines on Wall Street, with the benchmark S&amp;P 500 index(.SPX)down 1% in early afternoon, its steepest drop in more than a month.</p><p>Any such hike would need to go through Congress, where Biden's Democratic Party holds narrow majorities and is unlikely to win support from Republicans. It is also unclear if it would have the unanimous backing of congressional Democrats, which would be essential in the Senate where each party holds 50 seats.</p><p>\"If it had a chance of passing, we'd be down 2,000 points,\" said Thomas Hayes, chairman and managing member at hedge fund Great Hill Capital LLC, referring to stock market indexes.</p><p>Sources said details would be released next week before Biden's address to Congress on Wednesday. Details of the plan may change in coming days. Maybe Biden doesn’t get 39%, he will get 29%\" tax rate, he said.</p><p>Wealthy Americans could face an overall federal capital gains tax rate of 43.4% including the 3.8% net investment tax on individuals with income of $200,000 or more ($250,000 married filing jointly). The latter helps fund the Affordable Care Act, popularly known as Obamacare.</p><p>Currently, those earning more than $200,000 pay a capital gains rate of about 23.8% including the Obamacare net investment tax instituted as part of that law. For tax year 2021, the top marginal tax rate remains 37% for individual single taxpayers with incomes greater than $523,600 and $628,300 for married couples filing jointly.</p><p>Erica York, an economist at the Tax Foundation, said the proposal would put U.S. capital gains taxes at the top of the global charts. Average capital gains taxes in Europe are around 19.3%, and the highest rate there is in Denmark, which collects 42%. France and Finland charge 34%.</p><p>For residents of some states and cities that assess their own capital gains levy, Biden’s plan would push the total capital gains rate to more than 50%, York said. The rate would rise to 56.7% in California, 68.2% in New York City and 57.3% in Portland, Oregon, York said.</p><p><b>Goldman Says \"No Surprise\" In Biden Cap Gains Proposal, Sees Congress Settling On 28% Tax Rate</b></p><p>Today the market freaked out when Bloomberg reported that the Biden Administration will propose to tax capital gains at the top ordinary income tax rate (39.6%, or 43.4% when the existing 3.8% tax on net investment income tax is added).</p><p>Well, according to Goldman, this is nothing more than the latest pipe dream trial balloon from progressives, one which won't actually take place and instead has been floated to set the negotiation \"ask\", with Goldman expecting that<b>\"Congress will settle on a more modest increase, potentially around 28%.\"</b>As such there are no actual \"surprises\" in the proposal which has been floated in this exact format previously, and while it remains unclear when the tax rate increase would be effective, the bank's economists \"think it is unlikely to apply to gains realized before May, and an increase effective Jan. 1, 2022 is more likely.\"</p><p>1.Bloomberg hasreportedthat the Biden Administration will propose to raise the federal capital gains tax rate to 39.6%, also the top marginal income tax rate under President Biden’s proposal. In addition to 3.8% tax on net investment income that Congress established in 2009, the combined rate would be 43.4%.<b>We had expected the President to propose this as part of his “American Families Plan” and the proposal comes as no surprise.</b>This proposal would apply to taxpayers with annual incomes over $1 million, and would likely also apply to qualified dividends, which are currently taxed at the same rate as capital gains. We note that the Biden campaign also proposed eliminating the step-up in basis on inherited assets, which would result in much larger taxable gains on those assets once sold.</p><p><b>2. We expect Congress will pass a scaled back version of this tax increase.</b>While it is possible that Congress might pass the proposal in its entirety,<b>we think a moderated version is more likely in light of the razor-thin majorities in the House and Senate. At 43.4%, long-term capital gains would be taxed at the highest rate in the more than 100 years since Congress established the income tax. A 28% rate looks most likely, in our view, as it is roughly halfway between the current rate and Biden’s likely proposal.</b>This is also the rate that President Reagan and a Democratic House settled on a few decades ago when raising the tax from 20%.</p><p>3. The issue will likely remain in flux over the next several months. We expect President Biden to discuss the issue among many other topics when he addresses a joint session of Congress on April 28. By early May, the Biden Administration might also release its full fiscal year 2022 budget submission to Congress, which would provide more details on tax proposals including capital gains. However, the timing of this release remains unclear. In the interim,<b>comments from centrist Senate Democrats, such as Sens. Joe Manchin (D-W Va.) and Kyrsten Sinema (D-Ariz.),could clarify where key swing voters might come out on the issue</b>.</p><p>4. It is unclear when the higher rate would be effective, but we see three main options.</p><ul><li>First, Congress has occasionally made tax policies effective as of the date when the bill is introduced in the House of Representatives. This would likely be no earlier than May.</li><li>A second option would be to make the higher tax rate effective for gains realized after the bill is enacted into law, which we think will be sometime between July and September.</li><li>The third option would be an increase effective on January 1, 2022. We had a strong first quarter.”“The Fed needs to acknowledge that but at the same time they’re keeping extremely accommodative policy in place, so they’ll have to make a note to the fact that the easy policy is warranted,” he said.Lyngen said the Fed will likely point to continued concerns about the pandemic globally as a potential risk to the economic recovery.Powell is also expected to once more explain that the Fed will let inflation rise above its 2% target for a period of time before it raises rates so that the economy can have more time to heal. “It’s going to be a challenge for the Fed,” said Swonk.The base effects for the next several months will make inflation appear to have jumped sharply because of the comparison to a weak period last year. The consumer price index for April could be above 3%, compared to 2.6% last month, Swonk added.“The Fed is trying to let a lot more people get out onto the dance floor before it calls ‘last call,’” she said. “Really what Powell has been saying since day one is if we take care of people on the margins and bring them back into the labor force, the rest will take care of itself.”Stocks were slightly lower in the past week, and Treasury yields held at lower levels. The Dow was off just shy of 0.5% at 34,043.Tax hike prospectsStocks were hit hard on Thursday when after a news report said that Biden is expected to propose a capital gains tax rate of 39.6% for people earning more than $1 million a year.Combined with the 3.8% net investment income tax, the new levy would more than double the long term capital gains rate of 20% or the richest Americans.Strategists said Biden is expected to propose raising the income tax rate for those earning more than $400,000.“I think a lot of people are starting to price in the risk there going to be a significant increase in both corporate and capital gains taxes,” said Lyngen.So far, companies have not provided much in the way of commentary on the proposed hike in corporate taxes to 28% from 21% but they have been talking about other costs.David Bianco, chief investment strategist for the Americas at DWS, said he expects larger companies will do better dealing with supply chain constraints than smaller ones. Big Tech is also likely to fare better during the semiconductor shortage than auto makers, which have already announced production shutdowns, he said.“Next week is tech week. I think we’re going to get down on our knees and just be in awe of their business models and their ability to grow at a behemoth scale,” Bianco said.He said he’s not in favor of Wall Street’s popular trade into cyclicals and out of growth. He still favors growth.“We’re overweight equities really because we’re concerned about rising interest rates,” Bianco said. “I’m not bullish in that I expect the market to rise that much from here.”“We stuck with growth and dug deeper into bond substitutes, utilities, staples, real estate,” he said, adding he is underweight industrials, energy and materials. “Energy is doomed. It’s being nationalized via regulation. I do like industrials, they are well-run companies, but I do think infrastructure spending expectations for classic infrastructure are too high.”He also said industrials are good businesses, but the stocks have become overvalued.Bianco said he likes big box stores, but smaller retailers are facing big challenges that were already impacting them prior to Covid. He also finds small biotech firms attractive.“I like healthcare stocks. Those valuations are reasonable. People have been paranoid about politicians beating on them since 1992.
