(Getty Images/iStockphoto)</span></p>\n<p>U.S. investors remain bullish, despite rumblings out of China and the spike in delta variant infections.</p>\n<p>Cloud companies — those at the forefront of the shift in computing power to distributed models over the internet — are expected to grow at a rapid clip over the next several years, and four of the five largest exchange traded funds covering the space are close to hitting record highs.</p>\n<p>Below is a screen of stocks held by those ETFs, showing which are expected to increase their sales the most through 2023. In an industry with many players at relatively early stages, increases in sales, rather than in earnings, might be the best driver of stock prices.</p>\n<p>To begin the screen, we looked at the five largest cloud ETFs:</p>\n<p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/36209ce827d95e822cad5128be8b146a\" tg-width=\"933\" tg-height=\"664\" width=\"100%\" height=\"auto\"><span>Source: FactSet</span></p>\n<p>ETFs might be your best way to take a broad approach for a long-term play on the cloud revolution. If you are interested in any ETF, you should review the fund manager’s website.</p>\n<p>Here’s a comparison of total returns through Aug. 4, along with those for the SPDR S&P 500 ETF and the Invesco QQQ Trust (which tracks the Nasdaq-100 Index) for comparison:</p>\n<p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/242f135b3c7cca3cbaae3ee574023c1f\" tg-width=\"942\" tg-height=\"577\" width=\"100%\" height=\"auto\"><span>Source: FactSet</span></p>\n<p>The ETFs’ approaches differ. For example, the ARK Next Generation Internet ETF is the only one that is actively managed. The others track an index. It is also the only one that holds shares of Tesla Inc.,which makes up 10.65% of the portfolio, according to information posted by ARK Invest on Aug. 5. Tesla is an electric-vehicle manufacturer, but it can also be considered a cloud company because it distributes software updates over the internet continually, and offers other cloud-based services.</p>\n<p>Another holding unique to ARKW among the five cloud ETFs is Walt Disney Co.,which is certainly an important cloud player through its Disney+ streaming service, even if the company doesn’t say directly how much of its sales are derived from that rapidly growing segment.</p>\n<p>As part of its description of ARKW, FactSet says the following:</p>\n<p><i>“Broadly speaking, the ARKW’s managers appear focused on big buzzwords such as Internet of Things, cloud computing, digital currencies and wearable technology. While the fund’s focus may be appealing for investors with conviction in these new technologies, portfolio implementation is a more difficult task: Most of the companies developing these advancements are huge corporations for which nascent technologies are only a small fraction of total revenues. As such, it’s very difficult to get pure-play access to ARKW’s targeted technologies — so be sure to confirm that the fund’s holdings — not just its thesis — align with your view of the space.”</i></p>\n<p><b>Cloud-stock screen</b></p>\n<p>Together, the five cloud ETFs listed above hold 147 stocks. To project sales growth through 2023, we used calendar 2020 sales estimates as a baseline and then looked at consensus estimates among analysts polled by FactSet for the subsequent three years, if available. However, it again posted a net loss. This time that net loss hit $295 million.</p>\n<p>Simply because Coupang continues to record net losses it will continue to trade sideways. As many have noted, once it records a net gain there should be a spike in prices.</p>\n<p>That simply hasn’t happened yet, but those revenues are growing rapidly. Net revenues increased 74%, from $2.413 billion to $4.206 billion between the first quarters of 2020 and 2021.</p>\n<p>That mix of positive and negative signals should keep prices from moving in the extreme in either direction. This is a continuation of the same story for the Korean e-tailer that has been dubbed the next <b>Amazon</b>(NASDAQ:<b><u>AMZN</u></b>).</p>\n<p>And if you run the numbers, Coupang does resemble a scaled-down version of Amazon.</p>\n<p><b>A Closer Look at CPNG Stock</b></p>\n<p>Amazon recorded $108.5 billion in Q1 revenues while Coupang recorded $4.206 billion. Coupang is roughly 1/25th the size of Amazon by that metric. Coupang is 1/19 the customer base that Amazon does with 16.037 million customers. Amazon has 310 million.</p>\n<p>That means Amazon customers spent more – $350 versus $262 – per customer than Coupang’s did in Q1. Fortunately for Coupang, that figure is also growing rapidly. Revenue per customer increased 44% Q1 year-over-year.</p>\n<p>The thrust is clear: Amazon is much bigger, and if Coupang ever hopes to truly recreate the scale Amazon has achieved, it’ll do so outside of Korea.</p>\n<p>Coupang clearly believes that its domestic business in Korea is reaching a critical point.</p>\n<p>Founder Kim Bom Seok stepped down from the company’s board in June. He will no longer be involved in the company’s domestic operations in Korea. Instead, he is focusing on international expansion.</p>\n<p>Coupang has wasted little time in ramping up those efforts. It expanded into Japan in June and recently announced its expansion into Taiwan. The company is offering food, beverages, daily necessities and pet supplies in both markets currently.</p>\n<p>The company has also been undertaking hiring efforts within Singapore as well. It could announce that it has expanded there soon as well.</p>\n<p>It is clear that Coupang is entering a period of growth. But with that comes growing pains. The test isn’t a simple one. The factors that made it so successful domestically won’t necessarily translate in Japan, Taiwan, and wherever else it launches.</p>\n<p><b>Coupang Isn’t Amazon Yet</b></p>\n<p>Coupang has been followed by multiple issues which have plagued Amazon. Coupang is now facing public backlash over how it treats its workers, just as Amazon has. Working conditions and hiring practices have come under fire.</p>\n<p>More recently the Korea Fair Trade Commission carried out an investigation at company headquarters. Coupang is under investigation for allegedly manipulating its algorithm to unfairly advantage its private-label products in search placements.</p>\n<p>Amazon has been accused of similar behavior in the past as well.</p>\n<p>Ultimately Coupang should be able to navigate these issues. The real issue is going to be how it fares in its international expansion efforts. That will move the needle on CPNG stock in a significant way.</p>\n<p>If and when Coupang posts a net gain it’ll be a new era for the Korean Amazon. The net-add forecast for the March quarter is down from the 15.8 million spike in subscribers driven by Covid-19 in the year-ago first quarter.</p>\n<p>The company expects operating margin in the March quarter to jump to 25%, from 16.6% a year ago and 14.4% in the fourth quarter.</p>\n<p>Last quarter,Netflix surprised Wall Street with the news that it now expects to be cash flow break-even or better moving forward—and that it has begun considering stock buybacks. Netflix had $1.9 billion in positive free cash flow in 2020, thanks to lower production costs as a result of the pandemic, compared with a $3.3 billion cash flow loss in 2019. For 2021, Netflix expects to break even on a cash flow basis. Fourth-quarter cash flow was negative $138 million.</p>\n<p>Netflix also said that with $8.2 billion in cash and an untouched $750 million credit facility, “we believe we no longer have a need to raise external financing for our day-to-day operations.” In addition, the streaming giant said it had about $16 billion in debt overall and expects to maintain $10 billion to $15 billion in gross debt over time. Netflix said it would “explore returning cash to shareholders through ongoing stock buybacks,” something it hasn’t done since 2011.</p>\n<p>The stock shot higher on that news, but has since eased back, as attention turns to the potential for slowing near-term subscriber growth. Analyst sentiment heading into earnings is mixed.</p>\n<p>Piper Sandler analyst Thomas Champion, who has an Overweight rating and $605 target price on Netflix, is bullish on the stock heading into the report. While noting that the company was a beneficiary of the pandemic, he thinks Netflix will benefit from a combination of “a strong consumer” as the economy reopens, a clamp-down on password sharing, and “a pandemic tailwind that may remain in Europe.” Champion notes that a recent Piper survey of teens found that they allocate 32% of video consumption to Netflix, versus 8% for Hulu, the second-most popular subscription video service.</p>\n<p>UBS analyst John Hodulik notes that investors have become increasingly focused on how summer seasonality might manifest this year, given a reopening economy and the potential for added churn from higher subscription prices in some markets. The stock could remain volatile in the short-to-medium term, he warns. But the analyst “continues to view Netflix as the long-term winner within streaming media and remains constructive on the fundamentals.” He keeps a Buy rating and $650 target price on Netflix shares.</p>\n<p>Raymond James analyst Andrew Marok, who has a Market Perform rating on Netflix shares, remains cautious on the stock for now. A further social-spending package is also coming, all before Biden’s first 100 days have passed.</p>\n<p>Biden on Friday asked for a 15.9% jump in regular non-defense domestic spending for the fiscal year starting in October, with a more than 40% increase in education spending and a 23% jump for health. The overall budget request is an 8.4% boost from the current year, when excluding emergency spending for the pandemic.</p>\n<p>While there’s extra money for Internal Revenue Service enforcement, the plan doesn’t include the tax hikes on individuals that Biden is planning to unveil in coming weeks to help fund his broader expansion in fiscal spending.</p>\n<p><b>‘More Inclusive’</b></p>\n<p>There’s $14 billion extra to address climate change, $20 billion more for high-poverty schools and $6.5 billion for launching a new research agency to develop new treatments and cures for diseases -- along the lines of the Defense Department’s DARPA.</p>\n<p>“This moment of crisis is also a moment of possibility,” acting budget director Shalanda Young said in a message to lawmakers Friday. “Together, America has a chance not simply to go back to the way things were before the Covid-19 pandemic and economic downturn struck, but to begin building a better, stronger, more secure, more inclusive America.”</p>\n<p>The fiscal 2022 budget request comes on top of last week’s proposed eight-year infrastructure-led package, and a forthcoming, longer-term social-spending program expected to total around $1 trillion.</p>\n<p>Unlike those other proposals, the Democrats will need Republican votes in the Senate to pass the annual appropriations bills into which the budget is divided, according to the chamber’s rules. That means getting at least 10 GOP members aboard.</p>\n<p><b>Defense Spending</b></p>\n<p>Republican lawmakers are certain to take issue with many of Biden’s requests.</p>\n<p>The outline has $753 billion for defense programs in the upcoming fiscal year, which represents just a 1.7% increase -- significantly below the 4% to 5% bump advocated by GOP leaders, and a break with recent tradition of keeping defense and non-defense increases on the same scale.</p>\n<p>The White House argued that domestic investments have waned in recent years, and that Biden’s proposed boost on that side of the ledger would simply return the country’s non-defense spending to around the historic norm of 3.3% of gross domestic product.</p>\n<p>Biden includes no money for border-wall construction, canceling unspent funds from previous years, and has asked for $232 million more to study and investigate domestic terrorism in the wake of the insurrection by supporters of former President Donald Trump at the U.S. Capitol.</p>\n<p><b>No Caps</b></p>\n<p>The president’s 2022 request -- which involves just discretionary spending, and not entitlement programs like Medicare, Medicaid and Social Security -- comes without the budget caps that have been in place for a decade. (Getty Images/iStockphoto)</span></p>\n<p>U.S. investors remain bullish, despite rumblings out of China and the spike in delta variant infections.</p>\n<p>Cloud companies — those at the forefront of the shift in computing power to distributed models over the internet — are expected to grow at a rapid clip over the next several years, and four of the five largest exchange traded funds covering the space are close to hitting record highs.</p>\n<p>Below is a screen of stocks held by those ETFs, showing which are expected to increase their sales the most through 2023. In an industry with many players at relatively early stages, increases in sales, rather than in earnings, might be the best driver of stock prices.</p>\n<p>To begin the screen, we looked at the five largest cloud ETFs:</p>\n<p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/36209ce827d95e822cad5128be8b146a\" tg-width=\"933\" tg-height=\"664\" width=\"100%\" height=\"auto\"><span>Source: FactSet</span></p>\n<p>ETFs might be your best way to take a broad approach for a long-term play on the cloud revolution. If you are interested in any ETF, you should review the fund manager’s website.</p>\n<p>Here’s a comparison of total returns through Aug. 4, along with those for the SPDR S&P 500 ETF and the Invesco QQQ Trust (which tracks the Nasdaq-100 Index) for comparison:</p>\n<p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/242f135b3c7cca3cbaae3ee574023c1f\" tg-width=\"942\" tg-height=\"577\" width=\"100%\" height=\"auto\"><span>Source: FactSet</span></p>\n<p>The ETFs’ approaches differ. For example, the ARK Next Generation Internet ETF is the only one that is actively managed. The others track an index. It is also the only one that holds shares of Tesla Inc.,which makes up 10.65% of the portfolio, according to information posted by ARK Invest on Aug. 5. Tesla is an electric-vehicle manufacturer, but it can also be considered a cloud company because it distributes software updates over the internet continually, and offers other cloud-based services.</p>\n<p>Another holding unique to ARKW among the five cloud ETFs is Walt Disney Co.,which is certainly an important cloud player through its Disney+ streaming service, even if the company doesn’t say directly how much of its sales are derived from that rapidly growing segment.</p>\n<p>As part of its description of ARKW, FactSet says the following:</p>\n<p><i>“Broadly speaking, the ARKW’s managers appear focused on big buzzwords such as Internet of Things, cloud computing, digital currencies and wearable technology. While the fund’s focus may be appealing for investors with conviction in these new technologies, portfolio implementation is a more difficult task: Most of the companies developing these advancements are huge corporations for which nascent technologies are only a small fraction of total revenues. As such, it’s very difficult to get pure-play access to ARKW’s targeted technologies — so be sure to confirm that the fund’s holdings — not just its thesis — align with your view of the space.”</i></p>\n<p><b>Cloud-stock screen</b></p>\n<p>Together, the five cloud ETFs listed above hold 147 stocks. To project sales growth through 2023, we used calendar 2020 sales estimates as a baseline and then looked at consensus estimates among analysts polled by FactSet for the subsequent three years, if available. We did the drop first, and we’ve been climbing back to the top ever since,\" said Chris Zaccarelli, chief investment officer at Independent Advisor Alliance in Charlotte, North Carolina.</p>\n<p>Growth and value stocks seesawed for much of the week as market participants weighed spiking infections of the COVID-19 Delta variant against strong corporate results and signs of economic revival.</p>\n<p>\"There’s push and pull, there’s clearly conflict in the market,\" Zaccarelli added. \"There’s a strong difference of opinion as to whether the future’s bright or whether there are clouds on the horizon.\"</p>\n<p>Market participants now look toward next week with the Federal Reserve's two-day monetary policy meeting and a series of high-profile earnings.</p>\n<p>The Fed's statement will be parsed for clues regarding the timeframe for tightening its accommodative policies, although Chairman Jerome Powell has repeatedly said the economy still needs the central bank's full support.</p>\n<p>The Dow Jones Industrial Average rose 238.2 points, or 0.68%, to 35,061.55, the S&P 500 gained 44.31 points, or 1.01%, to 4,411.79 and the Nasdaq Composite added 152.39 points, or 1.04%, to 14,836.99.</p>\n<p>Of the 11 major sectors in the S&P 500, all but energy closed green, with communications services enjoying the largest gain, rising 2.7%.</p>\n<p>Second-quarter reporting season is in full swing, with 120 of the companies in the S&P 500 having reported. Of those, 88% have beaten consensus, according to Refinitiv.</p>\n<p>\"We’re seeing companies, on average, beat on the top and on the bottom line,\" Zaccarelli said. \"We’re seeing the resilience of the consumer and that’s been the story of the earnings season so far.\"</p>\n<p>Analysts now expect aggregate year-on-year S&P 500 earnings growth of 78.1% for the April to June period, a sizeable increase from the 54% annual growth seen at the beginning of the quarter.</p>\n<p>Chipmaker Intel Corp said late Thursday that it still faces supply constraints and provided disappointing guidance. Its stock fell 5.3%.</p>\n<p>Moderna Inc jumped 7.8% after the European Union approved its COVID-19 vaccine for 12- to 17-year-olds.</p>\n<p>American <a href=\"https://laohu8.com/S/EXPR\">Express</a> Co gained 1.3% after posting second-quarter profit that handily beat expectations on the strength of a global recovery in consumer spending.</p>\n<p>Social media firms <a href=\"https://laohu8.com/S/TWTR\">Twitter</a> Inc and <a href=\"https://laohu8.com/S/SNAP\">Snap Inc</a> advanced 3.0% and 23.8%, respectively, on the back of their upbeat results.</p>\n<p>Those results bode well for <a href=\"https://laohu8.com/S/FB\">Facebook</a> Inc, which is due to post second-quarter results next week. The net-add forecast for the March quarter is down from the 15.8 million spike in subscribers driven by Covid-19 in the year-ago first quarter.</p>\n<p>The company expects operating margin in the March quarter to jump to 25%, from 16.6% a year ago and 14.4% in the fourth quarter.</p>\n<p>Last quarter,Netflix surprised Wall Street with the news that it now expects to be cash flow break-even or better moving forward—and that it has begun considering stock buybacks. Netflix had $1.9 billion in positive free cash flow in 2020, thanks to lower production costs as a result of the pandemic, compared with a $3.3 billion cash flow loss in 2019. For 2021, Netflix expects to break even on a cash flow basis. Fourth-quarter cash flow was negative $138 million.</p>\n<p>Netflix also said that with $8.2 billion in cash and an untouched $750 million credit facility, “we believe we no longer have a need to raise external financing for our day-to-day operations.” In addition, the streaming giant said it had about $16 billion in debt overall and expects to maintain $10 billion to $15 billion in gross debt over time. Netflix said it would “explore returning cash to shareholders through ongoing stock buybacks,” something it hasn’t done since 2011.</p>\n<p>The stock shot higher on that news, but has since eased back, as attention turns to the potential for slowing near-term subscriber growth. Analyst sentiment heading into earnings is mixed.</p>\n<p>Piper Sandler analyst Thomas Champion, who has an Overweight rating and $605 target price on Netflix, is bullish on the stock heading into the report. While noting that the company was a beneficiary of the pandemic, he thinks Netflix will benefit from a combination of “a strong consumer” as the economy reopens, a clamp-down on password sharing, and “a pandemic tailwind that may remain in Europe.” Champion notes that a recent Piper survey of teens found that they allocate 32% of video consumption to Netflix, versus 8% for Hulu, the second-most popular subscription video service.</p>\n<p>UBS analyst John Hodulik notes that investors have become increasingly focused on how summer seasonality might manifest this year, given a reopening economy and the potential for added churn from higher subscription prices in some markets. The stock could remain volatile in the short-to-medium term, he warns. But the analyst “continues to view Netflix as the long-term winner within streaming media and remains constructive on the fundamentals.” He keeps a Buy rating and $650 target price on Netflix shares.</p>\n<p>Raymond James analyst Andrew Marok, who has a Market Perform rating on Netflix shares, remains cautious on the stock for now. Marok continues to view Netflix as a “long-term winner in the video-on-demand space,” he writes. The net-add forecast for the March quarter is down from the 15.8 million spike in subscribers driven by Covid-19 in the year-ago first quarter.\nThe company expects operating margin in the March quarter to jump to 25%, from 16.6% a year ago and 14.4% in the fourth quarter.\nLast quarter,Netflix surprised Wall Street with the news that it now expects to be cash flow break-even or better moving forward—and that it has begun considering stock buybacks. Netflix had $1.9 billion in positive free cash flow in 2020, thanks to lower production costs as a result of the pandemic, compared with a $3.3 billion cash flow loss in 2019. For 2021, Netflix expects to break even on a cash flow basis. Fourth-quarter cash flow was negative $138 million.\nNetflix also said that with $8.2 billion in cash and an untouched $750 million credit facility, “we believe we no longer have a need to raise external financing for our day-to-day operations.” In addition, the streaming giant said it had about $16 billion in debt overall and expects to maintain $10 billion to $15 billion in gross debt over time. proposed major boosts in funding to combat inequality, disease and climate change as part of a $1.52 trillion budget request for 2022, part of his wider push to redefine the role of government in American lives.</p>\n<p>The administration’s outline, released by the White House Friday, kicks off a months-long process in which Congress is likely to significantly reshape the priorities, given stiff Republican opposition to many of the proposals. But the outline showcases how Biden is trying to bend the federal government toward a much greater role in the provision of health care and education.</p>\n<p>Combined with the $1.9 trillion pandemic-relief bill signed last month and a $2.25 trillion infrastructure-and-jobs proposal, the budget marks Biden’s third foray into using the power of the federal government to radically expand help for lower-income and middle-class Americans. A further social-spending package is also coming, all before Biden’s first 100 days have passed.</p>\n<p>Biden on Friday asked for a 15.9% jump in regular non-defense domestic spending for the fiscal year starting in October, with a more than 40% increase in education spending and a 23% jump for health. The overall budget request is an 8.4% boost from the current year, when excluding emergency spending for the pandemic.</p>\n<p>While there’s extra money for Internal Revenue Service enforcement, the plan doesn’t include the tax hikes on individuals that Biden is planning to unveil in coming weeks to help fund his broader expansion in fiscal spending.</p>\n<p><b>‘More Inclusive’</b></p>\n<p>There’s $14 billion extra to address climate change, $20 billion more for high-poverty schools and $6.5 billion for launching a new research agency to develop new treatments and cures for diseases -- along the lines of the Defense Department’s DARPA.</p>\n<p>“This moment of crisis is also a moment of possibility,” acting budget director Shalanda Young said in a message to lawmakers Friday. “Together, America has a chance not simply to go back to the way things were before the Covid-19 pandemic and economic downturn struck, but to begin building a better, stronger, more secure, more inclusive America.”</p>\n<p>The fiscal 2022 budget request comes on top of last week’s proposed eight-year infrastructure-led package, and a forthcoming, longer-term social-spending program expected to total around $1 trillion.</p>\n<p>Unlike those other proposals, the Democrats will need Republican votes in the Senate to pass the annual appropriations bills into which the budget is divided, according to the chamber’s rules. That means getting at least 10 GOP members aboard.</p>\n<p><b>Defense Spending</b></p>\n<p>Republican lawmakers are certain to take issue with many of Biden’s requests.</p>\n<p>The outline has $753 billion for defense programs in the upcoming fiscal year, which represents just a 1.7% increase -- significantly below the 4% to 5% bump advocated by GOP leaders, and a break with recent tradition of keeping defense and non-defense increases on the same scale.</p>\n<p>The White House argued that domestic investments have waned in recent years, and that Biden’s proposed boost on that side of the ledger would simply return the country’s non-defense spending to around the historic norm of 3.3% of gross domestic product.</p>\n<p>Biden includes no money for border-wall construction, canceling unspent funds from previous years, and has asked for $232 million more to study and investigate domestic terrorism in the wake of the insurrection by supporters of former President Donald Trump at the U.S. Capitol.</p>\n<p><b>No Caps</b></p>\n<p>The president’s 2022 request -- which involves just discretionary spending, and not entitlement programs like Medicare, Medicaid and Social Security -- comes without the budget caps that have been in place for a decade. The expiration of those caps, agreed to between the Obama administration and congressional Republicans, has been described by White House officials as an opportunity to pursue investments in areas like education, clean energy and public health.</p>\n<p>“Over the past decade, due in large measure to overly restrictive budget caps, the nation significantly under-invested in core public services, benefits and protections,” Young said.</p>\n<p>And though presidential budgets are routinely ignored on Capitol Hill, administration officials are hopeful the top-line numbers can offer an early guidepost for fellow Democrats who narrowly control both chambers of Congress.</p>\n<p>Priorities identified by the administration include:</p>\n<ul>\n <li>A $3.9 billion increase in funding to battle the opioid epidemic</li>\n <li>$232 million in new money for Department of Justice gun violence prevention programs</li>\n <li>More than $1.2 billion in new spending for aid to Central America, and asylum adjudication amid a surge of migrants at the U.S.-Mexico border.</li>\n</ul>\n<p>Biden is asking Congress to spend $14 billion more on climate programs across the U.S. government, with some $10 billion targeted to clean energy innovation. Much of the funding would go to Energy Department initiatives, including the Advanced Research Projects Agency for Climate, with support for high-risk ventures that offer the potential for changes in the way electricity is generated and used.</p>\n<p>He envisions a $1.4 billion increase for the National Oceanic and Atmospheric Administration, enabling greater work on climate observations and forecasting, and $600 million to buy electric vehicles and equipment for federal agencies such as the U.S. Postal Service, which is in theprocess of turning over its fleet. Another $800 million would go toward making public and assisted housing more energy efficient.</p>\n<p>Biden also calls for an additional $1.2 billion for the Internal Revenue Service to boost oversight of corporations and wealthy taxpayers and improve IRS customer service. It also calls for amulti-year allocation of $417 million to fund audits, which the White House hopes will bring in more revenues from businesses and wealthy taxpayers.</p>\n<p><b>Amtrak Money</b></p>\n<p>The Commerce Department would see a 28% increase --including a doubling of funds for manufacturing-related programs under the National Institute of Standards and Technology. But the outline showcases how Biden is trying to bend the federal government toward a much greater role in the provision of health care and education.\nCombined with the $1.9 trillion pandemic-relief bill signed last month and a $2.25 trillion infrastructure-and-jobs proposal, the budget marks Biden’s third foray into using the power of the federal government to radically expand help for lower-income and middle-class Americans. A further social-spending package is also coming, all before Biden’s first 100 days have passed.\nBiden on Friday asked for a 15.9% jump in regular non-defense domestic spending for the fiscal year starting in October, with a more than 40% increase in education spending and a 23% jump for health. The overall budget request is an 8.4% boost from the current year, when excluding emergency spending for the pandemic.\nWhile there’s extra money for Internal Revenue Service enforcement, the plan doesn’t include the tax hikes on individuals that Biden is planning to unveil in coming weeks to help fund his broader expansion in fiscal spending.\n‘More Inclusive’\nThere’s $14 billion extra to address climate change, $20 billion more for high-poverty schools and $6.5 billion for launching a new research agency to develop new treatments and cures for diseases -- along the lines of the Defense Department’s DARPA.\n“This moment of crisis is also a moment of possibility,” acting budget director Shalanda Young said in a message to lawmakers Friday. “Together, America has a chance not simply to go back to the way things were before the Covid-19 pandemic and economic downturn struck, but to begin building a better, stronger, more secure, more inclusive America.”\nThe fiscal 2022 budget request comes on top of last week’s proposed eight-year infrastructure-led package, and a forthcoming, longer-term social-spending program expected to total around $1 trillion.\nUnlike those other proposals, the Democrats will need Republican votes in the Senate to pass the annual appropriations bills into which the budget is divided, according to the chamber’s rules. That means getting at least 10 GOP members aboard.\nDefense Spending\nRepublican lawmakers are certain to take issue with many of Biden’s requests.\nThe outline has $753 billion for defense programs in the upcoming fiscal year, which represents just a 1.7% increase -- significantly below the 4% to 5% bump advocated by GOP leaders, and a break with recent tradition of keeping defense and non-defense increases on the same scale.\nThe White House argued that domestic investments have waned in recent years, and that Biden’s proposed boost on that side of the ledger would simply return the country’s non-defense spending to around the historic norm of 3.3% of gross domestic product.\nBiden includes no money for border-wall construction, canceling unspent funds from previous years, and has asked for $232 million more to study and investigate domestic terrorism in the wake of the insurrection by supporters of former President Donald Trump at the U.S. Capitol.\nNo Caps\nThe president’s 2022 request -- which involves just discretionary spending, and not entitlement programs like Medicare, Medicaid and Social Security -- comes without the budget caps that have been in place for a decade. The expiration of those caps, agreed to between the Obama administration and congressional Republicans, has been described by White House officials as an opportunity to pursue investments in areas like education, clean energy and public health.\n“Over the past decade, due in large measure to overly restrictive budget caps, the nation significantly under-invested in core public services, benefits and protections,” Young said.\nAnd though presidential budgets are routinely ignored on Capitol Hill, administration officials are hopeful the top-line numbers can offer an early guidepost for fellow Democrats who narrowly control both chambers of Congress.\nPriorities identified by the administration include:\n\nA $3.9 billion increase in funding to battle the opioid epidemic\n$232 million in new money for Department of Justice gun violence prevention programs\nMore than $1.2 billion in new spending for aid to Central America, and asylum adjudication amid a surge of migrants at the U.S.-Mexico border.\n\nBiden is asking Congress to spend $14 billion more on climate programs across the U.S. government, with some $10 billion targeted to clean energy innovation. Much of the funding would go to Energy Department initiatives, including the Advanced Research Projects Agency for Climate, with support for high-risk ventures that offer the potential for changes in the way electricity is generated and used.\nHe envisions a $1.4 billion increase for the National Oceanic and Atmospheric Administration, enabling greater work on climate observations and forecasting, and $600 million to buy electric vehicles and equipment for federal agencies such as the U.S. Postal Service, which is in theprocess of turning over its fleet. Another $800 million would go toward making public and assisted housing more energy efficient.\nBiden also calls for an additional $1.2 billion for the Internal Revenue Service to boost oversight of corporations and wealthy taxpayers and improve IRS customer service. It also calls for amulti-year allocation of $417 million to fund audits, which the White House hopes will bring in more revenues from businesses and wealthy taxpayers.\nAmtrak Money\nThe Commerce Department would see a 28% increase --including a doubling of funds for manufacturing-related programs under the National Institute of Standards and Technology.
