Together, the measures would remake the U.S. tax code and social welfare programs, vastly expanding federal support even for families that consider themselves upper-middle class while substantially shifting the overall tax burden to the wealthy.</p><p>“The president has been clear that our tax system is broken when a hedge fund manager making hundreds of millions of dollars is paying taxes at a lower rate than the janitor working in his office or the housekeeper at his mansion,” White House senior adviser Anita Dunn wrote Tuesday in a memo obtained by Bloomberg News. “And he’s going to take steps -- steps which are supported by the American public -- to address the fairness in the tax code.”</p><p>Taken together, Biden’s proposals illustrate the president’s ambitions after nearly 100 days in office. Elected to pull the U.S. out of the coronavirus pandemic and its associated economic crisis, Biden now seeks to use the presidency to reshape and reorient the economy and the lives of middle-class Americans.</p><p>Making the earned income tax credit expansion permanent would help an estimated 17 million low-income workers, while extending the child tax credit would benefit an estimated 66 million kids, the White House said.</p><p>Biden’s tax hikes include raising the top rate for individuals back to 39.6%, changing the treatment of capital gains so that wealthy people don’t benefit from lower rates on their investment income, eliminating the so-called “carried interest” provision that benefits fund managers, and greatly increasing funding for the Internal Revenue Service to enforce tax collection and audit wealthy taxpayers.</p><p>His proposals are uncertain in Congress, where Democrats hold a working Senate majority only by virtue of Vice President Kamala Harris’s tie-breaking vote.</p><p>Dunn’s memo cited a handful of polls showing that the majority of Americans support measures such as raising the corporate tax rate and capital gains taxes on people earning more than $1 million a year.</p><p>‘Key’ to Future</p><p>Another White House aide, David Kamin, the deputy director of the National Economic Council, described Biden’s latest proposal as a plan aimed at improving American child-rearing and education and thus the country’s very future.</p><p>“There is very good evidence, at this point, that policies like the child tax credit end up in better outcomes for kids,” Kamin said in an interview. “You can look at it in terms of test scores, in terms of future earnings. So, these are important ways of helping families right now, but they’re also key to the future.”</p><p>Biden will outline his latest plan during his prime-time speech, scheduled to begin at 9 p.m. EDT on Wednesday, when he’ll also celebrate early accomplishments of his presidency including an accelerated vaccination campaign that has helped reduce U.S. Covid-19 cases and deaths. He’ll also discuss his proposals to combat climate change and his foreign policy, particularly the U.S. relationship with China, a person familiar with the speech said.</p><p>His ambitions face a tough audience in the narrowly divided Congress, withRepublicansalready balking at any tax increases and Senate Minority Leader Mitch McConnell calling the president’s latest proposal a “liberal wish list.” Without a vote to spare in the Senate, Biden must keep Democrats united to pass the package in any form, and he’ll need to both assure moderate Democrats up for re-election in 2022 that his proposals won’t be a liability while also appeasing the liberal wing of his party.</p><p>Some progressive House lawmakers have already expressed frustration that the American Families Plan doesn’t include more provisions to lower health-care costs or expand health insurance coverage.</p><p>A key lawmaker, Democratic Senator Joe Manchin of West Virginia, suggested Tuesday he is cool to tax increases other than raising the rate for corporations to 25%, saying he first wants to explore why the government doesn’t already collect as much as it’s owed.</p><p>“Don’t you think we ought to figure out why we’re not collecting what we’re asking for and what people owe?” he said. “I want to figure that out first.”</p><p>Historic Speech</p><p>The latest plan does not propose to expand the estate tax, a promise from Biden’s 2020 campaign. All of the new programs he envisions would unfold over a 10-year period.</p><p>In assembling Biden’s latest proposal, White House aides sought to ensure that each line item enjoyed decent support among congressional lawmakers, said one Biden ally. That consideration contributed to an estate-tax increase falling out of the plan.</p><p>Biden aides were equally wary of doing too much on health care. Any changes would have added to the cost of the proposal, and the White House is also concerned that the issue could become a political vulnerability for Democrats, as it was after the passage of the Affordable Care Act in 2010.</p><p>The only health-care provision is a proposal to extend additional tax credits from the pandemic relief law to help middle-income people pay for Obamacare plans.</p><p>Biden’s televised speech -- the equivalent of a State of the Union address, which won’t take place until his second year in office -- will bring home to viewers both the new political reality of Washington and the continuing pandemic.</p><p>He’ll speak in the House chamber to an audience at less than a fifth of its capacity, because of concerns about coronavirus transmission. Moreover, the company guides a break-even EBITDA for its second quarter, suggesting that the firm’s income statement efficiency might continue to deteriorate.Following Roku’s previous financial quarter, Morgan Stanley’s (MS) Benjamin Swinburne cut his $115 Roku price target to a more modest $105. Rising interest rates guide investors into value and low-volatility stocks, which Roku clearly isn’t.A recent Bank of America (BAC) research report substantiates the market’s current anti-growth rhetoric. According to the banking giant, technology stocks earnings won’t exhibit defensive characteristics during an economic downturn, despite increased technology reliance in recent years.ValuationAnother primary concern about Roku is that it’s significantly overvalued. The stock’s price-to-earnings ratio of 89.3 spells trouble, especially as its PEG ratio (5.84x) suggests that the market overscores Roku’s earnings-per-share growth.Furthermore, Roku stock’s trading at 3.99x the company’s sales and 50.55x its cash flow, hinting that the stock is overvalued on both a cash and an accrual basis.Insider Trading ActivityTipRanks’ insider trading tracker gauges that Roku’s internal management is seemingly bearish on the stock. During the previous quarter, the firm’s corporate insiders sold $245.2K worth of stock.Insider trading isn’t a metric that should be used in isolation when analyzing a stock. Nonetheless, it provides an indication of management’s expectations of the company’s financial results, which often come to fruition.Wall Street’s Take on ROKUTurning to Wall Street, Roku earns a Moderate Buy consensus rating based on 16 Buys, five Holds, and one Sell. Just when it seemed as if the party was over, with the stock falling 90% from its frenzied highs and volume drying up, GameStop speculators got their second wind. Will this second rally gain momentum? There's a lot to prove heading into the telltale financial update. Let's go over some of the reasons the market reaction might not be pretty.</p>\n<p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/0270ff2e82c991a985042c6b2fac9555\" tg-width=\"700\" tg-height=\"465\"><span>Image source: Getty Images.</span></p>\n<h2>1. The air is getting thin as the stock got thick</h2>\n<p>A lot has happened since the last time GameStop discussed quarterly results. The stock closed at $16.95 moments before the video game retailer announced its fresh financials on Dec. 8. The market didn't like it, sending GameStop stock 19% lower the next day. The stock has been a 14-bagger since then through Monday's close.</p>\n<p>Fundamentally speaking, some things have only gotten worse since early December, with the stock in the low teens. Three months ago, analysts thought GameStop would be earning $1.66 a share for the seasonally potent holiday quarter. The consensus now is a profit of $1.35 a share.</p>\n<p>GameStop was upbeat about how its fiscal fourth quarter ending in January was starting. Comps had risen an eye-popping 16.5% in November, fueled by big-ticket sales of new PS5 consoles. A month later, GameStop's quarter-to-date comps had slipped to a 4.8% advance through the nine-week holiday period including the double-digit spike in November. January probably wasn't much better than December.</p>\n<p>There have been positive developments. Activist investors have stepped up their efforts, including the launch of a Strategic Planning and Capital Allocation Committee that could bear fruit over time. One can also argue that GameStop's emergence as a meme stock has helped drum up brand awareness, stirring up incremental sales. For now, sales and profit forecasts have been heading lower for the fourth quarter even as the stock has shot higher.</p>\n<h2>2. A bottom-line miss wouldn't be a surprise</h2>\n<p>We've already covered how Wall Street pros have been hosing down their profit expectations as the quarter played out, and that's not a good sign. Another problematic trend is that analysts have overestimated GameStop's bottom-line performance in two of the past three quarters.</p>\n<p>It's also worth noting that margins aren't likely to be very exciting. GameStop's model is pretty simple. New hardware has historically been its lowest-margin category. New software is a bit higher in the margin food chain. GameStop's beefiest markups have always been the secondhand games and gear that it buys from gamers for pennies on the dollar, but that's a fading niche in a digital future. With so much riding on low-margin PS5 sales in the fiscal fourth quarter, it wouldn't be a shock if it earns less than the $1.35 a share that the market's expecting.</p>\n<h2>3. Earlier rally catalysts are harder to find</h2>\n<p>It was the perfect storm for GameStop's initial rally in late January. There were more shares sold short than there were in the public float, setting up the mother of all short squeezes. Hedge funds were cocky. The bulls were the underdogs. It was a fuse waiting to be lit by young speculators with a sense for gaming nostalgia.</p>\n<p>But it's a different scene these days. Short interest has fallen to 20% of the outstanding share count. Hedge funds have been humbled. GameStop stock is <a href=\"https://laohu8.com/S/AONE\">one</a> of this year's biggest winners. It has a wet fuse.</p>\n<p>The report will be rough. Comps will be positive only because the surge in e-commerce is being divided into fewer stores, with roughly 11% fewer units open than a year earlier. The bottom line isn't likely to be very exciting, either. The struggling retailer with a buoyant share price reports its fiscal fourth-quarter results at the end of Tuesday's trading. The look back won't be pretty. The look ahead will have to be everything.\nThere's been a lot of buzz swirling since the mother of all short squeezes in late January. Just when it seemed as if the party was over, with the stock falling 90% from its frenzied highs and volume drying up, GameStop speculators got their second wind. Will this second rally gain momentum? There's a lot to prove heading into the telltale financial update. Let's go over some of the reasons the market reaction might not be pretty.\nImage source: Getty Images.\n1. The air is getting thin as the stock got thick\nA lot has happened since the last time GameStop discussed quarterly results. The stock closed at $16.95 moments before the video game retailer announced its fresh financials on Dec. 8. The market didn't like it, sending GameStop stock 19% lower the next day. The stock has been a 14-bagger since then through Monday's close.\nFundamentally speaking, some things have only gotten worse since early December, with the stock in the low teens. Three months ago, analysts thought GameStop would be earning $1.66 a share for the seasonally potent holiday quarter. The consensus now is a profit of $1.35 a share.\nGameStop was upbeat about how its fiscal fourth quarter ending in January was starting. Comps had risen an eye-popping 16.5% in November, fueled by big-ticket sales of new PS5 consoles. A month later, GameStop's quarter-to-date comps had slipped to a 4.8% advance through the nine-week holiday period including the double-digit spike in November. January probably wasn't much better than December.\nThere have been positive developments. Activist investors have stepped up their efforts, including the launch of a Strategic Planning and Capital Allocation Committee that could bear fruit over time. One can also argue that GameStop's emergence as a meme stock has helped drum up brand awareness, stirring up incremental sales. For now, sales and profit forecasts have been heading lower for the fourth quarter even as the stock has shot higher.\n2. A bottom-line miss wouldn't be a surprise\nWe've already covered how Wall Street pros have been hosing down their profit expectations as the quarter played out, and that's not a good sign. Another problematic trend is that analysts have overestimated GameStop's bottom-line performance in two of the past three quarters.\nIt's also worth noting that margins aren't likely to be very exciting. GameStop's model is pretty simple. New hardware has historically been its lowest-margin category. New software is a bit higher in the margin food chain. GameStop's beefiest markups have always been the secondhand games and gear that it buys from gamers for pennies on the dollar, but that's a fading niche in a digital future. With so much riding on low-margin PS5 sales in the fiscal fourth quarter, it wouldn't be a shock if it earns less than the $1.35 a share that the market's expecting.\n3. Earlier rally catalysts are harder to find\nIt was the perfect storm for GameStop's initial rally in late January. There were more shares sold short than there were in the public float, setting up the mother of all short squeezes. Hedge funds were cocky. The bulls were the underdogs. It was a fuse waiting to be lit by young speculators with a sense for gaming nostalgia.\nBut it's a different scene these days. Short interest has fallen to 20% of the outstanding share count. Hedge funds have been humbled. GameStop stock is one of this year's biggest winners. It has a wet fuse.\nThe report will be rough. Comps will be positive only because the surge in e-commerce is being divided into fewer stores, with roughly 11% fewer units open than a year earlier. The bottom line isn't likely to be very exciting, either.
