As the middleman in the process, it thrives because it has a stable stream of revenue and predictable cash flows. An actual put option is a financial derivative that gives the holder the right but not the obligation to sell the underlying asset at a set level, known as the strike price, serving as an insurance policy against a market decline.</p><p>Some economists and analysts have even suggested the Fed should welcome or even aim for market losses, which could serve to tighten financial conditions as investors scale back spending.</p><p>William Dudley, the former president of the New York Fed, argued earlier this year that the central bank won’t get a handle on inflation that’s running near a 40-year high unless they make investors suffer. “It’s hard to know how much the Federal Reserve will need to do to get inflation under control,” wrote Dudley in a Bloomberg column in April. “But one thing is certain: to be effective, it’ll have to inflict more losses on stock and bond investors than it has so far.”</p><p>Some market participants aren’t convinced. Aoifinn Devitt, chief investment officer at Moneta,said the Fed likely sees stock-market volatility as a byproduct of its efforts to tighten monetary policy, not an objective.</p><p>“They recognize that stocks can be collateral damage in a tightening cycle,” but that doesn’t mean that stocks “have to collapse,” Devitt said.</p><p>The Fed, however, is prepared to tolerate seeing markets decline and the economy slow and even tip into recession as it focuses on taming inflation, she said.</p><p>The Federal Reserve held the fed funds target rate at a range of 0% to 0.25% between 2008 and 2015, as it dealt with the financial crisis and its aftermath. (AP Photo/Jose Luis Magana, file)ASSOCIATED PRESS</span></p>\n<p>As for the ultimate market impact of tapering, if the outcome is anything like the response from the last announcement of tapering in 2023, investors might brace for a momentary bout of volatility and some sector rotation beneath the surface.</p>\n<p>\"In 2013, Fed Chair Bernanke's comments about tapering catalyzed a five-day, 40 bp backup in 10-year yields and a 5% drop in the S&amp;P 500,\" said David Kostin, Goldman Sachs' chief U.S. equity strategist, in a note last week. \"The initial signal from the taper tantrum ultimately proved fleeting during a year with extremely strong returns for equities.\"</p>\n<p>\"The S&amp;P 500 rebounded 5% in the roughly two months following the tantrum, led higher by the materials, consumer discretionary, and health care sectors,\" he added. \"By December, the S&amp;P 500 had posted a full-year return of 32%. As the Fed reiterated its commitment to accommodative policy, growth outperformed value and cyclical stocks outperformed defensives.\"</p>\n<h2>Personal spending, income</h2>\n<p>New economic data on consumer spending and income will also be in focus later this week, with reports on both metrics due for release on Friday.</p>\n<p>Consensus economists expect to see personal spending slow to just a 0.4% monthly clip in July, decelerating from June's 1.0% increase.</p>\n<p>Just last week, the Commerce Department's data showed retail sales fell more than expected in July, dipping by 1.1%. The print pointed to more moderation in spending as the impact of stimulus checks earlier this year waned further, and lowered the bar for the Bureau of Economic Analysis' monthly personal spending data.</p>\n<p>Other data has also underscored the slowdown in consumer spending, especially given the recent spread of the Delta variant starting in the middle of summer.</p>\n<p>\"Although services spending started strong in July boosted by the holiday, our aggregated BAC credit and debit card data suggest services spending, particularly for travel and leisure, slowed down noticeably in the second half of the month, potentially due to rising Delta concerns,\" Bank of America economist Michelle Meyer wrote in a note Friday.</p>\n<p>Friday's consumer spending report will also come with data on personal income, which is also expected to have ticked up only slightly on a monthly basis. All but eliminating Wells Fargo</h2>\n<p>Everyone knew it was coming, but Buffett all but made it official last quarter, nearly eliminating his position in his onetime favorite bank, <b>Wells Fargo</b> (NYSE:WFC). Berkshire Hathaway sold 51.7 million shares, dropping its stake to a mere 675,000 shares valued at $26.3 million.</p>\n<p>This essentially ends what was an epic run for the Oracle of Omaha and Wells Fargo. Buffett first purchased shares in the large U.S. bank in 1989, and by 1994, he had acquired more than 13% of its outstanding shares. At the end of the third quarter of 2019, before the pandemic, Buffett's stake, which had a rough original cost basis of just below $9 billion, was worth close to $20 billion. And at <a href=\"https://laohu8.com/S/AONE\">one</a> point back in 2017, it was reportedly worth as much as $29 billion.</p>\n<p>But as the fallout of Wells Fargo's phony accounts scandal and other revelations about its consumer abuses continued to play out, Buffett began to lose faith in the institution and started trimming his position. It looks like Buffett ultimately ended up making much less on his Wells Fargo investment than he could have, considering he sold more than 323 million shares between the end of Q1 2020 and the end of Q1 2021. During that 12-month period, the bank's shares traded from a low of $21.45 to a high of $39.07. At the end of 2019, they traded north of $53.</p>\n<p>The stock closed at $45.73 on Thursday, and many investors still believe Wells Fargo is undervalued these days, trading at 135% tangible book value (equity minus intangible assets and goodwill). Bank valuations have shot up in recent months, and Wells Fargo in particular could see more tailwinds when the Federal Reserve lifts the $1.95 trillion asset cap that the bank has been operating under since 2018.</p>\n<h2>2. Dumping <a href=\"https://laohu8.com/S/SYF\">Synchrony Financial</a></h2>\n<p>Last quarter, Berkshire Hathaway also eliminated its entire stake in the consumer finance credit card company <b>Synchrony Financial&nbsp;</b>(NYSE:SYF), selling its 21.1 million shares. Synchrony uses what it calls a \"partner-centric\" business model under which it teams up with leading retailers and digital brands that promote Synchrony's credit cards. Consumers can get deals on specific purchases by opening Synchrony credit cards, which are often branded under a retailer's name.</p>\n<p>While I wouldn't say I saw this move coming, it doesn't entirely surprise me. Over the last year, Buffett has become even more selective about which banks he wants to own. He seems to be picking a winner or two in each banking industry subcategory -- for instance, he sold his stake in America's largest bank, <b>JPMorgan Chase</b>, and loaded up on America's second-largest bank, <b>Bank of America</b>.</p>\n<p>Considering that Buffett already has a huge position in <b>American <a href=\"https://laohu8.com/S/EXPR\">Express</a></b>, and loves the brand, that is likely going to be his pick for a credit-card-focused holding. Berkshire Hathaway likely made a good profit on that Synchrony investment, though, considering that the stock hit its highest level ever during Q1.</p>\n<h2>3. Trimming U.S. Bancorp again</h2>\n<p>Berkshire Hathaway also sold about 1.45 million shares of <b>U.S. Bancorp</b> (NYSE:USB) in the first quarter -- but it still owns nearly 129.7 million shares. The Oracle of Omaha has sold small quantities of shares of the Minnesota-based regional bank a few times over the last year, and it's a bit unclear why. It does appear that he has made U.S. Bancorp his regional bank pick, though. He sold off his other regional bank holdings, including his stakes in <b>PNC Financial Services Group</b>&nbsp;and&nbsp;<b>M&amp;T Bank</b>, in the fourth quarter of 2020.&nbsp;</p>\n<p>One possible explanation relates to Buffett's well-known desire to keep his stakes in those banks below 10%, so he can avoid the additional reporting requirements that a higher ownership level would trigger. At the end of the first quarter, Buffett owned about 8.7% of U.S. Bancorp's outstanding shares. So his stock sale may have simply been a move to prepare for the bank's planned share repurchases, which should accelerate later this year. Trimming U.S. Bancorp again\nBerkshire Hathaway also sold about 1.45 million shares of U.S. Bancorp (NYSE:USB) in the first quarter -- but it still owns nearly 129.7 million shares. The Oracle of Omaha has sold small quantities of shares of the Minnesota-based regional bank a few times over the last year, and it's a bit unclear why. It does appear that he has made U.S. Bancorp his regional bank pick, though. He sold off his other regional bank holdings, including his stakes in PNC Financial Services Group and M&T Bank, in the fourth quarter of 2020. \nOne possible explanation relates to Buffett's well-known desire to keep his stakes in those banks below 10%, so he can avoid the additional reporting requirements that a higher ownership level would trigger. At the end of the first quarter, Buffett owned about 8.7% of U.S. Bancorp's outstanding shares. So his stock sale may have simply been a move to prepare for the bank's planned share repurchases, which should accelerate later this year. Can you imagine when we get the all-clear and start moving back toward normalcy?\"</p>\n<p>But three months into the year, Andersen is glum. In an interview last week, he talked about the way big segments of the market seem to be in favor one day, out the next. \"We toggle between value and growth, stay-at-home and re-opening, almost daily,\" he said. \"I don't know who is driving this, but it must be following some kind of algorithm.\"</p>\n<p>Andersen is trying to be patient, recognizing that the economy is at a once-in-a-generation inflection point and that everyone is operating in unprecedented conditions. Still, he said, the financial markets sometimes feel like a house of cards.</p>\n<p>\"It's confounding,\" he said. \"The market is fragile, and surprisingly so. This whole year for me has been really challenging to try to figure out is there any momentum, what direction is it going in and what's responsible for it.\"</p>\n<p>As if the horrors of the global coronavirus pandemic weren't enough of a curveball, the past 12 months have thrown up a slew of other headwinds against smooth market sailing. There's the surge of retail traders bent on using the stock market as a gambling casino , and a national politics so bitter that the presidential election turned bloody.</p>\n<p>And that's not even counting the more existential questions: what's the right level for a stock market that plunged 33% in about two weeks just a year ago? How much of that gain comes down to policy stimulus and how much is real? How much of the expected economic rebound is already priced in? What happens if the vaccine promise falls short? What if this is as good as it gets?</p>\n<p>Taken together, it leaves people who manage money, their clients, and the companies that advise them, just as befuddled as Andersen, with almost as many perceived red flags as there are theories as to what's causing it all.</p>\n<p>\"The most common observation we get from clients is that markets don't \"feel right\", and we absolutely get that,\" wrote Nicholas Colas, co-founder of DataTrek Research, in a recent note. \"For us, a big piece of this unease comes from the novelty of seeing capital markets go from distress to euphoria in such a short period of time.\"</p>\n<p>Market observers point to all manner of weird quirks that seem to confirm something is askew. Among other things, trading volumes have plunged to start 2021.</p>\n<p><img src=\"https://static.tigerbbs.com/0fb6bad128839dbcf6e9ba87c8620e88\" tg-width=\"647\" tg-height=\"426\"></p>\n<p>To be sure, the elevated volumes in 2020 were just that -- an outlier. But by some estimates, inexperienced amateur traders now make up as much as 20% of all volume in the markets. And even if all of them aren't out gunning for short-sellers, they still have very different priorities and incentives than much of the rest of the market.</p>\n<p>Also unsettling was the spike U.S. Treasury yields in only a few weeks in the first quarter this year, spooking stock-market investors, followed by several weeks of Federal Reserve policymakers reassuring markets that any interest rate rises wouldn't start until 2023 and would be telegraphed well in advance. Strangely then, rosy economic data seemingly caused bond yields to plunge in mid-April.</p>\n<p>\"Other weird stuff is going on,\" mused Evercore ISI's Dennis DeBusschere, in a note attempting to explain the government-bond rally. \"SPAC's and Solar are getting hit hard on a relative basis, which is odd given the move lower in 10 year yields. Some are citing that the retail investor-sponsored names are getting hit in general as they move away from the market. And why are homebuilders underperforming with 10 year yields collapsing?\"</p>\n<p>Dave Nadig is a long-time student of market structure, including as one of the first developers of exchange-traded funds to help markets avoid another blow-up like 1987's Black Monday.</p>\n<p>Nadig thinks markets are healthy -- that is, working efficiently and staying resilient, even through hiccups like the meme-stock rampage in the past couple of months and the Archegos family office blow-up. What's become \"very fragile,\" in his words, is price discovery.</p>\n<p>\"There are some fundamental underpinnings of how markets work that are dissolving,\" he said in an interview. \"What we're realizing is that there's a lot more noise and randomness in the market than people are willing to admit. Mostly what's changed is information flow and data moving faster and faster. Any model you build today by definition fails to take into account an acceleration tomorrow.\"</p>\n<p>Take the Gamestop Corp. <a href=\"https://laohu8.com/S/GME\">$(GME)$</a>frenzy that erupted in January . After a group of disgruntled traders spent several weeks targeting short sellers by driving the price of that stock higher, \"It's no longer a normal stock -- it's an externality in the market that has ripple effects some investors may not even be aware of,\" Nadig said.</p>\n<p>Older investing models -- and algorithms -- are bumping up against new ones that take into account new conditions, a process Nadig calls \"an arms race,\" and one that's accelerated because of the modern speed of information flow and reaction functions.</p>\n<p>\"We're starting to see cracks in the traditional ways we've always analyzed markets,\" he said. \"We're no longer processing reality, we're processing information, and it gets priced in instantaneously. We've given up on analyzing.\"</p>\n<p>That means that a headline, say, about a pause in the use of Johnson &amp; Johnson's COVID-19 vaccine shares trade lower, Nadig said. It means that for that day, the entire \"re-opening\" trade -- and by extension, some cyclical trades and some value plays -- suffers.</p>\n<p>For Peter Andersen, who's managed money for nearly three decades and returned more than 40% for his clients in each of the the past two years, the market's fragility is frustrating. Andersen prides himself on \"fierce independence\" in stock selection that results in a macro-agnostic portfolio. Some of his recent investments have been in cybersecurity, data storage, and pet care.</p>\n<p>In the year to date, however, one of Andersen's top picks, <a href=\"https://laohu8.com/S/TRUP\">Trupanion</a> Inc. (TRUP), is down 33%, for no logical reason, he noted. \"It's as if someone thinks everyone is going to euthanize their pets!\"</p>\n<p>Stocks looked past the Johnson &amp; Johnson news to close higher for the week with both the Dow and S&amp;P500 index at new records. This whole year for me has been really challenging to try to figure out is there any momentum, what direction is it going in and what's responsible for it.\"</p>\n<p>As if the horrors of the global coronavirus pandemic weren't enough of a curveball, the past 12 months have thrown up a slew of other headwinds against smooth market sailing. There's the surge of retail traders bent on using the stock market as a gambling casino , and a national politics so bitter that the presidential election turned bloody.</p>\n<p>And that's not even counting the more existential questions: what's the right level for a stock market that plunged 33% in about two weeks just a year ago? How much of that gain comes down to policy stimulus and how much is real? How much of the expected economic rebound is already priced in? What happens if the vaccine promise falls short? What if this is as good as it gets?</p>\n<p>Taken together, it leaves people who manage money, their clients, and the companies that advise them, just as befuddled as Andersen, with almost as many perceived red flags as there are theories as to what's causing it all.</p>\n<p>\"The most common observation we get from clients is that markets don't \"feel right\", and we absolutely get that,\" wrote Nicholas Colas, co-founder of DataTrek Research, in a recent note. \"For us, a big piece of this unease comes from the novelty of seeing capital markets go from distress to euphoria in such a short period of time.\"</p>\n<p>Market observers point to all manner of weird quirks that seem to confirm something is askew. Among other things, trading volumes have plunged to start 2021.</p>\n<p><img src=\"https://static.tigerbbs.com/0fb6bad128839dbcf6e9ba87c8620e88\" tg-width=\"647\" tg-height=\"426\"></p>\n<p>To be sure, the elevated volumes in 2020 were just that -- an outlier. But by some estimates, inexperienced amateur traders now make up as much as 20% of all volume in the markets. And even if all of them aren't out gunning for short-sellers, they still have very different priorities and incentives than much of the rest of the market.</p>\n<p>Also unsettling was the spike U.S. Treasury yields in only a few weeks in the first quarter this year, spooking stock-market investors, followed by several weeks of Federal Reserve policymakers reassuring markets that any interest rate rises wouldn't start until 2023 and would be telegraphed well in advance. Strangely then, rosy economic data seemingly caused bond yields to plunge in mid-April.</p>\n<p>\"Other weird stuff is going on,\" mused Evercore ISI's Dennis DeBusschere, in a note attempting to explain the government-bond rally. \"SPAC's and Solar are getting hit hard on a relative basis, which is odd given the move lower in 10 year yields. What's become \"very fragile,\" in his words, is price discovery.</p>\n<p>\"There are some fundamental underpinnings of how markets work that are dissolving,\" he said in an interview. \"What we're realizing is that there's a lot more noise and randomness in the market than people are willing to admit. Mostly what's changed is information flow and data moving faster and faster. Any model you build today by definition fails to take into account an acceleration tomorrow.\"</p>\n<p>Take the Gamestop Corp. <a href=\"https://laohu8.com/S/GME\">$(GME)$</a>frenzy that erupted in January .
