After a decade of low inflation, the Fed is now aiming for inflation moderately above 2%.</p><p>The Fed's ability to explain away any potential rise in inflation has big implications for various asset classes, including stocks and bonds.</p><p>IS TAPERING ON THE HORIZON?</p><p>The Fed has pledged to continue its purchases of $120 billion a month in government debt until \"substantial further progress\" is made in the economic recovery from the coronavirus pandemic.</p><p>Fed Chair Jerome Powell on April 14 said the U.S. central bank expects to reduce its monthly bond purchases before it commits to a rate increase, although both changes could be months, if not years in the future. Investors will be watching to see if Powell says anything further about the timing of possible changes, said Roberto Perli, founding partner of Cornerstone Macro.</p><p>But strong economic data has investors looking for any signs the Fed may be starting to talk about tapering its purchases.</p><p>\"I think the next two months of economic numbers are going to be quite good,\" said Andy Brenner, head of international fixed income at National Alliance, who expects the Fed to comment on tapering as soon as June.</p><p>WHAT ABOUT THE INTEREST RATE ON EXCESS RESERVES?</p><p>The interest rate on excess reserves (IOER), currently set at 0.1%, and the overnight reverse repurchase rate (RRP), currently set at 0%, help the Fed keep its key policy rate, the federal funds rate, within the target range. The range was cut to between zero and 0.25% a year ago at the start of the coronavirus pandemic.</p><p>The IOER has historically been adjusted when the fed funds rate comes within 5 basis points of the upper or lower bound of the target range. Analysts at Jefferies said it is too early to anticipate a tweak.</p><p>PRICEY STOCKS?</p><p>With U.S. stocks at record highs the Fed may have to field questions about whether valuations have gotten out of hand.</p><p>The S&P 500 index's forward 12-month price-to-earnings ratio, at 22.3, is the highest since the dot-com days, raising concerns about a stock market bubble.</p><p>Earlier this month, Powell acknowledged that some asset prices are elevated relative to some historical metrics. Even so, the Fed has said it doesn't see red flags in valuations.</p><p>The Fed's first policy meeting after the high-profile implosion of New York fund Archegos Capital could invite fresh questions about excessive use of leverage and risks to the overall market.</p><p>Powell told CBS's \"60 Minutes\" in April that the Fed was analyzing why some banks lost billions of dollars during the Archegos episode, but said systemic risks were unlikely.</p><p>ANY TWEAKS TO BOND BUYING?</p><p>After a dramatic selloff in the first quarter, Treasury yields have stabilized, obviating the need for the Fed to adjust</p><p>asset purchases imminently to bolster prices. Still, Powell may be asked about a smaller recalibration by the Fed.</p><p>Earlier in April, Lorie Logan, an executive vice president at the New York Fed, said the regional bank may make minor adjustments to keep its Treasury purchases proportional to the outstanding supply of Treasuries and Treasury inflation-protected securities <a href=\"https://laohu8.com/S/TIPS\">$(TIPS)$</a>.</p><p>The overall amount of debt purchased will stay the same, but the Fed is expected to decrease its purchases of TIPS and increase its purchases in the seven-to-20-year range. After a decade of low inflation, the Fed is now aiming for inflation moderately above 2%.</p><p>The Fed's ability to explain away any potential rise in inflation has big implications for various asset classes, including stocks and bonds.</p><p>IS TAPERING ON THE HORIZON?</p><p>The Fed has pledged to continue its purchases of $120 billion a month in government debt until \"substantial further progress\" is made in the economic recovery from the coronavirus pandemic.</p><p>Fed Chair Jerome Powell on April 14 said the U.S. central bank expects to reduce its monthly bond purchases before it commits to a rate increase, although both changes could be months, if not years in the future. Investors will be watching to see if Powell says anything further about the timing of possible changes, said Roberto Perli, founding partner of Cornerstone Macro.</p><p>But strong economic data has investors looking for any signs the Fed may be starting to talk about tapering its purchases.</p><p>\"I think the next two months of economic numbers are going to be quite good,\" said Andy Brenner, head of international fixed income at National Alliance, who expects the Fed to comment on tapering as soon as June.</p><p>WHAT ABOUT THE INTEREST RATE ON EXCESS RESERVES?</p><p>The interest rate on excess reserves (IOER), currently set at 0.1%, and the overnight reverse repurchase rate (RRP), currently set at 0%, help the Fed keep its key policy rate, the federal funds rate, within the target range. The range was cut to between zero and 0.25% a year ago at the start of the coronavirus pandemic.</p><p>The IOER has historically been adjusted when the fed funds rate comes within 5 basis points of the upper or lower bound of the target range. Analysts at Jefferies said it is too early to anticipate a tweak.</p><p>PRICEY STOCKS?</p><p>With U.S. stocks at record highs the Fed may have to field questions about whether valuations have gotten out of hand.</p><p>The S&P 500 index's forward 12-month price-to-earnings ratio, at 22.3, is the highest since the dot-com days, raising concerns about a stock market bubble.</p><p>Earlier this month, Powell acknowledged that some asset prices are elevated relative to some historical metrics. Intel's big mistakes</b></p>\n<p><b>Intel</b> (NASDAQ:INTC), the world's largest manufacturer of x86 CPUs for PCs and data centers, suffered a chip shortage in 2018 after its troubled development of new 10nm chips impacted its production of 14nm chips. It hadn't resolved that shortage when it stumbled again last year by delaying the launch of its new 7nm chips. Declining memory chip prices</b></p>\n<p>Meanwhile, memory chip prices soared in 2017 and 2018, but declined in 2019 and 2020 amid sluggish demand from the PC and smartphone markets. In response, top DRAM and NAND chipmakers -- including <b>Samsung</b>,<b>SK Hynix</b>, and <b>Micron Technology</b> (NASDAQ:MU)-- curbed their output before the pandemic.</p>\n<p><b>3. The COVID-19 crisis</b></p>\n<p>In short, the market was already wobbly when the pandemic started last year. However, the pandemic temporarily disrupted semiconductor shipments as global demand for new mobile devices, PCs, and data center upgrades surged in response to remote work, online learning, and other stay-at-home trends.</p>\n<p>Most chipmakers recovered from their initial disruptions, and TSMC stayed online because its most advanced plants in Taiwan weren't affected. Memory chipmakers also quickly ramped up their production again in response to that rising demand.</p>\n<p>But the chip sector still couldn't satisfy the market's appetite for new chips. TSMC's fabs have already been running at over-100% utilization over the past 12 months, and it recently announced it would spend $100 billion over the next three years to expand its operations. Intel also recently warned that the global chip shortage could last two more years and would require \"immense\" investments to resolve.</p>\n<p><b>4. Secular tailwinds</b></p>\n<p>Global demand for chips has generally been cyclical over the past few decades. However, the secular growth of new technologies -- including cloud services,5G networks, and AI services -- is feeding a \"super cycle\" of chip upgrades that could last much longer than a traditional cycle.</p>\n<p>Connected devices, such as smartphones and cars, require a growing number of chips.<b>Skyworks Solutions</b> (NASDAQ:SWKS), which produces wireless chips for a wide range of industries, expects each 5G smartphone to use $25 worth of front-end chips, compared to $18 per 4G devices and just $8 per 3G device.</p>\n<p>Skyworks also expects nearly three-quarters of all cars to ship with cellular connectivity by 2024. IHS and Deloitte estimate the costs of all electronic components in cars accounted for 45% of their costs in 2020, up from just 18% in 2000, and that ratio could keep rising.</p>\n<p>Many chipmakers expected this supercycle to significantly boost their sales prior to the pandemic, but the crisis accelerated many of those trends while temporarily disrupting their shipments. That pressure will likely cause the global chip shortage to drag on.</p>\n<p><b>5.
