The capital gains rate on profits from investment securities is currently 20% for top earners.</p>\n<p>If history is any guide — and if Biden can even get the idea through Congress — there’s going to be a stock market sell-off in some form as some rich investors take advantage of lower rates before they climb.</p>\n<p>And Zagorski, a 27-year-old mechanical engineer from Detroit, Mich. with years of investing experience, will be there waiting. “My opinion on investing is very long-term,” he told MarketWatch. “I look at something like this as an opportunity to buy and hold.”</p>\n<p>Martin Sanchez, another relatively new investor, who started buying individual stocks in 2018, agrees. “I think there’s a buying opportunity for millennials if we do see a huge sell-off,” said the 27-year-old Winston Salem, N.C. resident, who works in the tech sector.</p>\n<p>If Sanchez sees the opening, he might buy up some shares in companies that focus on web security, giving him a chance to spread out his holdings, which are heavier in stocks like DisneyDIS,0.38%and TeslaDIS,0.38%.Sanchez is watching Biden’s tax proposals closely.</p>\n<p>There are a lot of open questions about the possible capital gains rate hike. Will Biden include the idea in the “American Families Plan” that he’s expected to unveil on Wednesday? How many other tax hikes targeting rich household will that plan include? Will it pass Congress?</p>\n<p>But another question is: What does this potential tax increase mean for a new generation of retail investors?</p>\n<p>By now, newer investors have gone through the 2020 market’s fall and rise, and weathered the meme stock trading frenzy that put companies like GameStopGME,3.18%on a share price rollercoaster. Do they stand to gain from an estimated$178 billionin selling that could occur prior to the rate increase?</p>\n<p>“There are some who may view it as, ‘Oh, here’s my opportunity to get on board,’” said James Angel, a professor at Georgetown University’s McDonough School of Business.</p>\n<p>But like so much else based on the potential rate hikes, there are big open questions on how new investors — and investors in general — will react. “Does it create opportunity? Well, maybe,” Angel said. “But you have to look carefully on stock-by-stock basis.”</p>\n<p>Indeed,a share price might have little to do with the tax environment,one investor note said Friday. “Ultimately, other factors such as the outlook for economic growth, monetary policy, and interest rates are much more powerful drivers of equity market returns and valuations,” wrote Mark Haefele, chief investment officer for global wealth management at UBS.</p>\n<p>‘One would expect people to start selling off’</p>\n<p>When President Ronald Reagan signed theTax Reform Act of 1986,he lowered the top income-tax rate from 50% to 28%.</p>\n<p>The Republican president also changed the tax code in order to treat long-term capital gains as ordinary income, instead of giving capital gains a preferential rate. That bumped the capital gains rate up to 28% for rich households.</p>\n<p>In the lead up to the changes during tax year 1986, there was a 60% rise in sales on all sorts of capital assets, according to researchers at the nonpartisan U.S. Congress committee Joint Committee on Taxation, and the Tax Policy Center, a think tank.</p>\n<p>Ahead of a 2013 change — which brought the long-term capital gains rate from 15% to 20% and tacked on the 3.8% Net Investment Income Tax — there was a 40% rise in capital gains “realizations,”the researchers said, meaning investors were selling their holdings.</p>\n<p>History could repeat itself, one of the authors told MarketWatch.</p>\n<p>“Certainly, one would expect people to start selling off,” said Robert McClelland, a senior fellow at the Tax Policy Center. “How much, I don’t know.”</p>\n<p>But McClelland noted it’s important to remember that many stock market buyers are foreign investors and retirement accounts, including 401(k) plans or pension plans, rather than individual investors operating through a brokerage account.</p>\n<p>Foreign investors own about 40% of stock market equity and retirement accounts own about 30%, according toestimateslast year from McClelland’s Tax Policy Center colleagues. The group built out warehousing and delivery infrastructure and supply-chain technologies through this division for a decade, before formally spinning out the company in 2017. Since then, JD Logistics has continued to serve JD.com, alongside offering services to external clients.</p>\n<p>The company operated more than 900 warehouses across China by the end of 2020, with its logistics network using high-tech tools like self-driving vehicles and autonomous robots. Its 32 “smart mega warehouses” across China include a fully unmanned center in Shanghai.</p>\n<p>Since being spun off in 2017, JD Logistics has grown quickly, with revenue growth of 32% between 2018 and 2019 and 47% from 2019 to 2020. It recorded net losses of more than 2 billion yuan ($300 million) in both 2018 and 2019, and a net loss of 4 billion yuan in 2020. That makes Amazon one of the world’s largest enterprise computing companies—bigger thanOracle(ORCL),SAP(SAP), orSalesforce.com(CRM). Amazon’s online retail business had revenue of $52.9 billion, up 41%. Third-party seller services like fulfillment and delivery were up 60%, to $23.7 billion (roughly the size ofFedEx). Subscription services, mostly Amazon Prime, had revenue of $7.6 billion, up 36%, for a run rate north of $30 billion (slightly bigger thanNetflix). “Other” revenue—mostly advertising—reached $6.9 billion, up 77%.</p>\n<p>Amazon’s market value is now $1.7 trillion, which trails justApple(AAPL) andMicrosoft(MSFT) among U.S. listed companies.</p>\n<p>Despite the huge numbers, Amazon’s stock has actually looked pedestrian for almost a year now. It’s up just 6% year to date versus 15% for the S&P 500 index. There are several reasons for investor caution, including the CEO turnover. Large tech companies have a mixed record when it comes to replacing founder CEOs.</p>\n<p>The success story is Apple CEO Tim Cook, who took over the top job from Steve Jobs in 2011. Apple shares are up 1,000% since he took over.</p>\n<p>The cautionary tale is Microsoft, where Steve Ballmer succeeded Bill Gates as CEO in January 2000, and stayed in the role for 14 years. Microsoft’s sales tripled with Ballmer at the helm, but the stock went nowhere.</p>\n<p>There are also worries that Amazon’s e-commerce growth could slow as the economy reopens. Amazon could get its way, but having to ask highlights the risk that regulators now pose.</p>\n<p>The worst case scenario—one reflected in a package of bills under consideration in the U.S. House of Representatives—could force Amazon to shed operations that directly compete with customers, meaning its third-party retailers. As has been the case for most of the past year, Buffett was active in the financial sector, mostly reducing Berkshire Hathaway's positions in banks. At the company's annual investor day earlier this month, Buffett provided some explanation for all the stock selling he's done in that sector.</p>\n<p>\"I like banks generally,\" he said, \"I just didn't like the proportion we had compared to the possible risk if we got the bad results that so far we haven't gotten.\"</p>\n<p>Let's review the three big changes Buffett and Berkshire Hathaway made to their bank holdings in the first quarter.</p>\n<p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/c2da7d6438277757a73f9e626ebc6fc2\" tg-width=\"700\" tg-height=\"466\"><span>Image source: Getty Images.</span></p>\n<h2>1. All but eliminating Wells Fargo</h2>\n<p>Everyone knew it was coming, but Buffett all but made it official last quarter, nearly eliminating his position in his onetime favorite bank, <b>Wells Fargo</b> (NYSE:WFC). Berkshire Hathaway sold 51.7 million shares, dropping its stake to a mere 675,000 shares valued at $26.3 million.</p>\n<p>This essentially ends what was an epic run for the Oracle of Omaha and Wells Fargo. Buffett first purchased shares in the large U.S. bank in 1989, and by 1994, he had acquired more than 13% of its outstanding shares. At the end of the third quarter of 2019, before the pandemic, Buffett's stake, which had a rough original cost basis of just below $9 billion, was worth close to $20 billion. And at <a href=\"https://laohu8.com/S/AONE\">one</a> point back in 2017, it was reportedly worth as much as $29 billion.</p>\n<p>But as the fallout of Wells Fargo's phony accounts scandal and other revelations about its consumer abuses continued to play out, Buffett began to lose faith in the institution and started trimming his position. It looks like Buffett ultimately ended up making much less on his Wells Fargo investment than he could have, considering he sold more than 323 million shares between the end of Q1 2020 and the end of Q1 2021. During that 12-month period, the bank's shares traded from a low of $21.45 to a high of $39.07. At the end of 2019, they traded north of $53.</p>\n<p>The stock closed at $45.73 on Thursday, and many investors still believe Wells Fargo is undervalued these days, trading at 135% tangible book value (equity minus intangible assets and goodwill). Bank valuations have shot up in recent months, and Wells Fargo in particular could see more tailwinds when the Federal Reserve lifts the $1.95 trillion asset cap that the bank has been operating under since 2018.</p>\n<h2>2. Dumping <a href=\"https://laohu8.com/S/SYF\">Synchrony Financial</a></h2>\n<p>Last quarter, Berkshire Hathaway also eliminated its entire stake in the consumer finance credit card company <b>Synchrony Financial </b>(NYSE:SYF), selling its 21.1 million shares. Synchrony uses what it calls a \"partner-centric\" business model under which it teams up with leading retailers and digital brands that promote Synchrony's credit cards. Consumers can get deals on specific purchases by opening Synchrony credit cards, which are often branded under a retailer's name.</p>\n<p>While I wouldn't say I saw this move coming, it doesn't entirely surprise me. Over the last year, Buffett has become even more selective about which banks he wants to own. He seems to be picking a winner or two in each banking industry subcategory -- for instance, he sold his stake in America's largest bank, <b>JPMorgan Chase</b>, and loaded up on America's second-largest bank, <b>Bank of America</b>.</p>\n<p>Considering that Buffett already has a huge position in <b>American <a href=\"https://laohu8.com/S/EXPR\">Express</a></b>, and loves the brand, that is likely going to be his pick for a credit-card-focused holding. Berkshire Hathaway likely made a good profit on that Synchrony investment, though, considering that the stock hit its highest level ever during Q1.</p>\n<h2>3. Trimming U.S. Bancorp again</h2>\n<p>Berkshire Hathaway also sold about 1.45 million shares of <b>U.S. Bancorp</b> (NYSE:USB) in the first quarter -- but it still owns nearly 129.7 million shares. The Oracle of Omaha has sold small quantities of shares of the Minnesota-based regional bank a few times over the last year, and it's a bit unclear why. It does appear that he has made U.S. Bancorp his regional bank pick, though. He sold off his other regional bank holdings, including his stakes in <b>PNC Financial Services Group</b> and <b>M&T Bank</b>, in the fourth quarter of 2020. </p>\n<p>One possible explanation relates to Buffett's well-known desire to keep his stakes in those banks below 10%, so he can avoid the additional reporting requirements that a higher ownership level would trigger. At the end of the first quarter, Buffett owned about 8.7% of U.S. Bancorp's outstanding shares. So his stock sale may have simply been a move to prepare for the bank's planned share repurchases, which should accelerate later this year. As has been the case for most of the past year, Buffett was active in the financial sector, mostly reducing Berkshire Hathaway's positions in banks. At the company's annual investor day earlier this month, Buffett provided some explanation for all the stock selling he's done in that sector.\n\"I like banks generally,\" he said, \"I just didn't like the proportion we had compared to the possible risk if we got the bad results that so far we haven't gotten.\"\nLet's review the three big changes Buffett and Berkshire Hathaway made to their bank holdings in the first quarter.\nImage source: Getty Images.\n1. All but eliminating Wells Fargo\nEveryone knew it was coming, but Buffett all but made it official last quarter, nearly eliminating his position in his onetime favorite bank, Wells Fargo (NYSE:WFC). Berkshire Hathaway sold 51.7 million shares, dropping its stake to a mere 675,000 shares valued at $26.3 million.\nThis essentially ends what was an epic run for the Oracle of Omaha and Wells Fargo. Buffett first purchased shares in the large U.S. bank in 1989, and by 1994, he had acquired more than 13% of its outstanding shares. At the end of the third quarter of 2019, before the pandemic, Buffett's stake, which had a rough original cost basis of just below $9 billion, was worth close to $20 billion. And at one point back in 2017, it was reportedly worth as much as $29 billion.\nBut as the fallout of Wells Fargo's phony accounts scandal and other revelations about its consumer abuses continued to play out, Buffett began to lose faith in the institution and started trimming his position. It looks like Buffett ultimately ended up making much less on his Wells Fargo investment than he could have, considering he sold more than 323 million shares between the end of Q1 2020 and the end of Q1 2021. During that 12-month period, the bank's shares traded from a low of $21.45 to a high of $39.07. At the end of 2019, they traded north of $53.\nThe stock closed at $45.73 on Thursday, and many investors still believe Wells Fargo is undervalued these days, trading at 135% tangible book value (equity minus intangible assets and goodwill). Bank valuations have shot up in recent months, and Wells Fargo in particular could see more tailwinds when the Federal Reserve lifts the $1.95 trillion asset cap that the bank has been operating under since 2018.\n2. Dumping Synchrony Financial\nLast quarter, Berkshire Hathaway also eliminated its entire stake in the consumer finance credit card company Synchrony Financial (NYSE:SYF), selling its 21.1 million shares. Synchrony uses what it calls a \"partner-centric\" business model under which it teams up with leading retailers and digital brands that promote Synchrony's credit cards. Consumers can get deals on specific purchases by opening Synchrony credit cards, which are often branded under a retailer's name.\nWhile I wouldn't say I saw this move coming, it doesn't entirely surprise me. Over the last year, Buffett has become even more selective about which banks he wants to own. He seems to be picking a winner or two in each banking industry subcategory -- for instance, he sold his stake in America's largest bank, JPMorgan Chase, and loaded up on America's second-largest bank, Bank of America.\nConsidering that Buffett already has a huge position in American Express, and loves the brand, that is likely going to be his pick for a credit-card-focused holding. Berkshire Hathaway likely made a good profit on that Synchrony investment, though, considering that the stock hit its highest level ever during Q1.\n3. Trimming U.S. Bancorp again\nBerkshire Hathaway also sold about 1.45 million shares of U.S. Bancorp (NYSE:USB) in the first quarter -- but it still owns nearly 129.7 million shares. The Oracle of Omaha has sold small quantities of shares of the Minnesota-based regional bank a few times over the last year, and it's a bit unclear why. It does appear that he has made U.S. Bancorp his regional bank pick, though. He sold off his other regional bank holdings, including his stakes in PNC Financial Services Group and M&T Bank, in the fourth quarter of 2020. \nOne possible explanation relates to Buffett's well-known desire to keep his stakes in those banks below 10%, so he can avoid the additional reporting requirements that a higher ownership level would trigger. At the end of the first quarter, Buffett owned about 8.7% of U.S. Bancorp's outstanding shares. So his stock sale may have simply been a move to prepare for the bank's planned share repurchases, which should accelerate later this year. But he has since changed his mind.\n\n“Black Swan” author Nassim Taleb on Friday criticized bitcoin as a “gimmick,” telling CNBC he believes it’s too volatile to be an effective currency and it’s not a safe hedge against inflation.\n“Basically, there’s no connection between inflation and bitcoin. None. I mean, you can have hyperinflation and bitcoin going to zero. There’s no link between them,” Taleb said in a “Squawk Box” interview.\n“It’s a beautifully set up cryptographic system. It’s well made but there’s absolutely no reason it should be linked to anything economic,” added Taleb, whose bestselling 2007 book examined highly improbable events and their potential to cause severe consequences. He said bitcoin has characteristics of what he calls a Ponzi scheme that’s right out in the open.\nA Ponzi scheme is a type of fraud whereby crooks steal money from investors and mask the theft by funneling returns to clients from funds contributed by newer investors.\nTaleb had once held favorable views toward bitcoin, which was created in 2009 and is the world’s largest cryptocurrency by market value. However, he told CNBC he was “fooled by it initially” because he thought it could develop into a currency used in transactions.\n“Something that moves 5% a day, 20% in a month — up or down — cannot be a currency. It’s something else,” said Taleb, a former derivatives trader who serves as scientific advisor to hedge fund Universa Investments.\n“I bought into it ... not willing to have capital appreciation, so much as wanting to have an alternative to the fiat currency issued by central banks: A currency without a government,” Taleb said. “I realized it was not a currency without a government. It was just pure speculation. It’s just like a game ... I mean, you can create another game and call it a currency.”\nWhile some businesses do accept bitcoin as payment for goods and services, including electric vehicle maker Tesla, there are those in the crypto community who think it’s actually an asset and store of value. Bitcoin, which has its supply capped at 21 million tokens, has been described as “digital gold.”\n“It’s easily transportable and can be sent anywhere in the world if you have a smartphone so it’s a much better version, as a store of value, than gold,” famed value investor Bill Miller told CNBC earlier this week.\n“With bitcoin, volatility is the price you pay for performance,” added Miller, who has also previously contended bitcoin grows less risky as adoption and its price increases.\nIndeed, the price of bitcoin has soared higher in recent months — rising from under $11,000 per unit as recently as October to an all-time high of nearly $65,000 last week. Increased institutional adoption has been cited as one factor in its climb.\nIn keeping with its propensity for wild price swings, bitcoin has tumbled in the days since, ultimately breaking below $50,000 per token earlier Friday, a 23% drop in a little more than a week. However, the price has still risen more than 70% year to date,according to Coindesk.\nBitcoin has received long-term price targets between $400,000 and $600,000 per token from some people in the investment community, including Guggenheim Partners’Scott Minerd; others have projected even higher than that.\nTaleb suggested bitcoin’s price is not what informs his now-critical view, saying “bitcoin could go to $1 million” and it wouldn’t change his argument. “These gimmicks, you have bitcoin today. You may have another one tomorrow. They come and go, and there’s no systematic link between them and the claims they make,” he added.\nInvestors who are worried about inflation would be better off purchasing property than investing in bitcoin, Taleb said. “If you want to hedge against inflation, buy a piece of land. Grow, I don’t know, olives on it. You’ll have olive oil. The cruise line moved higher despite having to remove two young passengers who tested positive for COVID-19 along with their families on the first test cruise of its <i>Adventure of the Seas</i> ship.</li>\n <li>Steelcase moved 9% higher. The office furniture specialist moved higher after posting better-than-expected quarterly results.</li>\n <li>Finally we have Osprey Bitcoin Trust slipping 6%. The crypto market continues to correct, and the single-asset trust continues to trade at a steep premium to its net assets.</li>\n</ul>\n<p>The three stocks averaged a 2.3% increase for the week. The <b>S&P 500</b> rose 2.7%, so I actually won this week. Right now, I see <b>Norwegian Cruise Line</b> (NYSE:NCLH), <b><a href=\"https://laohu8.com/S/WBA\">Walgreens Boots Alliance</a></b> (NASDAQ:WBA), and Osprey Bitcoin Trust as vulnerable investments in the near term. Here's why I think these are three stocks to avoid this week.</p>\n<p class=\"t-img-caption\"><img src=\"https://static.tigerbbs.com/1097179481e56c16510cda0caeedd0eb\" tg-width=\"700\" tg-height=\"466\"><span>Image source: Getty Images.</span></p>\n<h2>1. Norwegian Cruise Line</h2>\n<p>Last week's costly extraction of a pair of passengers with the COVID-19 virus should be concerning to folks who want to start sailing again. Having unvaccinated passengers hitting exotic ports-of-call in impoverished islands that are not as far along in the recovery cycle is going to make for a long recovery.</p>\n<p>Norwegian Cruise Line is the smallest of the three major cruise line operators, and it's also the most susceptible to any future setbacks. With the cruise line stocks already commanding pre-pandemic enterprise values, there isn't a lot of upside if things go right -- and plenty of downside if things go wrong.</p>\n<h2><b>2. Walgreens Boots Alliance</b></h2>\n<p>There aren't a lot of companies stepping up with fresh quarterly results this week. One that stands out as potentially problematic is Walgreens Boots Alliance. The drugstore chain and provider of pharmacy services reports on Thursday morning.</p>\n<p>Analysts aren't holding out for much. They see $33.76 billion in revenue for the fiscal third quarter, a 3% decline over the past year. Wall Street pros are holding out for a profit of $1.17 a share, but that's exactly what they were forecasting for last year's fiscal third quarter. Walgreens wound up earning just $0.71 a share. That was a crazy quarter in the wake of the pandemic, but Walgreens Boots Alliance has fallen short of analyst profit targets in two of the past four quarters.</p>\n<p>It's also not a good sign that drugstore rival <b>Rite Aid</b> (NYSE:RAD) plummeted 19% last week after posting disappointing quarterly results. Rite Aid -- which sold a bunch of its stores to Walgreens three years ago -- topped expectations, but its guidance proved to be problematic. Walgreens Boots Alliance has a lot to prove this week.</p>\n<h2>3. Osprey Bitcoin Trust</h2>\n<p>You should never pay more than you have to for something, and that's my beef with Osprey Bitcoin Trust, a small exchange-traded trust that owns nothing but <b>Bitcoin</b> (CRYPTO:BTC). Crypto has been falling out of favor in recent weeks, but Osprey Bitcoin Trust hasn't tumbled as hard.</p>\n<p>Over the past three weeks we've seen Osprey Bitcoin Trust's premium increase from 12% to 18% to 26% to what is now 30%. Osprey Bitcoin Trust closed at $14.22 last week. It only owns $10.97 a share in Bitcoin. The cruise line moved higher despite having to remove two young passengers who tested positive for COVID-19 along with their families on the first test cruise of its Adventure of the Seas ship.\nSteelcase moved 9% higher. The office furniture specialist moved higher after posting better-than-expected quarterly results.\nFinally we have Osprey Bitcoin Trust slipping 6%. The crypto market continues to correct, and the single-asset trust continues to trade at a steep premium to its net assets.\n\nThe three stocks averaged a 2.3% increase for the week. The S&P 500 rose 2.7%, so I actually won this week. Right now, I see Norwegian Cruise Line (NYSE:NCLH), Walgreens Boots Alliance (NASDAQ:WBA), and Osprey Bitcoin Trust as vulnerable investments in the near term. Norwegian Cruise Line\nLast week's costly extraction of a pair of passengers with the COVID-19 virus should be concerning to folks who want to start sailing again. Having unvaccinated passengers hitting exotic ports-of-call in impoverished islands that are not as far along in the recovery cycle is going to make for a long recovery.\nNorwegian Cruise Line is the smallest of the three major cruise line operators, and it's also the most susceptible to any future setbacks. With the cruise line stocks already commanding pre-pandemic enterprise values, there isn't a lot of upside if things go right -- and plenty of downside if things go wrong.\n2. Walgreens Boots Alliance\nThere aren't a lot of companies stepping up with fresh quarterly results this week. One that stands out as potentially problematic is Walgreens Boots Alliance. The drugstore chain and provider of pharmacy services reports on Thursday morning.\nAnalysts aren't holding out for much. They see $33.76 billion in revenue for the fiscal third quarter, a 3% decline over the past year. Wall Street pros are holding out for a profit of $1.17 a share, but that's exactly what they were forecasting for last year's fiscal third quarter. Walgreens wound up earning just $0.71 a share. That was a crazy quarter in the wake of the pandemic, but Walgreens Boots Alliance has fallen short of analyst profit targets in two of the past four quarters.\nIt's also not a good sign that drugstore rival Rite Aid (NYSE:RAD) plummeted 19% last week after posting disappointing quarterly results. Rite Aid -- which sold a bunch of its stores to Walgreens three years ago -- topped expectations, but its guidance proved to be problematic. Walgreens Boots Alliance has a lot to prove this week.\n3. Osprey Bitcoin Trust\nYou should never pay more than you have to for something, and that's my beef with Osprey Bitcoin Trust, a small exchange-traded trust that owns nothing but Bitcoin (CRYPTO:BTC). Crypto has been falling out of favor in recent weeks, but Osprey Bitcoin Trust hasn't tumbled as hard.\nOver the past three weeks we've seen Osprey Bitcoin Trust's premium increase from 12% to 18% to 26% to what is now 30%. Osprey Bitcoin Trust closed at $14.22 last week. It only owns $10.97 a share in Bitcoin.
