"We don't have a recession in our baseline, but the risks are increasing; we're going to need a little bit of luck."</p><p>According to a Reuters survey of economists, GDP growth likely rebounded at a 2.4% annualized rate last quarter after contracting at a 0.6% pace in the second quarter. Estimates ranged from as low as a 0.8% rate to as high as a 3.7% pace.</p><p>The trade deficit appears to have narrowed sharply in part as slowing demand curbed the import bill. Exports also increased for much of last quarter. Economists estimate that the smaller trade gap added as much as 3.0 percentage points to GDP growth.</p><p>The data will have little impact on monetary policy, with Fed officials watching September personal consumption expenditures price data and third quarter labor cost numbers due on Friday, ahead of their Nov. 1-2 policy meeting.</p><p>The U.S. central bank has raised its benchmark overnight interest rate from near zero in March to the current range of 3.00% to 3.25%, the swiftest pace of policy tightening in a generation or more. That rate is likely to end the year in the mid-4% range, based on the Fed officials' own projections and recent comments.</p><p>Wild swings in trade and inventories were behind the contraction in GDP in the first half of the year.</p><h2>SLOWER CONSUMER SPENDING</h2><p>Growth in consumer spending, which accounts for more than two-thirds of U.S. economic activity, is expected to have slowed to about a 1.0% rate from the April-June quarter's 2.0% pace.</p><p>Consumer spending is being supported by a strong labor market, which is driving up wages. The Labor Department is expected to report on Thursday a modest increase in the number of people filing new claims for unemployment benefits last week, according to a Reuters survey.</p><p>Initial claims for unemployment benefits have remained significantly low despite reports of companies, mostly in the interest rate-sensitive sectors of the economy, laying off workers. A modest rebound in business spending on equipment is predicted after it contracted in the second quarter.</p><p>With consumer spending softening and import growth slowing, inventories are a wild card. Some economists believe inventories, which were the biggest drag on GDP in the second quarter, had a neutral impact on output last quarter. Others still expect them to have remained a burden on growth.</p><p>Final sales to private domestic purchasers, which exclude trade, inventories and government spending, are expected to have been flat, a sign that higher borrowing costs are starting to slow demand. This measure of domestic demand increased at a 0.5% rate in the second quarter.</p><p>Investment in the housing market, which has been hardest hit by higher borrowing costs, is expected to have dropped for the sixth straight quarter. A rebound is expected in government spending after five consecutive quarters of decline.</p><p>"We are starting to see the impacts of tightening come through on the demand side in the housing sector, which in turn should suggest that the Fed will eventually see some of that slowing in inflationary pressures," said Rhea Thomas, a senior economist at Wilmington Trust in Philadelphia.</p><p>While the pace of inventory accumulation has slowed in recent months, economists worry that a rising stockpile of unsold goods could trigger a recession. Retailers are finding themselves saddled with excess merchandise, because of easing supply chain bottlenecks and ebbing demand for goods, forcing them to offer discounts, which economists say may not be enough.</p><p>Business inventories increased at a rate of $110.2 billion in the second quarter, with economists expecting more or less a similar pace of accumulation last quarter. Inventory runoffs have been responsible for a number of recessions.</p><p>"Inventory runoffs do not get a whole lot of attention, but that's where I think the weak spot is," said Sung Won Sohn, a finance and economics professor at Loyola Marymount University in Los Angeles. "If inventory runs off, production declines, that hurts employment and therefore spending. At the same time, I have never seen the investing public swing from Fear Of Missing Out (FOMO) to Fear Of Holding On (FOHO) so rapidly inmy 30-year career. First of all, there is no day on which everything capitulates (a dramatic word for bottom) at the same time. Stocks, bonds, and commodities will bottom or top as asset classes at different times. Rotating or rebalancing between the three at inflection points can make a big difference in long-term returns.</p><p>Bonds are likely to bottom with yields peaking in advance of the stock market low, because stocks are generally long-duration assets with valuations that are inversely correlated with interest rates. If 3.5% turns out to be the peak in yields for this cycle, then the bottom in the stock market may be behind us. If not, then we probably have more work to do. At the same time, we should see commodities peak in advance of the stock market bottom, because that will indicate that the peak in inflation is behind us. Still, it is impossible to determine when a downtrend or uptrend has reversed until it has developed for some time.</p><p>Secondly, the securities within each asset class do not bottom at the same time. Financials may reverse back up sooner than materials, while Bank of America (BAC) may recover well before Coinbase Global (COIN). For these reasons, there are always opportunities to invest in the market. They are either plentiful or scarce, depending on the macroeconomic and monetary policy backdrop.</p><p>Here is the great irony of it all. In January, it felt like there were unlimited investment opportunities and that it would be relatively easy to make money over the coming 12-month period. Yet it was extremely difficult for me to find good investments at reasonable valuations. It could be done, but there was not a lot from which to choose. Today, I think there are countless attractive investment opportunities based on valuation, yield, and business prospects. I could buy 25 stocks today with a 12-24 month outlook and feel very confident that I would make money. First of all, there is no day on which everything capitulates (a dramatic word for bottom) at the same time. Stocks, bonds, and commodities will bottom or top as asset classes at different times. Rotating or rebalancing between the three at inflection points can make a big difference in long-term returns.Bonds are likely to bottom with yields peaking in advance of the stock market low, because stocks are generally long-duration assets with valuations that are inversely correlated with interest rates. If 3.5% turns out to be the peak in yields for this cycle, then the bottom in the stock market may be behind us. If not, then we probably have more work to do. At the same time, we should see commodities peak in advance of the stock market bottom, because that will indicate that the peak in inflation is behind us. Still, it is impossible to determine when a downtrend or uptrend has reversed until it has developed for some time.Secondly, the securities within each asset class do not bottom at the same time. Financials may reverse back up sooner than materials, while Bank of America (BAC) may recover well before Coinbase Global (COIN). For these reasons, there are always opportunities to invest in the market. They are either plentiful or scarce, depending on the macroeconomic and monetary policy backdrop.Here is the great irony of it all. In January, it felt like there were unlimited investment opportunities and that it would be relatively easy to make money over the coming 12-month period. I originally bought the stock at $3.41 in May 2013 for $3.40 for a 2916% gain after being stopped out in January of this year at $120. After large outsized gains in a position, I always set up an automated exit strategy to protect my gains. I wrote an article detailing my buy in 2013, "5 Tech Stocks To Buy With Solid Growth Trading Near Lows." The following is an excerpt from the article regarding the general premise:</p><blockquote><i>"I believe all these stocks have organic growth forthcoming based on secular catalysts in their respective businesses. These are long term buys. In the following section I will discuss why I think now is the time to buy and hold these five tech stocks for the long haul."</i></blockquote><p><b>Why I sold</b></p><p>Once I have substantial gain in a growth stock position and trend reversal is confirmed, which it was in December 2021 for AMD, I will set up an exit strategy to ensure I don't lose back all my gains. I set up an automatic sell stop limit order at a point where I feel I want to take profits. This takes the emotions out of it for me, and I can stop staring at the screen all day watching it crater, hoping for a turnaround.</p><p>Just FYI, on retirement income-generating positions, I do the exact opposite. On my sleep well at night ("SWAN") income positions, I set buy limit orders when the stock drops substantially below my cost basis, effectively increasing my yield on cost and payout. I rarely, if ever, sell my income-producing stocks. Now, let's get into why I bought back into AMD.</p><p><b>Why I bought back in</b></p><p>The fundamental story for AMD remains strong. I will cover this in detail in the next section. The primary reason I bought back the stock was that it bounced off major technical support and has taken the first few steps in fulfilling a well-defined trend reversal pattern. Plus, it should get a boost from the expected passing of the CHIPS Act. NVIDIA Corporation (NVDA), Advanced Micro Devices, and QUALCOMM Incorporated (QCOM) were some of the biggest gainers on Wednesday, July 20, as legislation to aid the semiconductor industry passed a key procedural vote in the U.S. Senate. On Tuesday, the Senate voted 64-34 to advance the bill some have called Chips-plus. Additional details of the legislation are still being worked out, as Seeking Alpha reported, but it has won the support from other lawmakers, including, apparently, Speaker of the House Nancy Pelosi. By banking the profits from $120 to $80, in my mind that gave me 40 points of cushion in the position, so I can take on slightly more risk. I have developed this technique of setting up automated exit strategies for growth positions and entry strategies for income positions over time after making the mistake of letting profits get away from me over the years.</p><p>It's not about attempting to time the market, it's about managing the position and risk. Nevertheless, the bottom line is AMD is growing like a weed and has been sold off indiscriminately as of late. A case of the baby being thrown out with the bath water. Now let's wrap this piece up!</p><p><b>The Wrap Up</b></p><p>With the 50% YTD selloff and the stock bouncing off major support at $80, AMD is a compelling buying opportunity. The semiconductor chip industry is and will remain a cornerstone to the United States and every government on the planet's ability to remain competitive. The Chip Act current going through Congress is a huge sign the government "gets it." The fact this one issue apparently has been able to bring the Republicans and Democrats together to pass the CHIPS Act in a bipartisan manner is telling of the considerable importance of semiconductors to the survival of our Republic.</p><p>I have complete faith that AMD will be much higher in another decade from now. On Tuesday, the Senate voted 64-34 to advance the bill some have called Chips-plus. Additional details of the legislation are still being worked out, as Seeking Alpha reported, but it has won the support from other lawmakers, including, apparently, Speaker of the House Nancy Pelosi.
