The Federal Reserve might not be able to cut interest rates as many times as markets had previously anticipated. That's because inflation has remained stubbornly above the Fed's 2% goal, the U.S. continues to add jobs, and President-elect Donald Trump's planned tax cuts could increase the already-high budget deficit.</p><p>A higher dollar is problematic for stocks. Most companies in the S&P 500 index generate some of their sales from overseas. Those are lower when translated into a stronger dollar. It could also hurt global economic demand, since the dollar is the world's reserve currency.</p><p>A rising greenback doesn't always put an immediate dent in the stock market. Other forces keep the economy and companies' earnings growing, and analysts expect earnings for S&P 500 companies to continue to grow over the next couple of years. But when the buck goes up enough, investors realize that it will have a noticeable impact on earnings.</p><p>The market seems as if it's beginning to take note. The S&P 500 has essentially flatlined in December, after hitting multiple records this year. With bond yields and the dollar both up this month, the stock market cooled off from its recent run.</p><p>"The surge in the dollar has been an underappreciated headwind on risk assets in the second half of 2024, one that will continue to weigh on earnings," writes Sevens Report's Tom Essaye.</p><p>Companies that are vulnerable to a higher dollar are seeing their stocks get hit.</p><p>Philip Morris International, with almost all of its sales outside the U.S., has seen its stock fall almost 5% this month, while S&P 500 consumer staples stocks overall have barely moved. Coca-Cola, with about two thirds of its revenue in the past 12 months coming from overseas according to FactSet, has seen its stock drop 1.5% this month.</p><p>Mondelez International, with about three quarters of its revenue from overseas, has seen its stock drop almost 5% this month. Deutsche Bank analyst Steve Powers downgraded the snacks company to Hold, partly because of the dollar, Powers wrote in a Wednesday note.</p><p>Oracle stock is down just over 7% in December. The software company gets about 45% of its revenue from overseas. Its fiscal second quarter earnings out this week, while beating estimates, included current quarter guidance for sales to increase 8% year over year to $14.38 billion. That's a few hundred million dollars short of analysts' previous forecasts of 10% growth. The company cited the stronger dollar.</p><p>The good news for U.S. investors is that the dollar has already made a move higher, and its strength is already becoming reflected in stock prices. If the dollar weakens next year, it will become a "tailwind," or a positive factor, for earnings. If the dollar index is down from 107 for the final quarter of next year, it would act as a factor supporting earnings growth.</p><p>But a break above 107 would indicate that currency traders have shifted their tone, more positively, on the dollar. If it breaks above 107 or 108 for an extended period, it could then race to new highs -- its record high is about 118 -- writes John Kolovos, chief technical strategists at Macro Risk Advisors. But when the buck goes up enough, investors realize that it will have a noticeable impact on earnings.</p><p>The market seems as if it's beginning to take note. The S&P 500 has essentially flatlined in December, after hitting multiple records this year. Its fiscal second quarter earnings out this week, while beating estimates, included current quarter guidance for sales to increase 8% year over year to $14.38 billion. The company cited the stronger dollar.</p><p>The good news for U.S. investors is that the dollar has already made a move higher, and its strength is already becoming reflected in stock prices. If the dollar weakens next year, it will become a "tailwind," or a positive factor, for earnings. The official declined to specify the exact value of the approved chip shipments and Emirati investment.</p><p style=\"text-align: start;\">A representative for the UAE did not respond to a request for comment, while Nvidia declined to comment. “The Commerce Department is fully committed to the transformational U.S.-UAE AI partnership deal,” a spokesperson said.</p><p style=\"text-align: start;\">The licenses mark the first permits for Nvidia AI chip sales to the Gulf nation since President Donald Trump took office. They are a tangible sign of progress on an agreement announced nearly five months ago, centered on a massive five-gigawatt data center in the Gulf nation’s capital that counts OpenAI as an anchor tenant. That accord has been the source of significant consternation in Washington, where some officials in the Trump administration and on Capitol Hill have questioned the wisdom of building such a large site outside the US, especially in a place where Beijing has developed significant business and economic ties.</p><p>Securing the permits is a top priority for the UAE, where some officials have grown frustrated with what they see as a slow pace of US approvals. G42 did not respond to a request for comment.</p><p style=\"text-align: start;\">It’s unclear when additional licenses may be issued, the people said, adding that it will depend in part on how the UAE’s specific investment plans unfold. Under the accord, the oil-rich UAE will match in investment what it receives in chip shipments, on a dollar-for-dollar basis.</p><p style=\"text-align: start;\">The Persian Gulf has major AI appetite and the money to back it, making the region among the world’s most important markets — and financiers — for technology giants like Nvidia and OpenAI. Gulf nations including the UAE and Saudi Arabia have been subject to US restrictions on advanced AI chip shipments since 2023, over concerns that the technology could be diverted to China, which is subject to more sweeping semiconductor controls.</p><p style=\"text-align: start;\">Under President Joe Biden, US officials significantly slowed those license approvals, as they worked on a global framework that ultimately capped the volume of chip sales to many nations including the UAE. Under that policy, which Trump’s team is not enforcing and has said it will formally rescind, companies could bypass national limits in exchange for security commitments.</p><p style=\"text-align: start;\">Biden’s team issued some licenses for chip shipments to the UAE toward the end of his term, people familiar with the matter said. Also under his administration, G42 struck a partnership with Microsoft Corp., based in large part on the Emirati firm’s promise to unravel ties with China’s Huawei Technologies Co.</p><p>Trump’s team, meanwhile, wants to go bigger. The Abu Dhabi data center was one of a spate of AI announcements to emerge from Trump’s trip to the Middle East in May. Officials have said the strategy is about both winning significant investment in the US and ensuring that Chinese companies such as Huawei don’t capture overseas customers in the AI race between the world’s two largest economies.</p><p style=\"text-align: start;\">“President Trump’s policy boxes China out of the Middle East whereas the previous administration’s policy forced these countries into China’s arms,” White House AI czar David Sacks said this week.</p><p style=\"text-align: start;\">Huawei has tried to woo customers in the UAE, Bloomberg reported in July, though it had gained little traction at the time. The company was offering potential clients a few thousand of its Ascend 910B AI chips, a generation-old model, plus remote access to more advanced systems located in China.</p><p>While Sacks and others have argued that’s a reason for the US to move faster, some Trump officials saw the small size of Huawei’s pitch as evidence that the Chinese hardware giant has a limited capacity to compete.</p><p>Prior to Trump’s trip, the US plan at one point had been to approve up to around 100,000 advanced AI chips annually, people familiar with the matter said. That later became up to 500,000 chips each year — an increase for which some officials feel the US did not get enough in return, particularly with regard to China-related issues. Some officials felt that the bilateral accord from May lacked sufficiently detailed security conditions for the chip shipments, headed to regions with close ties to Beijing.</p><p>Sacks previously said the “vast majority” of advanced chips in the UAE “will be owned and operated by American cloud companies” – in line with the arrangement for G42 to get a fifth of the total shipments to the country.</p><p>But when local companies like G42 might secure those licenses, and under what conditions, remains an open question.
