On September 15, it was revealed at the Shunyi session of the "Top Official Release·Beijing Tour" themed press conference series that since the 14th Five-Year Plan period (2021-2024), Shunyi District has achieved an average annual GDP growth of 5.8%, with total output reaching 238.8 billion yuan last year. Fixed asset investment grew at an average annual rate of 6.5%, crossing two 10-billion-yuan thresholds in three years, with total investment exceeding 60 billion yuan last year. Industrial output value grew at an average annual rate of 8.2%, reaching nearly 200 billion yuan last year and ranking among the top 3 in the city.
Cui Xiaohao, Deputy Secretary of Shunyi District Committee and District Mayor, introduced that in the first half of this year, Shunyi District's GDP continued to maintain its leading position among plain new cities, with district-level general public budget revenue ranking 4th citywide. Per capita disposable income of residents increased by 6% year-on-year, ranking 2nd in the city. All undertakings in the district advanced steadily, laying a solid foundation for achieving the 14th Five-Year Plan goals.
**One Out of Every 3 Cars Produced in Beijing Comes from Shunyi**
"For every 3 cars produced in Beijing, 1 comes from Shunyi," Cui Xiaohao stated. Since the 14th Five-Year Plan period, Shunyi District has cumulatively produced 1.65 million complete vehicles, with an output value of 336 billion yuan and average annual growth of 13%.
Currently, Shunyi District is constructing the Beijing-Tianjin-Hebei Intelligent Connected New Energy Vehicle Technology Ecological Port (Beijing Park) covering 2,500 acres, aiming to build a new energy vehicle parts industry development pattern that "supports Beijing-Tianjin-Hebei and radiates nationwide."
In accordance with the city's overall layout for high-precision industries, Shunyi District focuses on the "5+4" leading industry system, strengthening innovation-driven development and promoting "integration of two industries," making the foundation of the capital's industrial development district more solid and substantial.
Promoting high-end manufacturing to "take the lead," the district focuses on five major high-end manufacturing industries: "new energy smart vehicles, aerospace, third-generation semiconductors, smart equipment, and pharmaceutical health," further enhancing industrial development capabilities.
Shunyi District has deepened its new energy smart vehicle industry layout, gathering four major complete vehicle enterprises including "Li Auto, Beijing Hyundai, Mercedes-Benz New Energy, and BAIC Off-road Vehicles," along with 7 major R&D centers and over 150 upstream and downstream enterprises.
The aerospace industry has developed in clusters. As the domestic location with the most aviation service companies, largest industrial scale, and highest development level, Shunyi has over 220 aviation service companies with revenue of nearly 200 billion yuan last year, an 86% increase from 2020. Among the nation's 6 aviation central enterprise headquarters, 4 are located in Shunyi. Particularly in aircraft maintenance, leveraging AMECO's leading enterprise role, it has attracted over 20 maintenance companies, with annual industrial output value reaching 14 billion yuan, accounting for nearly 20% of the national total.
Shunyi District's pharmaceutical and health industry covers all categories of "three major medicines and four major medical fields," with over 110 above-scale enterprises and institutions. Pharmaceutical manufacturing output value exceeded 10 billion yuan, and pharmaceutical trade scale reached 100 billion yuan. It has gathered leading enterprises such as Sinopharm and Shanghai Pharma, as well as Chinese trade headquarters of multiple international pharmaceutical companies like Merck and Johnson & Johnson. Pharmaceutical trade scale has exceeded 100 billion yuan for two consecutive years, accounting for nearly one-third of the national total, with vaccine imports accounting for 95% of the national total.
Additionally, Shunyi District has built the nation's only pilot demonstration zone for rare disease drug supply, establishing an import facilitation channel centered on the "white list" system. It has approved 25 clinically urgently needed imported drugs and cooperates with over 30 global multinational pharmaceutical companies.
**Focusing on "International Overseas-like" Construction of Industry-City Integration International New City**
At the beginning of this year, the Beijing Municipal Committee and Government approved the "Implementation Plan for High-Quality Development of Shunyi District Plain New City." Shunyi District is focusing on internationalization with overseas characteristics, prioritizing the construction of an airport economy pilot zone and industry-city integration international new city, systematically advancing the construction of international communities, education, medical care and other supporting facilities, and continuously optimizing foreign-related government services and business environment.
Li Xin, Standing Committee Member of Shunyi District Committee, Executive Deputy District Mayor, and District Government Spokesperson, stated that Shunyi District has gathered international elements, with nearly 10,000 permanent foreign residents, 11 international schools, and 14 foreign-related medical service institutions.
For two consecutive years, it has successfully hosted the China-Germany (Europe) Hidden Champions Forum with expanding influence. For six consecutive years, it has hosted the HICOOL Global Entrepreneur Summit and Competition, gathering 34,000 entrepreneurial projects, 56,000 entrepreneurs from 167 countries, with overseas projects accounting for over 60%. Currently, the district has over 950 foreign-invested enterprises.
Focusing on the southwestern area, Shunyi District is accelerating the construction of an "overseas-like" environment. With the airport area's surrounding 41 square kilometers as the core region, Shunyi District is comprehensively implementing environmental improvement projects, adding 560,000 square meters of greening and beautification since the beginning of this year, giving the city a "new look" and enhancing regional "temperament."
Currently, Shunyi District's 11 international schools provide comprehensive coverage of IB, A-level, AP three major mainstream curriculum systems and various specialty courses, meeting diverse student needs. In 2025, 664 international school graduates successfully enrolled in world top 100 universities.
By the end of 2025, Shunyi will achieve significant improvement in foreign language service capabilities of key medical institutions throughout the district, building a medical environment with barrier-free language, convenient payment, and international service standards.
**Over 85% of Annual Fiscal Expenditure Invested in People's Livelihood**
Promoting reform and development ultimately aims to help people live better lives. Cui Xiaohao stated that in recent years, Shunyi District has secured, accurately targeted, and firmly maintained the people's livelihood baseline, investing over 85% of annual fiscal expenditure in people's livelihood areas. The "seven guarantees" and "five characteristics" evaluation index ranks first among plain new cities, ensuring development achievements benefit all district residents.
Over five years, Shunyi District has invested a total of 22 billion yuan in education, adding 11,000 preschool places and over 20,000 primary and secondary school places. It has established cooperative schooling relationships with 9 key prestigious schools including Beijing Normal University Affiliated Experimental Middle School, Beijing No. 11 School, and Zhongguancun Third Primary School. This year, both the "undergraduate admission rate" for college entrance exams and "high-score segment numbers" for middle school entrance exams reached new three-year highs.
Accelerating medical facility construction, Beijing Friendship Hospital Shunyi Campus has opened for medical services, and the regional medical center has commenced full construction. Over the past five years, 1,857 elderly care beds and 118 elderly care service stations and senior dining facilities have been added, cumulatively serving 2.4 million elderly person-times.
Currently, Shunyi District's total highway mileage approaches 3,000 kilometers with road network density ranking first citywide. Major projects including Beijing-Mi Expressway and R4 Line Phase I are underway, achieving rapid connectivity with the central urban area and three major science cities.
As of the end of August this year, Shunyi District's PM2.5 average concentration decreased to 24.4 micrograms per cubic meter, a 30% reduction from 2020. Over the past five years, 43,000 acres of afforestation and 660,000 square meters of small green spaces have been added, with green coverage ranking 2nd citywide. The percentage of excellent water bodies in "national and municipal assessment" sections increased from 50% in 2020 to 100%, making blue skies, green land, and clear water the most distinctive characteristics of Shunyi's high-quality development.
With the improvement of urban environmental management "hardware," Shunyi District has simultaneously cleared grassroots governance bottlenecks. The district has precisely divided 9,165 grassroots grid cells and integrated over 5,000 "grid workers." It has innovatively established a "hotline + grid" working model, moving urban governance checkpoints forward and centers of gravity downward. Since the beginning of this year, "proactive patrol reports of urban management issues" increased by 107% year-on-year, while hotline complaint volume decreased by 4.5% year-on-year. The assessment results for immediate response to complaints remain excellent, significantly enhancing proactive governance capabilities.
Led by "Shunyi Good Atmosphere" construction, Shunyi District continues to cultivate new urban civilization trends. As of now, Shunyi District has sent 2,945 commendation letters to good people's workplaces and their children's workplaces or schools, enhancing the sense of honor for good people and inspiring more people to do good deeds.
Strengthening publicity and guidance for foreign nationals residing in Shunyi, treating them equally, advanced examples have emerged including "Beijing Role Model" Molly, a Bosnian property manager, and Aaron, a Bangladeshi youth actively participating in volunteer services.
Meanwhile, Shunyi District has introduced 21 courtesy measures including free public transportation and free health checkups, effectively establishing the value orientation of "virtue brings rewards."
In recent years, Shunyi District has placed creating a "Shunyi Good Atmosphere" in a prominent position, improving institutional mechanisms, persisting in promoting good and suppressing evil, with regional atmosphere continuously moving upward, toward goodness, and toward improvement. Today, the "Shunyi Good Atmosphere" related working mechanisms are being promoted citywide, contributing "Shunyi strength" to the capital's effort to build a city with the best social atmosphere and moral standards.
