Hefei Solidifies Position as a Leading Digital Economy City

Hefei continues to make strides in smart city development, with tangible benefits for its residents. The city has successfully established over 3,950 smart and secure residential communities, significantly enhancing urban safety and grassroots governance.

Hefei has prioritized the integrated construction, interconnectivity, and coordinated operation of government application systems. The completion of City Brain 2.0 has strengthened its digital infrastructure, intelligent core, and integrated application capabilities.

As a national-level internet backbone hub, Hefei has ranked among the top 15 cities in digital economy development for five consecutive years, solidifying its status as a leading digital economy city. The city has pioneered three major national data pilot projects, with 10 digital scenarios recognized as national exemplary cases, placing its overall performance in the top tier nationwide.

Currently, Hefei is accelerating the development of its digital twin platform to synchronize physical and digital city construction. Data shows that the city’s digital urban management system now covers over 30,000 unit grids, achieving seamless grid governance. Additionally, Hefei has implemented 56 cross-sector collaborative scenarios, including "park first, pay later," interconnected medical data, and "green wave" traffic corridors—five of which have delivered noticeable benefits to residents.

In public services, Hefei adheres to the principle of "letting data do the legwork, reducing burdens on citizens." Annual government service transactions exceed 30 million, with 99.8% of services available online. Multi-level, diversified service outlets have made "online processing, nearby access, and integrated services" the new norm.

The initiative "Efficiently Handling One Matter" is a key driver of service optimization, transforming traditional multi-step, multi-department processes into a streamlined model: "one application, data flow, inter-department coordination, and full completion."

To date, Hefei has launched 65 integrated service items across three categories—nationally mandated, provincially expanded, and locally innovated—including eight pilot programs from higher authorities and five local innovations. These have processed over 565,700 cases, reducing required materials, processing time, and visits by 67%, 58%, and 92%, respectively, compared to traditional methods.
