The district of Qingjiangpu in Huaian City has announced significant progress in its technological and industrial development.
According to a press conference held on the morning of the 8th, the district's total societal R&D expenditure for 2025 approached 10 billion yuan, marking an increase of over 30% year-on-year.
The number of high-tech enterprises in the district's database has reached 77, doubling the figure from the beginning of the 14th Five-Year Plan period.
Furthermore, more than 200 small and medium-sized technology-based enterprises have been evaluated and included in the official registry.
Guidance for Strategic Development
In recent years, Qingjiangpu District has concentrated on guiding small and medium-sized enterprises (SMEs) towards a path of specialization, refinement, and innovation.
Adhering to the principle that "prime locations should yield prime results," the district has encouraged businesses to delve deeply into niche sectors and develop unique competitive advantages.
This approach has fostered a development ecosystem structured with national-level "little giant" enterprises as benchmarks, provincial-level specialized and sophisticated SMEs as core players, and innovative SMEs forming the foundational layer.
Notable Enterprise Achievements
To date, the district has seen a cumulative total of 31 SMEs recognized as provincial-level specialized and sophisticated enterprises.
Among these, two companies—Zhengda Qingjiang Pharmaceutical and Kesheng Intelligent Equipment—have successfully obtained the national "little giant" enterprise designation.
These specialized and sophisticated enterprises now constitute over 20% of the district's large-scale industrial enterprises, with their coverage rate ranking among the highest in the city.
Foundation of Innovation
Currently, 97 enterprises in the district have received certification as innovative SMEs, including 82 that are large-scale industrial enterprises.
These firms have emerged as leaders and specialized suppliers in sectors such as biomedicine and health, new-generation information technology, and high-end equipment manufacturing, demonstrating strong innovation capabilities, high market share, and mastery of core technologies.
