By 2027, all industrial enterprises above the designated size in the province will achieve full digital transformation coverage, with plans to establish over 50 digital industrial parks and cultivate more than 90 national manufacturing champion enterprises and "little giant" specialized and sophisticated SMEs in the artificial intelligence field.
Annual support will be prioritized for high-level intelligent software and hardware technological breakthroughs, providing funding support of up to 50% of the total project investment, capped at 10 million yuan.
The Sichuan Provincial Three-Year Action Plan for Artificial Intelligence Empowering New Industrialization has recently been issued, outlining five key tasks including strengthening intelligent technology innovation and promoting smart product R&D upgrades. This aims to accelerate AI empowerment for the "15+N" key industrial chains, fostering intelligent, green, and integrated development in manufacturing. This document represents the first provincial-level initiative in western China explicitly promoting AI applications in new industrialization fields.
The Fourth Plenary Session of the 20th Central Committee proposed "comprehensively implementing the 'AI+' action." With abundant data resources, a complete industrial system, and broad application scenarios, Sichuan possesses significant potential for accelerating AI's empowerment of new industrialization. In 2024, the province's AI industry revenue exceeded 130 billion yuan, achieving over 25% year-on-year growth, demonstrating a solid foundation for intelligent development.
The action plan specifies phased objectives for Sichuan's promotion of AI empowering new industrialization. Specifically, by 2027, province-wide scale industrial enterprises will achieve comprehensive digital transformation, create over 50 digital industrial parks, and nurture more than 90 national manufacturing champion enterprises and specialized sophisticated "little giant" enterprises in the AI sector.
The action plan proposes five key tasks covering technological R&D innovation, product iteration upgrades, scenario application traction, governance mechanism construction, and industrial ecosystem development, further subdivided into 18 sub-tasks.
For instance, in strengthening intelligent technology innovation, Sichuan will accelerate building a full-chain independent innovation system for AI, annually focusing support on high-level intelligent software and hardware technology breakthroughs. Funding support will reach up to 50% of total project investment, not exceeding 10 million yuan. Key breakthrough directions include critical area technologies such as pre-training large models and high-performance computing chips.
Focusing on scenario empowerment, Sichuan will address challenges including insufficient integration between AI and industry and fragmented application promotion. This involves annually opening over 20 application scenarios to society and enterprises, promoting vertical large model applications and iterative upgrades in industrial product design, production management, and operational maintenance. Furthermore, based on establishing a gradient cultivation system for basic, advanced, excellent, and leading-level smart factories, Sichuan will implement future factory cultivation actions to drive process reengineering through new AI technologies.
In building a high-quality industrial development ecosystem, Sichuan will strengthen infrastructure support across "computing power-network-data," accelerating construction of the national Chengdu-Chongqing hub node within the national integrated computing power network, achieving 10-gigabit optical network coverage across all provincial-level industrial parks.
