On July 28, at the First-Class Innovation Ecosystem Conference in Jiashan County, Zhejiang Province, the Yangtze River Delta (Jiashan) Specialization and Newization Empowerment Center (referred to as the "Jiashan Empowerment Center") was introduced as a rising star. On the same day, Guan Chenghui, General Manager of Zhejiang Weifu Technology Co., Ltd., received a special "health checkup report" focused on addressing bottlenecks such as data silos in production, breaking down issues one by one, and offering 18 optimization suggestions. Since its establishment at the end of 2025, the Jiashan Empowerment Center has issued 40 such reports to 40 enterprises.
As a national demonstration site for high-quality county development, Jiashan boasts 253 provincial-level niche champion enterprises and high-level research platforms like the Zhejiang University Yangtze River Delta Smart Green Innovation Center, Jiashan Fudan Research Institute, and Xiangfu Laboratory. However, the innovation chain suffers from "blockages at both ends": enterprises cannot find platforms, and platforms cannot access enterprises. The Jiashan Empowerment Center was created specifically to break down this barrier.
Why focus on just 10 ASX 200 shares?
"What we do is connect," explained Wang Zhongtao, Deputy Director of the Jiashan County Economic and Information Bureau. The Jiashan Empowerment Center is jointly operated by multiple innovation platforms in the region. It organizes expert teams to visit production lines, conducting comprehensive "health checkups" for enterprises across three major sections and 33 indicators. Meanwhile, a list of 105 experts and 147 service capabilities has been compiled, allowing enterprises to "order" services as needed. Enterprises can scan a QR code to receive a response, and challenges that cannot be resolved are directly connected to universities like Tsinghua, Fudan, and Zhejiang University for collaborative research.
What is the impact of the report?
When Zhejiang Tanaka Seiki Co., Ltd. produced non-standard automation equipment, part selection relied heavily on engineer experience, leading to significant material idle issues. After the Jiashan Empowerment Center's health checkup, it facilitated collaboration between the company and the Zhejiang University Yangtze River Delta Smart Green Innovation Center, using AI large models to model historical data. Now, after engineers submit design requirements and AI processes them, the company's efficiency has improved by approximately 10%, and unit comprehensive design costs have dropped by 10%.
Precise connections have led to tangible breakthroughs in technology. Zhejiang Zhongke Shanghong Ion Equipment Engineering Co., Ltd. received its health checkup report and then partnered with the Jiashan Fudan Research Institute to jointly develop its new high-current ion implanter, successfully selling the first unit. Zhejiang Jinji Auto Parts Co., Ltd. welcomed researchers from the Shanghai University (Zhejiang) High-End Equipment Foundation Materials Research Institute to optimize processes, reducing energy consumption costs per ton of product by 500 yuan. A series of industry-university-research projects have been implemented, accelerating the journey of innovation from the "bookshelf" to the "store shelf."
How does the system guarantee it?
This logic has been summarized as "Four Topics, One Evaluation": enterprises pose the topic, the government assists, the platform answers, the workshop verifies, and the market evaluates, forming a closed loop of five stages. As of July 28, the Jiashan Empowerment Center has facilitated 24 industry-university-research cooperation projects, with plans to broker at least 15 more within the year. "The Jiashan Empowerment Center will continuously strengthen the leading role of enterprises in innovation, allowing them to connect with high-level innovation resources across the county and even the entire Yangtze River Delta, clearing the 'last mile' for the transformation of industry-university-research findings," said Mo Liang, a member of the Standing Committee of the Jiaxing Municipal Party Committee and Secretary of the Jiashan County Party Committee.
Ying Yunjin, a second-level inspector at the Zhejiang Provincial Department of Economy and Information Technology, stated that during the "15th Five-Year Plan" period, the province will build mechanisms to promote the growth and strengthening of niche champion small and medium-sized enterprises, and establishing empowerment centers is one of the innovative paths for practice. Jiashan, as a pioneer in Zhejiang, is the first county in the province to explore this path, providing a model, reference, and promotional value for Zhejiang and the entire country.
