郭冀川\n　　6月2日香港特区立法会审议通过《2021年收入（印花税）条例草案》，落实股票印花税由0.1%提高至0.13%，有关条例草案将在今年8月1日生效。香港特区政府财库局局长许正宇表示，按今年2月底至5月底，港股日均1770亿元港币的成交额计算，调整印花税将每年带来额外187亿元收入。\n　　被誉为“印花税委员”的中央财经大学金融学院教授、博导贺强在接受《证券日报》记者采访时表示，调高印花税会对港股投资热情产生影响，对A股市场有连带作用但影响不大。\n　　贺强介绍，印花税调整对股市来说是很重要的消息，它的调整在历史上对A股产生的影响很大。2007年中国股市交易十分活跃，但当年财政部将证券交易印花税由双向征收1‰调整为3‰，股票出现大面积跌停潮。\n　　“所以，我在2008年全国两会递交了《建议证券交易印花税单边征收的提案》。一方面考虑这种方式较为容易实施，另一方面买入股票时不收印花税，有利于鼓励购买，卖出时征收则鼓励长期持有。”贺强说。\n　　正是这个提案让贺强被很多人称为“印花税委员”，2008年4月底A股证券交易印花税被下调到1‰，随后9月18日证券交易印花税新政正式实施，证券交易印花税改为单边征收，买入不收，卖出征收。\n　　而此次《2021年收入（印花税）条例草案》把售卖、购买和转让香港证券的印花税税率调高30%，已经在今年2月24日提前向市场释放了消息，这也导致当天港股下挫，恒生指数下跌2.99%，H股香港交易所下跌8.78%。\n　　贺强说：“由于港股提高印花税消息提前释放，因此对市场冲击要小一些。但印花税上调短期会打击投资情绪，中长期看因为增加投资者交易费用，提高了交易成本，会有更长远影响存在”。\n　　香港税务局资料显示，自1993年以来，香港股票印花税税率历经多次调整，且均为下调。如1993年4月1日至1998年3月31日，税率为0.15%；1998年4月1日至2000年4月6日，税率降至0.125%；2000年4月7日至2001年8月31日，税率降至0.1125%；2001年9月1日起，税率再度下降至0.1%。\n　　每次调整后，恒生指数市场表现不一，但整体表现为先降后升。许正宇也表示，决定调整香港股票印花税主要是从提高政府收入，以维持稳健的公共财政角度出发，轻微上调印花税不会削弱股票市场的竞争力。因为证券市场的竞争力是建基于健全制度，包括成熟的金融基建、优良的资产质素，以及与中国市场日趋紧密的经济联系。\n\n牛市来了？如何快速上车，金牌投顾服务免费送>>\n\n\n\n\n海量资讯、精准解读，尽在新浪财经APP","news_type":1},"isVote":1,"likeStatus":false,"favoriteStatus":false,"reportStatus":false,"tweetType":1,"langContent":"EN"}],"hasMoreComments":true,"newsSizeData":{"likeSize":0,"commentSize":1,"repostSize":0,"favoriteSize":0,"likeStatus":false,"favoriteStatus":false}}
